SEC, CFTC-Registered Exchanges Receive Blessing to Facilitate Spot Crypto Trading

Exchanges registered with the U.S. Securities and Exchange Commission and the Commodity Futures Trading Commission should be allowed to facilitate trading of some spot crypto products, the two agencies announced in a joint statement on Tuesday.

The SEC and CFTC, the primary regulators of asset markets, did not mention specific digital assets, but said their joint staff statement covers crypto products centered on “leverage, margin, and financed spot retail commodity transactions.”

Earlier this year, a report, dubbed “Strengthening American Leadership in Digital Financial Technology” and issued by the President’s Working Group on Digital Asset Markets, asked the agencies to provide “regulatory clarity” on those assets, including other issues.



Under the law, registered exchanges are not prohibited from facilitating trading of those spot crypto asset products, they said Tuesday.

“As contemplated by the PWG Report, the Divisions’ coordination will promote trading venue choice and optionality for market participants within the U.S.,” the joint statement reads. “In line with these goals, the divisions stand ready to support consideration by their respective agencies of exchange trading in certain spot crypto asset products.

The statement is among the latest evidence of the rapidly improving regulatory environment for digital assets under the Trump administration.

In the eight months since Donald Trump has been in office, the SEC and CFTC have dropped multiple lawsuits against prominent crypto organizations and repeatedly signaled their willingness to work with an industry that supported Trump’s 2024 campaign.

“Proud to work together with @SECPaulSAtkins to deliver another win on regulatory clarity to trade crypto how you want and where you want to, safely on registered exchanges,”Acting CFTC Chairman Caroline Pham wrote in a post on the social media platform X.

CFTC-registered designated contract markets, foreign board of trade, and commodity transactions listed on an SEC-registered national securities exchange “will not be “prohibited from facilitating the trading of certain spot crypto asset products,” the statement reads.

The regulators invited “market participants to engage with SEC or CFTC staff, as needed.”

Among other points, the agencies said that applicable rules will permit clearinghouses to partner with a custodian to maintain customer accounts.

They recommended “sharing of reference pricing venues by NSEs, DCMs, and FBOTs to improve market surveillance.

In an X post, VanEck Head of Digital Assets Research Matthew Sigel wrote that the statement suggested that major equity exchanges, including NYSE and the Nasdaq, would “soon have spot trading for BTC, ETH, and more.”

But Amanda Fischer, former SEC chief of staff to Gary Gensler, was wary of that possibility and raised concerns about the statement’s vagueness and the absence  of regulation.

“There’s a lot of fanfare, but this statement doesn’t actually answer any questions,” Fischer wrote in an X thread. “The issue is that the exchange, as a self-regulatory organization, and the SEC will have very little to no legal authority to set rules, examine, or enforce trading or customer rules around spot commodities trading on securities exchanges.”

U.S. SEC, CFTC Combine Forces to Clear Registered Firms’ Trading of Spot Crypto

Certain crypto assets can change hands with a stamp of approval from both of the U.S. markets regulators, according to a joint statement from the Securities and Exchange Commission and the Commodity Futures Trading Commission, which said that today’s registered trading platforms can do that business with the agencies’ blessing.

In a stark shift from the hesitant, risk-averse stance of the previous administration, the regulators appointed by President Donald Trump — an avowed advocate of the industry and a growing crypto magnate though his family’s business operations — have quickly cleared a wide path for digital assets to get into the existing financial regulator system.

The SEC, until last year run by crypto skeptic Gary Gensler, and the CFTC “are coordinating efforts to facilitate the trading of certain spot crypto asset products on registered exchanges,” according to the Tuesday statement. Under the SEC’s “Project Crypto” and the CFTC’s ongoing “crypto sprint,” their leaders are pushing to meet Trump’s orders to set up the U.S. as the world’s leading crypto hub.

The agencies argue their view that CFTC-registered designated contract markets (DCMs), foreign board of trade (FBOTs) and SEC-registered national securities exchanges (NSEs) “are not prohibited from facilitating the trading of certain spot crypto asset products.” The SEC and CFTC are inviting such entities to contact staff to figure out how to move forward.

“Market participants should have the freedom to choose where they trade spot crypto assets,” said SEC Chairman Paul Atkins, in a statement.

His counterpart at the CFTC, Acting Chairman Caroline Pham, called the joint statement “the latest demonstration of our mutual objective of supporting growth and development in these markets, but it will not be the last.”

The Tuesday statement didn’t detail specific cryptocurrencies beyond citing “certain spot crypto asset products.”

The markets watchdogs said they “are prepared to engage with trading venues about applying fair and orderly market principles as they seek to operate markets for participants to trade spot crypto asset products.”

As the agencies seek to use existing regulations and authorities to open the financial system to crypto, Congress has been working on a sweeping set of crypto market rules that the industry is counting on to fully establish it in the U.S. It’s unclear, though, how long the lawmakers might take getting that legislation to Trump’s desk.

One of the main holes in previous U.S. oversight of crypto has been the CFTC’s lack of authority to fully regulate firms trading on the crypto commodity spot market — where actual assets are directly changing hands.

While Robinhood’s listing provided a predictable, though modest, price jolt, the sobering reality for TON bulls is a chart still painted deep red. The token remains a staggering 60% down from its historic peak, a chasm that seems too wide for a single listing to bridge.

The debut triggered a brief price reaction, with TON climbing from $3.12 to $3.25 before retracing gains to trade at $3.16 by press time, according to crypto.news data. The move puts Robinhood ahead of Coinbase, which has yet to roll out support for the Telegram-linked token.

The uphill climb: contextualizing TON’s muted response

Despite the positive catalyst, TON’s weekly chart remains in negative territory, with the token down over 4% in the past seven days. More significantly, it continues to trade a formidable 61.6% below its all-time high of $8.24, a peak established during the market euphoria of June 2024.

This substantial drawdown underscores a persistent challenge: while listings provide visibility, they often lack the fundamental firepower needed to reverse deep-seated bearish trends on their own. The asset is not just battling for new buyers but working to convince a cohort of bagholders who bought near the top that a recovery is imminent.

This tepid performance stands in stark contrast to the explosive moves seen across the broader altcoin market on the same day. While TON remained relatively flat, other tokens leveraged specific, high-impact ecosystem news to generate monumental rallies.

Cronos (CRO) skyrocketed over 18% following the announcement that Trump Media Group would anchor a $6.4 billion treasury on the token. Solana (SOL) surged 3% after DeFi Development Corp disclosed a massive $77 million SOL acquisition for its corporate treasury. Chainlink (LINK) saw a steady 2% climb after Caliber publicized its strategy to accumulate LINK tokens.

Perhaps the most telling comparison is with Pyth Network (PYTH), which erupted for a nearly 60% single-day gain. This monumental pump was not triggered by an exchange listing, but by a foundational development: a formal partnership with the U.S. Department of Commerce for onchain data verification.

This event provided a concrete utility and legitimacy boost that fundamentally altered the project’s value proposition, an outcome far more potent than the simple increased accessibility provided by a new trading venue.

Spot Crypto ETFs See $1.4B Outflows As Bitcoin, Ether Slump

Cryptocurrency investment products reversed an emerging inflow trend, with significant outflows last week as Bitcoin and Ether prices declined.

Global crypto exchange-traded products (ETPs) saw $1.43 billion of outflows last week, ending a two-week inflow run that brought in $4.3 billion, CoinShares reported on Monday.

The outflows came amid Bitcoin (BTC) dipping from above $116,000 on Aug.18 to $112,000 by the end of the trading week, while Ether (ETH) tumbled below $4,100 on Tuesday after starting the week at around $4,250, according to CoinGecko.

Last week’s losses marked the second-biggest outflows on record for spot Ether exchange-traded funds (ETFs), with almost $430 million withdrawn on Tuesday alone, according to SoSoValue.

Largest outflows since March

According to CoinShares’ head of research, James Butterfill, the $1.4 billion in outflows from crypto funds were the biggest losses since March 2025.

Butterfill attributed the sell-off to “increasingly polarized” investor sentiment over US monetary policy, with pessimism around the Federal Reserve’s stance driving $2 billion outflows early in the week.

“However, sentiment shifted later in the week following Jerome Powell’s address at the Jackson Hole Symposium, which was widely interpreted as more dovish than expected, sparking inflows of $594 million,” he added.

Shift in tone reflected in Ethereum

Butterfill said the shift in tone was more strongly reflected in Ether, which saw a sharp mid-week recovery, resulting in $440 million of outflows.

Bitcoin ETPs saw significantly bigger outflows, totaling more than $1 billion.

The analyst emphasized a notable change in investor sentiment toward Bitcoin and Ether given the month-to-date inflows, where Bitcoin has experienced $1 billion outflows versus Ether’s $2.5 billion of inflows.

“Inflows year-to-date for Ethereum represent 26% of total assets under management compared to just 11% for Bitcoin,” Butterfill added.

In the meantime, altcoin flows were mixed, with XRP (XRP) seeing $25 million in inflows, Solana (SOL) posting $12 million gains, while Sui (SUI) and Toncoin (TON) saw outflows of $13 million and $1.5 million, respectively.

Several leading asset managers, including Grayscale, Bitwise, Canary, CoinShares, Franklin Templeton, 21Shares, and WisdomTree, filed amended proposals on Friday for their planned spot XRP exchange-traded funds. 

The cluster of filings underscores the growing push from financial firms eager to win approval from the U.S. Securities and Exchange Commission (SEC).

Analysts view the coordinated submissions as a direct response to regulatory input. “[The filings were] almost certainly due to feedback from SEC,” Bloomberg ETF analyst James Seyffart wrote on X. “Good sign, but also mostly expected.”

The new amendments reveal adjustments in fund structures. Instead of allowing only cash creations and redemptions, the updated versions now provide for XRP or cash creations and both cash or in-kind redemptions. Market observers say these tweaks may help address concerns raised by the regulator.

Nate Geraci, president of NovaDius Wealth, emphasized the importance of the simultaneous filings. “Highly notable to see them cluster like this,” he wrote on X. “Very good sign IMO.”

Broader ETF Momentum

The SEC has not yet approved a spot XRP ETF, though both spot and futures-based proposals are being considered. Industry analysts believe the cluster of filings highlights issuers’ determination to adapt to regulatory expectations, which could eventually bring an approval closer.

Notably, BlackRock, which already manages the largest spot Bitcoin and Ethereum ETFs, has not filed for an XRP product. The company told The Block earlier this month it has no current plans to launch one.

Meanwhile, the broader ETF landscape continues to expand. Recently, VanEck filed with the SEC to launch the first exchange-traded fund built around JitoSOL, a token on the Solana blockchain. The Form S-1 filing aims to give investors access to Solana’s liquid staking market without requiring them to hold the tokens directly.

Amid Friday’s wider market rally, XRP gained 7% to trade at $3.08 at the time of publication.

Spot XRP ETF Coming Soon? Asset Managers Submit Amended S-1 Filings

According to the latest report, a group of asset management firms submitted S-1 amendments for a spot XRP ETF (exchange-traded fund) in the United States. These movements reflect the ramped-up interest of these institutions to get the approval of the US Securities and Exchange Commission (SEC) to offer this crypto-linked investment product.

What Changed In The Proposed Spot XRP ETFs?

On Friday, August 22, a slew of asset managers, including Grayscale, Bitwise, Canary, CoinShares, Franklin Templeton, 21Shares, and WisdomTree, filed amended S-1 statements for their proposed spot XRP ETFs. According to experts, this round of filings might be in response to the US SEC’s feedback on their original applications. 

Bloomberg ETF analyst James Seyffart said on X:

Bunch of XRP ETF filings being updated by issuers today. Almost certainly due to feedback from [the] SEC. Good sign, but also mostly expected.

Similarly, the ETF Store President, Nate Geraci, shared a similar sentiment, saying that it is very significant to see the various asset managers roll out their amended S-1 filings at once and on the same day. “Very good sign IMO [in my opinion],” Geraci wrote on X.

For a security or ETF to be listed on an exchange, it needs an S-1 filing, which provides a brief prospectus of the proposed security. Meanwhile, the S-1 form is amended as material information changes regarding the structure of the exchange-traded fund.

Hence, it is no surprise to see some changes in the structure of proposed spot XRP ETFs. For instance, the amended S-1 filing appears to switch the exchange-traded products from simply cash creations and redemptions to allow for XRP or cash creations and cash or in-kind redemptions.

It is worth mentioning that BlackRock, the world’s largest asset management firm and manager of the largest spot Bitcoin and Ethereum exchange-traded fund, has still not made a move to join the race for the spot XRP ETFs. As reported by Bitcoinist, the trillion-dollar asset manager revealed earlier in August that it has no intentions to launch an XRP fund.

XRP Price At A Glance

Following a torrid start to the week, the XRP token fell beneath the $3 mark to as low as $2.8 on Friday. However, the altcoin jumped back above $3 on the back of the news of the complete dismissal of Ripple’s lawsuit and Federal Reserve Chairman Jerome Powell’s speech. As of this writing, the XRP token is valued at around $3.01, reflecting an over 5% price jump in the past 24 hours.

Ether (ETH) Resurgence Gains Steam Driven by Spot ETF Demand and On-Chain Growth: Citi

After enduring a drawdown of more than 55% earlier this year and lagging peers amid tariff-driven risk-off sentiment, ether (ETH) has staged a powerful comeback, Wall Street bank Citi (C) said in a research report on Tuesday.

The second-largest cryptocurrency is now up nearly 30% year-to-date, testing bitcoin’s (BTC) dominance in a way not seen since late last year. This time, however, ether is taking market share rather than ceding it, the report said.

Spot ether exchange-traded funds (ETFs) have seen a surge of demand. Cumulative net inflows now top $13 billion, up from just $2.6 billion in April, analysts Alex Saunders and Nathaniel Rupert wrote.

As ETF balances grow, flows are playing a more direct role in price dynamics, the analysts said.

Ether treasury firms have also joined the bid, with large purchases beginning in May. Their collective holdings now hover near $10 billion at current market values, while the equity valuations of these companies have expanded alongside ether’s rally, the report noted.

Blockchain data shows large wallets accumulating ether while smaller investors trim exposure. Ether balances on centralized exchanges continue to decline, signaling a shift of supply back on-chain. This dynamic could be amplifying the latest leg higher, creating a squeeze-like effect, the report added.

While the rally has been sharp, the bank’s analysts caution it isn’t purely technical. On-chain activity has picked up, reinforcing the move with stronger fundamentals. Combined with a macro backdrop that resembles a “goldilocks” environment, neither too hot nor too cold, ether’s resurgence could have legs, particularly with supportive regulatory signals and bullish narratives in play.
