Crypto Scam Markets Thrive Again After Telegram’s Cleanup Attempt: Report

Crypto dark markets have rebounded weeks after Telegram shut down the world’s largest illicit marketplace, with successor platforms processing equal volumes, amounting to roughly $27 billion.

Elliptic reported Monday that Tudou Guarantee marketplace has captured most of the transaction volume from Huione Guarantee, which Telegram banned on May 13 following the blockchain analytics firm’s investigation. 

The report shows how Huione Guarantee’s activity collapsed to zero immediately after May 11, while Tudou Guarantee’s transaction volume surged, surpassing 200,000 by May 18 and exceeding 300,000 by June 15. 

This rapid migration undermines efforts to disrupt Asia’s cyber scam infrastructure, where “guarantee marketplaces” enable hundreds of thousands of criminals to trade illicit services through Telegram using stablecoin Tether’s USDT.

Elliptic’s on-chain data confirmed USDT transactions dropped to negligible levels by late May following Huione Guarantee’s ban, with the marketplace ceasing even its private escrow services.

The messaging platform terminated thousands of accounts and channels linked to what Elliptic called “the largest dark market to have ever existed,” dwarfing Silk Road and AlphaBay in scale.



However, the criminal network’s survival was built into as the marketplace acquired a 30% stake in Tudou Guarantee in December 2024, effectively ensuring the continuity of operations. 

“Many of the merchants operating on Tudou are the same ones that previously sold through Huione Guarantee, offering stolen data, money laundering services, and other products needed by scammers,” Elliptic found.

Complex connections

The report reveals a complex ecosystem where Elliptic is currently tracking over thirty highly active markets, many seeking to fill the gap left by Huione’s closure. 

Elliptic had previously identified Tudou as a potential successor in earlier research, and the Monday report confirmed these predictions. 

Other platforms, such as Shuangying and Fully Light, also recorded steady growth, with Shuangying increasing from around 40,000 to 110,000 transactions and Fully Light rising from 20,000 to over 80,000 by mid-June.

These platforms facilitate trade in technology, data, and money laundering services used by online scammers, with vendors explicitly advertising services for “pig butchering” fraud targeting Western victims.

“It will require wider, ongoing removal of these marketplaces from Telegram if these key enablers of the global scam epidemic are to be stopped,” Elliptic said. 

Decrypt has approached Telegram and Tether for comment.

Report uncovers Telegram’s potential links to Russia’s FSB

Telegram’s reputation as a privacy-first messaging platform is under scrutiny following a new investigation by the Organized Crime and Corruption Reporting Project and Russian outlet Important Stories. 

The report reveals that the core infrastructure powering the app is managed by Viktor Vedeneev, a Russian network engineer with deep ties to companies linked to the FSB security agency and Russia’s defense sector.

Vedeneev’s company controls thousands of Telegram IP addresses, key servers, and networking equipment. Court records obtained by journalists show that Vedeneev had exclusive access to Telegram’s infrastructure and was authorized to sign contracts on the company’s behalf. 

However, the investigation did not find any evidence that Vedeneev’s involvement resulted in data sharing or surveillance.

While no direct evidence was found that Telegram data was shared with Russian authorities, two of Vedeneev’s other companies have serviced highly sensitive government institutions, including Russia’s intelligence agencies and a research center involved in planning the invasion of Ukraine. Telegram has not been accused of wrongdoing, but the report raises questions about whether third-party infrastructure relationships could create risks to user privacy.

Telegram representatives told Newsweek that “as a global company, Telegram has contracts with dozens of different service providers around the world. However, none of these service providers have access to Telegram data or sensitive infrastructure.”

They further went on to say that all Telegram servers belong to the company and are maintained by employees: “Unauthorized access is impossible. Throughout its entire history, Telegram never disclosed any private messages to a third party — and its encryption has never been breached.”

Security contradictions inside of Telegram

Security researchers say these links expose a major contradiction between Telegram’s public image and its operational reality. 

John Scott-Railton, a senior researcher at The Citizen Lab, said the findings highlight a “dangerous disconnect” between user assumptions about Telegram’s security and the actual vulnerabilities in its infrastructure.

Telegram founder Pavel Durov has long positioned the app as a safe haven for free expression, claiming the platform has “never disclosed a single byte of private messages.” 

However, experts point out that the app’s encryption design still allows for metadata exposure, including device identifiers and user IP addresses — data that could be exploited to track user activity.

Telegram’s MTProto encryption protocol attaches an unencrypted identifier to every encrypted message, which can help observers monitor specific user devices and IP locations. This is particularly concerning in scenarios where governments or intelligence agencies have physical access to the network infrastructure.

Despite claiming to have no infrastructure in Russia, leaked border records previously showed that Durov visited the country more than 50 times between 2015 and 2021, according to the report.
