Arizona Senate Passes Bitcoin Reserve Bill for Seized Crypto, Heads to House For Debate

Arizona’s Senate has passed a revived version of the so-called Bitcoin Reserve Bill, clearing the way for the proposal to head to the House for a final vote.

House Bill 2324 (HB 2324), which would establish a fund for digital assets seized through criminal asset forfeiture, passed the Senate Thursday by a 16-14 margin. 

Initially introduced in February, the bill made early progress through both chambers but failed a final vote in the House last month.

Lawmakers brought HB 2324 back to life through a series of procedural “motions to reconsider” filed in both chambers. If passed, the legislation would create a Bitcoin and Digital Assets Reserve Fund overseen by the state treasurer. 

The fund would manage digital assets seized in criminal investigations, with options to store them in state-approved wallets, sell through licensed crypto exchanges, or retain the assets in native form depending on market and security conditions.

It also amends Arizona’s forfeiture laws to formally include digital assets and outlines custodial requirements.



Arizona is one of dozens of states that have introduced crypto-related legislation since President Donald Trump’s return to power, spurred by a broader national push to define digital asset frameworks at the state level. 

While some bills have been successful, others have faced opposition or an executive veto.

Earlier this year, Arizona Governor Katie Hobbs signed House Bill 2749, the state’s first successful digital asset reserve legislation. The measure created a digital asset fund focused on abandoned assets.

The governor also approved House Bill 2387, which imposes consumer protection rules on crypto ATMs operating in Arizona.

However, Hobbs has also blocked two more aggressive crypto proposals. In early May, she vetoed Senate Bill 1025, which would have allowed state investment of up to 10% of treasury and pension funds in digital assets, calling it too risky for public retirement systems.

She also vetoed Senate Bill 1373, which called for the creation of a reserve fund for crypto obtained through seizures and legislative appropriations.

Circle stock surges 34% to $200 after GENIUS Act passes

Circle’s stock surged 34% on June 18 to close at $199.59 after the GENIUS Act cleared the Senate.

According to Yahoo Finance data, the stock briefly touched an all-time high of $200.90 before closing at $199.59. The move marked a nearly 6.5-fold increase from the company’s initial public offering price of $31 set two weeks earlier on June 5.

The sharp rally came just after the U.S. Senate passed the Guiding and Establishing National Innovation for U.S. Stablecoins Act, a bill that would establish a comprehensive federal framework for regulating dollar-backed stablecoins such as Circle’s USD Coin (USDC). 

The legislation, which cleared the Senate with a 68–30 vote on June 17, now heads to the House of Representatives. House Financial Services Committee staff confirmed that scheduling discussions are expected to begin next week, although a floor vote date has not yet been announced. Supporters of the bill hope to have it on President Donald Trump’s desk before the August congressional recess.

Alongside Circle’s gains, Coinbase’s stock increased by 14%, and Robinhood’s stock rose by 4.5% to reach a new all-time high of $78.35. The market reaction reflected growing confidence that clear federal oversight of stablecoins could accelerate mainstream adoption and de-risk the regulatory landscape for U.S.-based issuers.

The GENIUS Act creates federal licensing requirements for stablecoin issuers, mandates complete backing of tokens with dollar reserves, such as cash or Treasuries, and gives the Federal Reserve and the Office of the Comptroller of the Currency oversight powers.

The legislation also seeks to improve technical interoperability among blockchain platforms and standardize consumer protection guidelines. While some states, like New York, already regulate stablecoins through local regimes like BitLicense, the GENIUS Act aims to bring all of those efforts together under a single national standard.

The Act enhances Circle’s standing as a top U.S. issuer with institutional-grade practices, as it already complies with strict reserve transparency and compliance standards. USDC, Circle’s primary product, is currently widely used in decentralized finance, remittances, and tokenized payment systems.

Senate passes GENIUS stablecoin bill in a win for the crypto industry

In a 68-30 vote on Tuesday evening, the Senate overwhelmingly passed the GENIUS Act with bipartisan support. Eighteen Democrats joined the majority of Republicans in passing the bill, which is the first to establish a federal regulatory framework for stablecoins, crypto tokens that are pegged to the value of the US dollar.

Its passage had not always been assured. Back in May, nine Democrats who’d previously supported the GENIUS Act suddenly reversed course, asking to revise the bill’s text, and days later, Senators Elizabeth Warren (D-MA) and Ron Wyden (D-WA) successfully killed an attempt to bring the bill to a floor vote by citing several current events involving the Trump family’s crypto ventures, including a controversial dinner for people holding large amounts of their memecoin $TRUMP.

Warren, the ranking member of the Senate Banking Committee and a longtime consumer protection hawk, ultimately voted against the final version of the GENIUS Act. During a June 11th floor speech, she stated that the bill did not have adequate regulatory guardrails in place to prevent corruption: “It would make Trump the regulator of his own financial company and, importantly, the regulator of his competitors.”

It’s a win, however, for the burgeoning digital assets industry, which has poured hundreds of millions into the political influence game in Washington, hiring political consultants and even a few Members of Congress on their behalf. In an interview prior to Tuesday’s vote, Seth Hertline, Head of Global Policy at the crypto wallet company Ledger, described the GENIUS Act as a political bellwether for the industry as a whole. “If the GENIUS Act derails, everything behind it derails,” he told The Verge.

Vietnam Passes Landmark Law Recognizing Crypto Assets

Vietnam passed a law officially recognizing digital and crypto assets, taking a decisive step toward regulating and promoting the cryptocurrency economy.

The Digital Technology Industry Law was passed on June 14 and takes effect Jan. 1, 2026. It outlines a broad framework for managing digital assets and fostering blockchain innovation, according to local media.

This legal recognition comes as Vietnam seeks to improve its stance in the rankings of the Financial Action Task Force, an international organization that sets standards to tackle money laundering and financing of terrorism. The country is designated on the FATF’s grey list for insufficient anti-money laundering controls, particularly concerning virtual assets.

The legislation categorizes digital assets into two groups: virtual assets and crypto assets. While both fall outside traditional financial definitions such as securities or central bank digital currencies, crypto assets are categorized by their use of encryption in validating creation and transfers.

The law grants the Vietnamese government authority to define specific regulatory conditions, including anti-money laundering measures and cybersecurity standards aligned with international norms.

Alongside its regulatory function, the law introduces a host of incentives targeting blockchain startups and digital infrastructure developers. These include state subsidies, tax exemptions, and visa perks.

Vietnam Passes Landmark Law Defining Digital Assets, Boosting AI and Chip Sectors

  • The new legislation aims to curb offshore migration by offering clear rules and incentives to keep crypto firms and talent in Vietnam.

Vietnam’s National Assembly overwhelmingly approved landmark legislation Saturday, legalizing digital assets and establishing sweeping incentives for semiconductor manufacturing, artificial intelligence development, and digital technology startups.

The Law on Digital Technology Industry passed with 441 votes in favor out of 445 lawmakers present, making Vietnam one of the first countries to comprehensively regulate digital assets through dedicated legislation rather than traditional financial frameworks.

The law, which takes effect January 1, 2026, defines digital assets as products “created, issued, transferred and authenticated using blockchain technology” with clear property rights under civil law.

The move addresses a critical problem that has forced Vietnamese crypto and tech companies to relocate operations to Singapore and other jurisdictions with clearer regulations. 

The new legislation creates three main categories: virtual assets that can be used for exchange or investment purposes, crypto assets that use encryption technology to authenticate assets during creation, issuance, storage, and transfer, and other digital assets, per local media reports.

Both virtual and crypto assets explicitly exclude securities, digital representations of fiat currency, and other financial instruments under existing civil and financial laws.

In March, Prime Minister Pham Minh Chinh had directed the Ministry of Finance and the State Bank of Vietnam to finalize crypto regulation proposals by the end of the month as part of an ambitious 8% economic growth target, but no framework had yet materialized until now.



Vietnam’s crypto adoption has surged despite the legal uncertainty, with blockchain analytics firm Chainalysis ranking the country fifth globally for crypto adoption in 2024. 

Over $105 billion in blockchain market investments flowed into Vietnam during 2023-24, much of it through offshore structures that provided no benefit to the domestic economy.

Beyond crypto regulation, the legislation underscores Vietnam’s ambition to emerge as a regional technology powerhouse. 

The law sets a target of 150,000 digital technology enterprises by 2035, a major expansion from current levels, supported by unprecedented tax incentives and state investment.

Companies developing semiconductors, AI systems, and digital infrastructure can receive corporate income tax rates as low as 10% for 15 years, along with exemptions from import duties and land rental fees. 

Large-scale projects investing over $80 million in data centers or $160 million in semiconductor facilities are eligible for additional “special” incentives, including a five-year personal income tax exemption for foreign experts.

The law targets semiconductor development explicitly, establishing Vietnam’s goal to “gradually become an essential link in the global supply chain.”

California Assembly Passes Bill to Accept Bitcoin Payments

California is one step closer to embracing crypto for state transactions. On June 2, Assembly Bill 1180 (AB 1180) was unanimously approved by the California State Assembly with a vote of 68-0. The bill will be considered by the Senate for additional approval.

If signed into law, AB 1180 will allow state departments to accept digital assets, like Bitcoin, for payments related to the Digital Financial Assets Law (DFAL). The law would take effect on July 1, 2026, if it gets the green light from the Senate and Governor Gavin Newsom.

The bill requires California’s Department of Financial Protection and Innovation (DFPI) to create rules for accepting crypto payments. The pilot program will last until January 1, 2031. DFPI will deliver a report in 2028 that covers all crypto transactions and the difficulties they found.

AB 1180 is designed to complement another proposed bill, AB 1052—dubbed the “Bitcoin rights” bill. This bill supports crypto self-custody rights and aims to protect private crypto payments from government interference or extra taxes. It passed its first committee stage on May 23 with an 11-0 vote.

As of now, 117 California merchants already accept Bitcoin, according to BTC Maps. With nearly 40 million residents, California’s embrace of crypto could have a big impact.

Duo Expeditions will officially come to Elden Ring Nightreign, as the game passes 3.5 million players

Elden Ring Nightreign launched missing many, many features most of us expect in modern multiplayer games. The co-op action RPG is designed for three players, and that’s about the only optimal way to play it.

There’s no option for Duos, and though you can start the game’s Expeditions (runs) as a solo player, you’re not going to have a fun time. But, FromSoftware is seemingly listening, and the developer just announced some major news.

Earlier today, the FromSoftware revealed (via the official Elden Ring Twitter account) that the game has surpassed 3.5 million players. The wording of the tweet does not specify whether those were actual sales or simply just player numbers.

Seeing as Nightreign has been doing very well on Steam – making it FromSoft’s second-biggest launch ever, 3.5 million copies sounds very plausible when you keep in mind other platforms, too.

Alongside this news, the developer also shared some early details about a number of features currently in the works, which will arrive in the game at various points in the future. Firstly: Duos. Yes, the ability to play Nightreign with just one other player – something modders are already working on making possible – is being worked on.

The announcement did not say when we can expect Duo Expeditions to arrive, offering nothing beyond “at a later date” as the release target. This is the studio’s first official acknowledgement of the desire for a Duos mode, which is good to see.

The game’s most recent patch, which arrived yesterday, made things a little less frustrating for solo players – even if the game remains very much not designed for solos. More tweaks in that vein are in the works, too.

Something else you can expect to see later this month are “enhanced fights against existing Nightlords,” which is just the type of vague language FromSoft loves to use. There’s also the previously-announced DLC, which is set to arrive later in the year.

Hong Kong Passes Law to Regulate Fiat-Pegged Stablecoins

Hong Kong passed legislation on Wednesday creating a licensing regime for fiat-referenced stablecoins, advancing its goal of becoming a digital asset hub while responding to concerns over investor protection and financial stability.

The new law, passed by the city’s Legislative Council, requires FRS issuers to obtain a license from the Hong Kong Monetary Authority (HKMA). 

Licensees must comply with a range of requirements covering reserve asset management, redemption at par value, segregation of client funds, anti-money laundering controls, disclosure, and fitness and propriety standards.

“The Ordinance adheres to the ‘same activity, same risks, same regulation’ principle, with a focus on a risk-based approach to promote a robust regulatory environment,” Christopher Hui, Secretary for Financial Services and the Treasury, said in a statement.

“This is not only in line with international regulatory requirements, but also lays a solid foundation for Hong Kong’s virtual asset market,” he added.

Embracing crypto

The law is part of Hong Kong’s efforts to rehabilitate its crypto reputation and encourage the growth of the industry after the collapse of fraudulent exchange JPEX in 2023. 

Occurring just as Hong Kong pivoted to embracing crypto after years of hesitation, authorities are now attempting to strike a difficult balance between encouraging innovation in digital assets while ensuring retail investors are shielded from abuse.

Under the new regime, only licensed institutions can issue an FRS in Hong Kong, and only licensed offerings may be marketed to retail investors. 

Unauthorized advertisements will be banned, even during the six-month grace period before enforcement begins. The HKMA will consult further on detailed requirements.

The market for stablecoins in Hong Kong remains modest compared to global volumes.

 “The new bill gives issuers something tangible: clarity on licensing, redemption obligations, reserve requirements, and a framework that’s friendly to traditional finance,” Justin d’Anethan, head of sales at token advisory firm Liquifi, told Decrypt. “But let’s be candid, Hong Kong remains a smaller node in global stablecoin activity.”

Tether continues to be the preferred cryptocurrency in the numerous OTC trading shops in Hong Kong. At the same time, U.S. dollar-backed assets in American markets remain the leading force in the stablecoin sector worldwide.

Hong Kong’s legislation comes as the U.S. Senate advances its own stablecoin bill. The GENIUS Act, which recently cleared a key procedural vote, would create a nationwide legal framework for issuing stablecoins in the U.S. The act must still pass the House before reaching President Trump, who is expected to sign it into law.

“For a while, Hong Kong, Singapore, and to some extent Dubai, held the crown when it came to forward-leaning crypto policy. But the last six months flipped the script,” d’Anethan said. “The U.S., long seen as adversarial, became the unexpected epicenter of pro-crypto regulatory momentum.”

Hong Kong’s stablecoin ordinance is expected to come into effect later this year, with transitional provisions to help issuers adjust to the new regime.
