Ripple CEO’s Past Words On XRP’s Utility Resonate Today As Community Awaits ETF Decision

Ripple CEO Brad Garlinghouse’s comments have long emphasized that the value of XRP is rooted in its utility in the financial world rather than speculation or replacing traditional finance as a whole. One of such comments was made in an old interview which has resurfaced to catch the eye of some XRP investors on the social media platform X. Years later, those comments are being revisited as XRP continues to push for adoption in global markets and as investors are counting down to the SEC’s upcoming decision on Spot XRP ETF applications.

Utility Over Hype: Revisiting Garlinghouse’s Message

A recent video which was posted on the social media platform X by popular XRP commentator JackTheRippler ties back into an interview where Garlinghouse noted how trillions in capital could pour into XRP in the coming years. In that conversation, Garlinghouse explained that hype alone cannot sustain the value of any cryptocurrency, insisting instead that true growth comes from solving real-world problems and building a customer base.

These comments were made in a 2017 interview on CNBC’s Squawk Alley, at a time when cryptocurrencies were mostly valued on speculation alone. In the interview, Garlinghouse pointed out that XRP wasn’t just created to trade on exchanges but was meant to serve a real purpose, which is settling liquidity between banks. At the time, he noted that more than $27 trillion was sitting idle in correspondent banking accounts worldwide to facilitate payments between themselves.

His vision was that XRP, with its ability to settle transactions in seconds, could free up that capital and make cross-border payments much more efficient. “We use this digital asset called XRP to settle liquidity needs between banks,” he said.

Even though those words were spoken years ago, they still fit into today’s conversations about XRP. Its adoption potential in the worldwide financial system continues to be the foundation of why many investors believe XRP can stand apart from other cryptocurrencies.

Countdown To US SEC’s Spot XRP ETF Decision

The attention surrounding XRP nowadays is shifting to the regulatory front, with many investors awaiting the outcome of pending Spot XRP ETF applications. After Bitcoin and Ethereum won approval for similar products, many see XRP as the next logical step given its position as the third-largest cryptocurrency.

The US SEC has introduced new listing standards designed to speed up crypto ETF approvals, cutting the review window to 75 days or less. Grayscale’s filing is due for a decision on October 18, followed by 21Shares on October 19, Bitwise on October 20, CoinShares and Canary Capital on October 23, and WisdomTree on October 24.

The eventual launch of a Spot XRP ETF could be the turning point that helps the cryptocurrency take its place alongside Bitcoin and Ethereum in traditional finance.

At the time of writing, XRP was trading at $2.79.

Flare debuts FXRP, unlocking new utility for XRP in DeFi

Flare has activated FXRP on its mainnet, allowing XRP to be wrapped and deployed across decentralized finance protocols. The rollout begins with capped minting and incentive pools, marking what Flare calls the start of an “XRP DeFi awakening.”

According to a Sept. 24 announcement, the Layer 1 blockchain has launched the first live instance of its FAssets protocol with FXRP v1.2. This enables XRP holders to mint a wrapped, composable version of the asset on the Flare network.

Flare said the initial rollout is deliberately measured, with a minting cap of 5 million FXRP in the first week to ensure network stability. To bootstrap liquidity, the Flare Foundation is directing rFLR token incentives to key decentralized exchange pools, including on SparkDEX and BlazeSwap, with target annual percentage rates for some pools reaching 50%.

How FXRP brings XRP into DeFi’s core

For XRP holders, the primary gateway to this new functionality is through the direct minting of FXRP. The process requires moving XRP to a self-custody wallet like Bifrost or Ledger that supports both the XRP Ledger and Flare.

From there, Flare said users can interact with designated minting agents to create a one-to-one representation of their XRP on the network. The team emphasized that this method is intentionally non-custodial, contrasting with previous wrapped versions that relied on centralized entities.

“They are one-to-one representations of the original asset (e.g. XRP to FXRP) secured through an overcollateralized system of independent agents and secured by Flare’s enshrined data protocols,” the team wrote.

Flare positions FXRP as a game-changer not merely because of the native composability it grants XRP. Unlike isolated bridges, the wrapped asset is designed as a foundational layer within Flare’s DeFi stack. This means that once minted, it can be seamlessly integrated as collateral for lending on protocols like Enosys Loans, used to mint an XRP-backed stablecoin, or supplied to liquidity pools without requiring custom integrations.

The upcoming launch of liquid-staked XRP, stXRP, is poised to further accelerate this by creating a yield-bearing derivative that can power a broader range of financial products, forming what the project terms the “XRPFi flywheel.”

The successful deployment of FXRP serves as proof of concept for Flare’s broader ambitions. According to its public roadmap, the FAssets system is designed to accommodate other significant non-smart contract assets, with Bitcoin and Dogecoin identified as the next in line for integration.

Flare’s native token, FLR, reflected the heightened attention. Data from CoinMarketCap showed FLR, which currently holds a market capitalization of approximately $1.9 billion, trading near $0.027 and registering a price increase of nearly 13% in the 24 hours following the announcement.

DOGE ETF To Launch as First US Fund to Hold Asset With ‘No Utility’

A first-of-its-kind Dogecoin exchange-traded fund is set to hit U.S. markets on Thursday, with Bloomberg’s Eric Balchunas flagging the Rex-Osprey Doge ETF (ticker: DOJE) as the launch vehicle.

“Pretty sure this is first-ever U.S. ETF to hold something that has no utility on purpose,” Balchunas tweeted Tuesday, announcing the fund’s debut. 

The fund is expected to list using the Investment Company Act of 1940 framework that REX-Osprey previously used for its SOL + Staking ETF (SSK), rather than the Securities Act of 1933 path used by commodity-style grantor trusts.



Ganesh Mahidhar, investment professional at Further Ventures, told Decrypt that “ETFs under the Investment Company Act of 1940 have mandates around diversification and more governance requirements broadly, as compared to those launched under the 1933 securities act.” 

“In a way, regulating it under the 1940 act provides more investor protection and imposes a registered investment structure on the SPV offering it,” he added. 

He explained this framework “demarcates the ETF as being more similar to stock and bond ETFs as compared to the BTC ETF, which resembles a commodity ETF.”

However, the meme coin classification raises questions about whether similar approvals await other similar cryptos. 

Dogecoin “follows the proof of work consensus, same as BTC,” and “has a floor in terms of the power being consumed to produce it,” Mahidhar noted.

“This separates Dogecoin from Shiba Inu and Pepe, which run on proof of stake and ‘don’t have the same baseline,’ making them more vulnerable due to ‘lack of utility,’ though Mahidhar noted app-chain and layer-2 projects could still push gaming or gambling use cases.”

Institutional portfolios are “unlikely to touch the ETFs at this stage,” but if their market cap becomes significant, “there is a possibility that some attention goes to them,” he said.

“What matters more is their price action and volatility in this case, and an eventual utility if such does happen,” the investment professional added.

The listing comes as over 90 crypto ETF proposals await SEC decisions, including pending applications for Solana and XRP funds with deadlines extending into October. 

REX Shares has also filed for multiple crypto ETFs in January, including Trump, BONK, and additional Dogecoin products, just days after Gary Gensler departed from the SEC.

On the crowded SEC docket, Mahidhar added he’s a “firm believer” that ETFs are the universal wrapper and sees no reason “any such ETF should not be accepted” as markets migrate from cash-flow to liquidity-based value concepts.

DOGE is changing hands for around $0.24, up 1.4% on the day and 11.7% on the week, according to CoinGecko.

Upcoming PowerToys utility will finally let you set light and dark mode to cycle on a schedule in Windows 11

I swear, sometimes the only thing that actually wakes me up in the morning—besides enough caffeine to kill a small horse—is the retina searing brightness of a rogue default theme, usually from that one app I keep meaning to switch to dark mode. Now an upcoming PowerToys utility means I won’t be jumpscared with a bright white blast to my eyeballs right before bed time.

For those unfamiliar, PowerToys is a Windows utility for those never content with a system default. Tucked away into the accompanying blog post for the PowerToys 0.94 update (via Windows Latest) is news of a feature in the works that will “automatically switch between light and dark mode based on your schedule.”

At present in Windows 11, you can select dark mode by ducking into settings, then looking under personalisation, and then colours. You can also pick a muted ‘accent’ colour to highlight certain features of the Windows UI—such as sliders and hyperlink text—without harshing the more sedate vibes of dark mode.

The rest of the recent 0.94 update focuses on quality of life updates, such as adding a search box into the PowerToys settings menu, plus a new gliding cursor mode that offers a little extra support for users who otherwise struggle to make rapid mouse movements and clicks precisely. Keyboard shortcuts also enjoy a tweak; rather than hitting a hotkey and being surprised when multiple things result from the same input, PowerToys now has a new tile that warns you of keyboard shortcut conflicts and also allows you to quickly reassign any doubled-up key combinations.

You can’t currently set your theming to change throughout the day in Windows 11, though that functionality is there for the Night light feature designed to reduce blue light intensity as ambient light levels drop. The PowerTools v0.95 update offering that feature should go live in October. As users have frequently requested this feature in the past (not to mention the fact a similar feature can already be found in macOS), there’s a good chance that the power users won’t be allowed to keep theme scheduling all to themselves forever.

And once we get themes that change based on the time of day, whose to say themes that change based on your location is out of the question either? Just think—dark mode for when you’re reading fanfic about your favourite blorbo at home, and then the normcore glow of day mode for when you’re in the office…though I’m not sure a shifting theme is what I’d personally consider a good enough reason to give up my location data.
