Waymo Gets First Driverless Car Permit in NYC

Waymo has become the first autonomous vehicle operator to secure a permit to test self-driving cars on the streets of New York City, the state’s department of transportation said in announcing the news.

The New York City Department of Motor Vehicles approved Waymo’s application, allowing the company to conduct limited testing of its autonomous vehicles within certain city zones.

The permit comes after years of regulatory negotiations and signals a potential shift toward broader deployment of driverless cars in applications such as ride-hailing and delivery services in the city’s complex traffic environment.

Waymo says it has completed over 10 million rides in 1,500 cars spread out across the United states, and the company has had high-profile self-driving car debuts in San Francisco, Phoenix, and Austin.

The move marks a significant milestone for the industry in the United States’ most densely populated urban environment and is a new salvo in the battle for dominance of the domestic driverless car market.

So what can Waymo do in NYC?

As part of its test program in NYC, the city mayor’s office said that Waymo will be allowed to test eight cars across Brooklyn and Manhattan, and must regularly check in with the Department of Transportation about data and safety.

“We’re a tech-friendly administration and we’re always looking for innovative ways to safely move our city forward,” Mayor Eric Adams said in a statement. “New York City is proud to welcome Waymo to test this new technology in Manhattan and Brooklyn, as we know this testing is only the first step in moving our city further into the 21st century.”

Waymo is required to have a trained, specialist driver in the cars at all times.

Why does Waymo’s NYC permit matter?

Waymo’s permit is a landmark development for a sector that has faced skepticism from people who live and work where self-driving technology has been tested.

With the backing of five large American cities where it is testing its cars, Waymo’s NYC plan could help accelerate the pace of adoption in urban centers across the U.S., if it can show it is safe and easy to use.

With safety protocols and regulatory frameworks continuing to evolve nationwide, a seamless launch and test period would go a long way toward convincing local riders and regulators that driverless technology is safe, MSNBC reports.

The move is part of a broader trend of U.S. cities and states gradually opening their roads to autonomous vehicles, balancing safety concerns with the potential benefits of reduced traffic congestion and improved mobility options.

Waymo will start testing its autonomous cars in New York again

Waymo’s autonomous cars are heading back to New York City in July, the company announced today. Cars will be manually driven for now, not unlike the mapping tests Waymo ran in 2021, but the company says it ultimately wants to bring the same autonomous ride-hailing service it offers in San Francisco, Phoenix and Los Angeles to NYC.

New York state law currently doesn’t allow for the operation of a vehicle without a human driver, an obvious obstacle for a company like Waymo. As a bridge to offering its full service, Waymo says it’s applied for a permit with the New York Department of Transportation to operate vehicles autonomously with a trained specialist behind the wheel. If NYC DOT approves the permit, the company says this will be the first “testing deployment” of autonomous vehicles in New York City.

Waymo’s previous excursion in New York was focused on navigating city traffic and dealing with icy and snowy weather. Each city the company enters presents a new challenge, but the places Waymo currently operates are primarily in drier, warmer climates. For now, getting the state and city onboard with autonomous vehicles seems like the larger issue.

Outside of New York, Waymo continues to grow. The company recently expanded its service area around San Francisco and Los Angeles, came to Austin with the help of Uber in March and plans to either offer paid rides or test its self-driving system in several other cities over the next year.

Ahead of Protests, Waymo Scales Back Robotaxi Service Nationwide

Waymo will temporarily limit robotaxi service in all of its nationwide markets, the company said Friday, as US cities prepare for a wave of protests of federal immigration policies and law enforcement and military crackdowns on demonstrators. The Alphabet subsidiary will stop service in Los Angeles altogether.

Waymo spokesperson Sandy Karp confirmed the service pause and adjustments but declined to comment further. There is no indication how long the service changes will last.

The adjustments will affect service in San Francisco; Austin, Texas; Atlanta, Georgia; and Phoenix, Arizona. On Friday afternoon, some San Francisco riders saw in-app messages showing that all of the company’s robotaxis were busy, and so unable to pick up rides.

The move comes a week after protesters set fire to five autonomous taxis operated by the company in downtown Los Angeles. Images of the fires went viral on social media, and became a flashpoint in discussions about protester violence and the role tech plays in citizen surveillance. The incident raised questions about the camera and sensor data collected by Waymo on public roads, and how or if it’s shared with law enforcement. Earlier this week, Karp told WIRED that the company generally challenges data requests that are overly broad or don’t have a sound legal basis. She declined to comment on specific cases.

Waymo sometimes adjusts service areas ahead of major events marked by large crowds and traffic, including sports matches and concerts, and in response to incidents like fires or floods where road safety is a concern.

How Waymo Handles Footage From Events Like the LA Immigration Protests

Waymo declined to answer questions from WIRED about how many cameras are inside its vehicles, exactly how long footage is retained, and whether the company has ever turned over footage to US federal law enforcement or a branch of the military. Karp did note, however, that the company’s engineering team sometimes uses information from sensors, including video footage and other data, to run simulations aimed at improving its technology. She says Waymo also puts limits on both who can access data and how long it’s retained.

Waymo’s robotaxi service is currently available in the Phoenix metro area and parts of San Francisco, Los Angeles, and Austin, Texas. In the company’s relatively short time operating in US cities, it has shown a willingness to comply with requests for footage from law enforcement.

Officers working for the Mesa Police Department and the Chandler Police Department in Arizona have been requesting and using footage from Waymos for criminal investigations since 2016, or about as long as the vehicles have been in their towns, according to reporting from Phoenix’s ABC 15. Police told the news outlet in 2022 that they have used the footage for several cases, including an alleged road rage incident. (The individual pleaded guilty after being charged with disorderly conduct.)

In May 2022, two months after Waymo began limited robotaxi operations in San Francisco, Vice reported that a training document for San Francisco police explicitly told officers that “autonomous vehicles” have footage that could sometimes “help with investigative leads.”

As of 2023, Waymo had been issued at least nine search warrants in San Francisco and Arizona’s Maricopa County, its primary markets at the time, according to reporting from Bloomberg. One of the cases involved the murder of an Uber driver in 2021. While San Francisco police said they couldn’t identify a specific Waymo vehicle that was near the crime scene, an officer argued that there was “probable cause” that Waymo vehicles were “driving around the area” and had footage of the victim, possible suspects, and the crime scene, according to a search warrant viewed by Bloomberg. Waymo complied and provided footage, but it ultimately did not lead to the arrest of the suspect, who was convicted of the murder in 2023.

Last year, WIRED reported that Waymo had sued two individuals for allegedly vandalizing its vehicles in San Francisco and had camera footage from the cars of the alleged incidents. (One of the cases is ongoing; the other was dismissed last month.)

Waymo’s video-recording and data-collection practices aren’t unique. All vehicles with self-driving capabilities rely on a combination of lidar, radar, and video data in order to operate. Cruise, the now defunct self-driving-car venture run by General Motors, also reportedly gave camera footage to law enforcement upon request.

Private owners of camera-equipped vehicles can also voluntarily turn over camera footage to law enforcement. For example, police in Berkeley, California, have received at least two sets of footage from the owner of a Tesla Cybertruck who said their car was vandalized twice this year, according to documents obtained by WIRED via public record request.
