ADI Chain to join ZKsync Elastic Network, host UAE dirham stablecoin

ZKsync has welcomed ADI Chain—the first blockchain built with its Airbender technology and hosting the upcoming UAE dirham-backed stablecoin—into its Elastic Network.

ZKsync (ZK) has announced the integration of the ADI Chain into its Elastic Network, a modular system of rollups and validiums that allows multiple chains to interoperate and share liquidity while keeping verification costs low.

With this move, ADI joins other active chains on the network, including ZKsync Era, Abstract, Sophon, Lens, Zero Network, Cronos zkEVM, ZKcandy, and Wonder.

What stands out about ADI Chain is that it’s the first chain built using ZKsync’s new Airbender technology, a high-speed, open-source RISC-V prover. Airbender is designed to deliver Ethereum block proofs in approximately 35 seconds using a single GPU, significantly improving throughput and reducing costs. Its modular architecture supports various execution environments, including Ethereum Virtual Machine (EVM), EraVM, and WebAssembly (WASM), offering greater performance and customizability for developers.

“With GPU-powered computing and AI-driven protocol design, ADI Chain can support large-scale partners and bring 1 billion people into the digital economy by 2030,” said Andrey Lazorenko, CEO of ADI Foundation.

ADI Chain to host UAE’s first AED-pegged stablecoin

In addition to using ZKsync‘s Airbender, ADI Chain is noteworthy as it will serve as the platform for the UAE’s first dirham-pegged stablecoin initiative. In April, Abu Dhabi institutions—including ADQ, IHC, and First Abu Dhabi Bank (FAB)—announced plans to issue a stablecoin backed by the UAE dirham on the ADI blockchain, pending regulatory approval from the Central Bank.

ADI testnet was launched on August 21, providing developers and partners with early access to ADI Chain’s capabilities, with the mainnet set to go live soon.

Tether, the world’s largest stablecoin issuer, has revealed plans to capitalize on the user base of video streaming platform Rumble to drive adoption of its new U.S.-regulated stablecoin, USAT. CEO Paolo Ardoino disclosed the partnership during a panel at Token2049 in Singapore, a move to deepen its push into the U.S. crypto market.

Ardoino stated that the video streaming platform will soon launch a crypto wallet integrated with Tether’s infrastructure. The wallet, expected later this year, will feature USAT, offering Rumble’s 51 million active users easy access to the digital dollar.

The initiative builds on the company’s $775 million investment in Rumble last year, which secured the company a 48% stake in the YouTube rival, as reported by Bloomberg. With competition heating up in the U.S. stablecoin market, currently dominated by rival Circle’s USDC (USDC), the USDT (USDT) issuer is betting that direct integration with a major content platform will give USAT a competitive edge.

According to Ardoino, Rumble’s wallet will be central to future growth, not only for USAT but also for other products such as its tokenized gold offering. This will position Rumble as an important distribution channel in the stablecoin issuer’s broader plan to further strengthen its place in the stablecoin sector.

Tether eyes U.S. market comeback with USAT

Tether’s USAT on Rumble move comes amid a broader push to gain a foothold in the U.S. market. After years of absence following regulatory hurdles, including a $41 million fine in 2021, the company re-entered the U.S. with the launch of USAT in September, appointing Bo Hines, a former White House crypto advisor, to lead the initiative.

USAT is designed to comply with the GENIUS Act, the stablecoin regulation signed into law by President Trump in July. The legislation allows dollar-backed stablecoins to be issued under strict federal guidelines, opening the door for more listings and broader adoption.

With its new stablecoin, Tether hopes to challenge the stablecoins from incumbents like Circle, World Liberty Financial, and Ripple in the high-stakes race to dominate the American digital dollar space.

Stablecoin Crackdown: European Central Bank Gathers Backing For Joint Issuance Ban

The European Central Bank (ECB) is reportedly gaining traction in its pursuit of a ban on multi-issuance stablecoins across the European Union (EU). This move comes in light of recommendations from the European Systemic Risk Board (ESRB), which is tasked with safeguarding Europe’s financial integrity.

Multi-Issuance Stablecoins Under Fire

Last week, the ESRB approved a recommendation that advocates for a prohibition on multi-issuance stablecoins. Sources familiar with the discussions, told Bloomberg that this guidance was sanctioned by a board comprising central bank governors and EU officials. 

Under the multi-issuance model, licensed providers in the EU are required to hold local reserves in at least one member state while simultaneously managing reserves for identical tokens issued abroad. 

The ECB, under the leadership of President Christine Lagarde, has been a vocal advocate for the proposed ban, stressing the need for clearer safeguards around the operation of such stablecoins within the European Union.

The implications for existing stablecoin companies, such as Paxos and Circle (CRCL), which are already licensed to operate under the multi-issuance framework, remain uncertain. 

Growing Concerns Over Financial Stability

Both Paxos and Circle primarily operate out of the US, known for its crypto-friendly regulations under President Donald Trump’s vision of transforming America as the “crypto capital of the world”, which has raised concerns among some European regulators. 

Concerns have been repeatedly voiced by ECB officials regarding the potential risks posed by these dollar-pegged stablecoins to both financial stability and monetary sovereignty in Europe. 

Lagarde has previously warned that foreign holders of stablecoins may create significant “legal and operational risks” for European Union-based issuers, emphasizing the need for regulatory clarity.

Despite this, the European Central Bank does not have direct authority over the implementation of regulations governing digital assets in the EU. The European Commission has yet to adopt an official stance on the matter. 

Judith Arnal, a board member at the Bank of Spain and an associate senior research fellow at the Centre for European Policy Studies, highlighted in a recent paper that the ongoing debate over multi-issuance stablecoins poses a more profound challenge to the credibility of the Markets in Crypto-Assets (MiCA) framework. 

She cautioned that a regulatory landscape characterized by disputes among the ECB, the Commission, and the European Parliament could send a troubling message internationally, suggesting that MiCA may be fragile and open to varying interpretations.

In conjunction with these developments, the ECB has been working since 2021 to establish a central bank digital currency (CBDC) tied to the euro, although it is still waiting for the necessary legal framework to move forward.

Arf, Huma to Join Circle (CRCL) Payments Network for Seamless Cross-Border Stablecoin Payments

SINGAPORE — Arf, a Swiss provider of short-term liquidity for cross-border payments, is set to join Circle Payments Network (CPN) in a move that will provide eligible users access to on-demand credit, effectively eliminating the need for prefunding, or tying up a large fiat balance before settlement occurs.

The integration, powered by Huma Finance’s PayFi network, aims to make cross-border stablecoin settlements faster and more capital-efficient, said Irfan Ganchi, senior vice president of product management at Circle Internet (CRCL). Circle is the issuer of USDC, the second-largest stablecoin by market cap.

The development addresses a fundamental challenge in cross-border finance — how to move money quickly across borders without locking up large amounts of capital in prefunding, which limits flexibility and increases costs. Payments giant Visa (V) is also working on the problem and is starting a prefunding pilot for the use of stablecoins through Visa Direct, its real-time payments platform, it said Tuesday.

By enabling on-demand credit inside a major stablecoin network, Arf, which is regulated by Switzerland’s Financial Services Standard Association (VQF), and Huma are facilitating same-day USDC settlement, helping institutions free up working capital, reduce costs and accelerate payments, Ganchi said at the Circle Forum in Singapore.

Real-time stablecoin payments and reducing prefunding hurdles have been longstanding goals in the crypto and fintech industries. However, this partnership stands out as one of the prominent ones to include regulated entities and offer direct integration into a major stablecoin network, such as CPN.

Stablecoin boom

USDC holds a market value of $73.26 billion. Unlike some other cryptocurrencies, USDC operates within regulated frameworks, offering greater reliability and trust.

The adoption of stablecoins in cross-border transactions and other user cases beyond trading has been steadily growing.

According to Payments Consulting Network, 90% of financial institutions have actively integrated stablecoins, with nearly half already using them for payments. Traditional banks are twice as likely to prioritize cross-border payments, with 58% using stablecoins specifically for international transfers.

According to Treasury & Risk, the overall market for stablecoins is poised to hit $3 trillion by 2028.

Polkadot’s Community Supports Plans For a DOT-Backed Stablecoin

Polkadot is seeing strong backing regarding a proposal to create a new native algorithmic stablecoin backed only by DOT tokens. 

The plan was introduced on Sunday by Bryan Chen, co-founder and CTO of Acala, a project in the Polkadot network. The proposed stablecoin will use the ticker pUSD and aims to provide a native option for Polkadot users.

The proposal explained that that stablecoin would use Acala’s decentralized stablecoin protocol, Honzon, which allows users to lock DOT tokens as collateral. This system is meant to reduce reliance on popular stablecoins like Tether’s USDT and Circle’s USDC. 

Community Votes Show Strong Support

Voting on the proposal has already started, and most votes are in favor. Over three-quarters of votes support it. More than 1.4 million DOT, worth about $5.6 million, have already been used to vote. The ballot will remain open for 24 more days, allowing the Polkadot community to weigh in before a final decision.

The proposed stablecoin would be an overcollateralized debt token. This means users can lock DOT as collateral to mint pUSD. There will also be a savings option, so people can lock their pUSD and earn extra interest from fees.

Why a DOT-Backed Stablecoin Matters

Algorithmic stablecoins like pUSD do not operate the same as other stablecoins. They keep the value of a fiat currency without the assistance of traditional reserve bases held by banks or central entities. Instead, blockchain-based smart contracts administer the collateral and change the supply to keep the value static.

However, algorithmic stablecoins remain controversial, especially after the collapse of TerraUSD (UST) which caused widespread losses to those who invested in it 

But some experts still see potential. Ki Young Ju, CEO of crypto analytics firm CryptoQuant, said in early May that algorithmic stablecoins could help create “dark stablecoins” that do not follow traditional regulations or sanctions.

Crypto AML Firm Notabene Introduces Compliance Platform for Stablecoin Payments

Cryptocurrency anti-money laundering (AML) specialist Notabene has introduced Notabene Flow, a stablecoin payment platform designed for high-value business transactions.

Notabene, a firm focused on bringing compliance to crypto transactions, such as applying the so-called “Travel Rule,” said its platform adds features long absent from crypto rails in an emailed statement on Monday. These include payment authorization, invoicing and dispute resolution, to make stablecoin transfers viable.

Institutional firms such as Zodia Custody, Bitso and Borderless are among the initial adopters, looking to combine stablecoin speed with compliance standards familiar to traditional finance (TradFi).

There’s a lot happening around stablecoin payments at the moment, including the announcement this week that Swift, the long-established interbank messaging platform, will unveil its own blockchain-based stablecoin system for payments.

An obstacle to stablecoin payments is that most crypto transactions are “push-only,” leaving businesses without safeguards to reverse payments or block fraud, Notabene said. The firm’s new application introduces pull payments, recurring billing and standardized coordination between verified participants, backed by the company’s network of 2,000+ regulated entities.

The platform relies on the Transaction Authorization Protocol, an open standard that functions rather like a Swift-style messaging layer. Notabene partnered with the Global Legal Entity Identifier Foundation (GLEIF), a way of achieving entity verification anchored to the internationally recognized LEI standard, giving every participant a reliable foundation of counterparty trust.

“Cross-border B2B payments have always been slow, expensive, and complex,” Pelle Braendgaard, Notabene CEO said. “Stablecoins are the first real opportunity to change that, but these high-value payments need a trust framework to succeed at scale. Notabene Flow delivers that framework.”

‘Trillions’ Meme Coin Surges to $60 Million Market Cap on Stablecoin Network Plasma

A meme coin deployed on the Plasma stablecoin network peaked at a $60 million market capitalization on Sunday. It follows Plasma hitting “mainnet beta” last week, attracting $5.5 billion in total value locked, and its XPL token soaring to a $2.3 billion market cap.

The Trillions token is based on a meme at the core of the Plasma thesis, with the project referencing it as early as December 2024. However, it wasn’t until February 2025 that the meme took off both internally and externally, a Plasma representative told Decrypt before the network hit mainnet.

White House AI and Crypto Czar David Sacks said that stablecoins could create “trillions of dollars of demand for U.S. treasuries,” due to tokens often purchasing treasuries for their reserves. Plasma simply reposted this clip in February saying “trillions,” and it went viral despite the network having a small following at the time. A meme was born.

Plasma is a layer-1 network that’s optimized for stablecoin transactions, such as gasless USDT transfers. However, it is still a permissionless blockchain, meaning that anyone can build on top of it. And, with its “mainnet beta” launch being an apparent success, crypto degens have flocked to the stablecoin network to trade meme coins.

And it’s not only the Trillions token that has hit a market cap in the millions: other Plasma meme coins like Bankless, dog-themed coin Luna, and a Pepe clone have also soared. It appears that most of these coins are being created on the multi-chain launchpad, DyorSwap.



Despite the meme coin buzz, Plasma declined to comment as the project does not endorse meme coins on the chain. However, a Plasma representative previously explained to Decrypt how the trillions meme originated and evolved.

Following Sacks saying “trillions” and the Plasma post going viral, the company decided to embrace the meme. It became a way for Plasma employees to sign off social media posts and hype each other up—akin to the Milady cult signing off posts with “Milady.”

The trillions meme later evolved to also include “pre-trillions,” a Plasma representative previously explained, as a nod to the pre-rich meme that had taken over the crypto community. 

When Plasma entered mainnet beta last week, users celebrating their XPL airdrop on social media adopted the “trillions” kicker. That same day, the Trillions meme coin was created, bubbling below a $10 million market cap before exploding to $60 million on Sunday. It has since plunged to an $18 million market cap, according to DEX Screener.

Such a market cap is notable in the current meme coin landscape, with activity in the Solana trenches hitting a six-month low. It comes as crypto traders look to highly leveraged perp futures bets to feed their taste for degenerate trades.

Jokes aside, Plasma believes that the stablecoin industry will grow to be worth trillions of dollars, and hopes to host a sizable chunk of that. Less than a week after its debut, per DefiLlama, Plasma is the fifth-largest network for stablecoins ahead of the likes of Hyperliquid, Aptos, and Base. 

At the time of writing, according to DefiLlama, the total stablecoin market cap is $297 billion, meaning a 236% increase is needed for a trillion-dollar valuation to be achieved.

SoftBank, Ark May Back Stablecoin Giant Tether in Massive Funding Round: Report

Tech investors SoftBank Group and Ark Investment are among the firms discussing participation in a major Tether fundraise that could  value the stablecoin issuer at $500 billion, according to a Friday Bloomberg report.

The two groups’ interest follows three days after news that El Salvador-based Tether was looking to raise $15-20 billion for a 3% equity stake. Bloomberg first reported this story, citing two unnamed sources, although another source said the amount could be less. 

The initiative could help push Tether deeper into mainstream finance, the report said.

At $500 billion, Tether would rank among the world’s largest private companies, putting it in the same conversation as artificial intelligence firm OpenAI and Elon Musk’s space exploration and transportation firm, SpaceX, which received similar valuations.



Tether, which issues the world’s largest stablecoin—USDT—plan’s to further expand its footprint, anticipating the debut of a new U.S. regulated stablecoin—USAT—by the end of the year. 

Softbank is a Japan-based multinational investment company. Ark is a U.S.-based asset manager. Both have been active in the crypto space. 

The firm has been creating more of a presence in the United States since the election of U.S. President Donald Trump last year, recently adding former White House crypto advisor Bo Hines as a strategic advisor. It also maintains a close relationship with U.S. Commerce Secretary Howard Lutnick, whose previous firm Cantor Fitzgerald is advising Tether in its fundraising talks and also custodies all its assets, according to the Bloomberg report. 

Tether and stablecoins have been at the forefront of crypto conversation for the bulk of this year, highlighted by the U.S.’s passage of the GENIUS Act, a regulatory framework for the trading and issuance of the fiat-backed tokens. 

Its USDT stablecoin sits at a $173 billion market cap, making it the third largest crypto asset by market cap at the time of writing and more than double the market cap of Circle’s USDC stablecoin. 

Stablecoins as a whole have added more than $122 billion in market cap since this time last year to reach a total of nearly $300 billion, according to data from DeFi Llama. Earlier this year, U.K. bank Standard Chartered predicted that the market could reach $750 billion by the end of 2026.

Ripple’s RLUSD Stablecoin is Now Available on Bybit Exchange

Crypto exchange Bybit has confirmed the listing of Ripple’s dollar backed stablecoin RLUSD on its platform. This came shortly after BlackRock and VanEck integrated the stablecoin into their tokenized funds earlier this week.

Bybit shared that stablecoin will be available for spot trading, and will be open against USDT, Bitcoin (BTC), Ethereum ETH), XRP, and Mantle (MNT). Bybit has enabled deposits and withdrawals for RLUSD on both the Ethereum blockchain and the XRP Ledger, the two networks where the token is natively issued.

However, the  availability of these pairs will depend on jurisdictional rules, but the listing still provides traders and investors with a wider set of options to interact with the stablecoin. 

This listing places the exchange among other exchanges that have already listed, including Bullish, Uphold, Bitstamp, Moonpay, CoinMENA, ArchaxEx, and Bitso. At the moment, the stablecoin ranks as the 94th largest cryptocurrency, with a market value of $741 million.

Bybit has enabled support for RLUSD on both the Ethereum blockchain and the XRP Ledger, which remain the only two networks offering native support for the token.

A Key Off-Ramp for Tokenized Funds

Bybit’s adoption of RLUSD comes just days after Ripple partnered with Securitize to facilitate the redemption of tokenized real-world assets. Through the partnership, investors in BlackRock’s BUIDL fund and VanEck’s VBILL fund can now convert their tokenized shares directly into RLUSD.

This integration provides a crucial off-ramp, allowing institutional investors to move seamlessly between regulated, yield-bearing tokenized funds and a stable, liquid digital dollar.

Why It Matters

Bybit’s listing is a significant step for Ripple as it seeks to establish RLUSD as a major competitor in the crowded stablecoin market. For Bybit, offering RLUSD provides its users with a direct bridge to the growing ecosystem of tokenized real-world assets, particularly those being launched by major TradFi players like BlackRock.

While RLUSD has yet to be listed on other top exchanges like Binance or Coinbase, its integration into institutional-grade tokenized funds and subsequent adoption by major trading venues like Bybit position it as a noteworthy contender for future growth.

Nine Banks Unite On Euro Stablecoin, Eye Rollout In H2 2026

Nine major European banks have formed a consortium to launch a MiCAR-compliant euro-based stablecoin in the second half of next year.

ING, UniCredit, & Other European Banks Are Coming Together For Stablecoin

As announced in a press release by Italian banking giant UniCredit, the bank is joining forces with eight other major European institutions to launch a stablecoin pegged to the euro.

“This digital payment instrument, leveraging blockchain technology, aims to become a trusted European payment standard in the digital ecosystem,” read the press release.

The stablecoin will have compliance with the European Union’s Markets in Crypto-Assets Regulation (MiCAR), the bloc’s comprehensive framework on cryptocurrencies. MiCAR covers a range of areas, like issuance and custody of digital assets, as well as the operation of platforms related to them.

The full list of banks that have come together to form the consortium for the euro-denominated token includes: ING, Banca Sella, KBC, Danske Bank, DekaBank, UniCredit, SEB, CaixaBank, and Raiffeisen Bank International.

All of these are major banking players, but two are perhaps particularly prominent: ING and UniCredit. ING is a Dutch multinational bank that’s designated as a Global Systemically Important Bank (G-SIB) by the Financial Stability Board (FSB). G-SIBs are considered to be institutions so ingrained into the world financial order that any disruptions related to them can have widespread economic consequences. Italy’s UniCredit was also included in this category until 2023, when FSB removed it from the list.

The nine banks have formed a new company in the Netherlands, planning to get approval from the Dutch Central Bank as an e-money institution. The press release noted that the consortium is welcoming more banks to join them. The stablecoin, which is currently slated for issuance in the second half of 2026, will be positioned as a real European alternative to the currently US-dominated market.

“At UniCredit, we believe in the importance of a stronger Europe and in the power of constructive dialogue and collaboration,” said Fiona Melrose, Head of Group Strategy and ESG at UniCredit. “By joining this consortium of leading European banks, we are contributing to fill the need for a trusted, regulated solution for on-chain payments and settlement.”
