Crypto Assets Can be Part of Diversified Portfolio, Japan’s Finance Minister Kato Says

Japan’s Finance Minister Katsunobu Kato said on Monday that cryptocurrencies can be part of a diversified portfolio.

“Crypto assets have risks surrounding high volatility, but through building an appropriate investment environment, they could be part of diversified investments,” Kato said while speaking at an event in Tokyo, according to Bloomberg.

The minister added that the government has been trying to ensure that innovation isn’t stifled by excessive regulation.

Kato’s comments are particularly notable in the context of Japan’s debt-to-GDP ratio exceeding 200%, which raises concerns about imminent financial repression and potential depreciation of the yen.

Financial repression involves policies aimed at reducing government debt burdens through measures such as inflation, low or negative real interest rates, currency depreciation and capital controls.

These policies tend to erode returns on traditional fixed-income and cash holdings, thereby boosting the appeal of alternative investments, such as cryptocurrencies, which offer real returns and diversification.

Sam Altman and UK government minister reportedly discussed giving ChatGPT Plus to all Brits for free

OpenAI CEO, Sam Altman, and the UK government Technology Secretary, Peter Kyle, have discussed a deal which would see the UK’s entire population given premium access to ChatGPT, according to a Guardian report this weekend. However, the bill, which would have to be covered by the government, may have stymied any chance of the deal going official, with Guardian sources indicating ChatGPT Plus for every Brit would cost as much as £2 billion ($2.7b).

Government AI advocate

Kyle is a well-known AI advocate, with previous reports citing evidence that he has used this online tool for advice and work related questions. The minister has also characterized ChatGPT as being great for unpicking complex topics and as a “very good tutor.”

Altman and Kyle have met a number of times this year. Kyle dined with Altman in March and April, according to the source. Then, in July, the minister signed an agreement with OpenAI. This memorandum of understanding (MoU) would open up the use of OpenAI services, like ChatGPT, in the UK’s public sector. Particular mention was given to education, defense, security, and justice departments. In exchange, OpenAI would have access to a range of government data.

Naturally, there remain concerns over ChatGPT’s (and other similar LLMs) accuracy, as well as privacy and security. We hope that these challenges and pitfalls were addressed in some way.

Prohibitive cost doesn’t add up

Bringing us up to date, sources speaking to The Guardian have shared information about talks between Altman and Kyle that took place recently in San Francisco.

While ChatGPT Plus costs $20 a month for an individual subscription, the cost for the whole populace (69.6 million by most recent estimates) should be provided at some kind of bulk discount. Multiplying the populace by a $20 fee results in a sum of around $1.4 billion. Thus, the $2.7 billion ‘proposal’ seems vastly overpriced.

That fact aside, the ChatGPT Plus for every Brit idea seems to have been a nonstarter, with sources saying “Kyle never really took the idea seriously,” writes The Guardian.

The UK is already a top five nation for paid ChatGPT use, says the source. Some in government feel AI can help UK citizens unlock economic opportunities. Sizable waves of prosperity can uplift the population as a whole, so visionary government shouldn’t be put off by investments like this. However, the jury is still out regarding the usefulness of AI, and whether it is a passing fad, or a bubble.

To underline that no ‘ChatGPT Plus for every Brit deal’ is on the way, the Guardian report ends by relaying a statement from the UK’s science and technology department, which says no such proposal or deal has been taken forward.

Czech Justice Minister Resigns Over $45M Bitcoin Donation Scandal

Czech Justice Minister Pavel Blazek has stepped down following a scandal over his ministry’s sale of nearly $45 million worth of Bitcoin donated by a convicted drug trafficker.

The controversy erupted on May 28 after the ministry posted on X that it had raised close to 1 billion Czech koruna (approximately $45 million) by auctioning off nearly 500 Bitcoin (BTC).

The funds were earmarked for projects such as digitizing the justice system, combating drug use in prisons, and improving housing for prison staff.

However, Czech news outlet Denik N revealed that the cryptocurrency came from Tomas Jirikovsky, a convicted criminal behind Sheep Marketplace, a dark web platform notorious for selling illegal goods.

Czech minister accepts Bitcoin donation

In March, Jirikovsky’s lawyer approached Blazek, offering one-third of the Bitcoin as a donation to the Justice Ministry. Blazek accepted without probing the cryptocurrency’s origins.

“I have no way to investigate the matter, and I wasn’t interested so many years after the case,” he said at a Thursday press conference, suggesting the donation reflected Jirikovsky’s desire to “repent.”

However, public outcry grew over the transaction’s lack of due diligence. Opposition leaders labeled it a scandal, and police have now launched an investigation into the Bitcoin’s origins.

Jirikovsky was sentenced in 2017 for embezzlement, drug trafficking, and weapons violations. Since being released from prison in 2021, he has been seeking to reclaim 1,500 Bitcoin seized at the time of his arrest.

During his trial, Czech authorities suspected the funds were linked to Nucleus, another dark web marketplace shuttered just after Jirikovsky’s arrest. Despite this, he maintained the Bitcoin was acquired legally, which allowed him to retain it after serving his sentence.

Blazek resigns after mounting pressure

Facing mounting pressure and with legislative elections just four months away, Prime Minister Petr Fiala distanced himself from Blazek, a long-time political ally.

Subsequently, Blazek resigned on May 30. “I am not aware of any illegal action. However, I do not wish to damage the reputation of the government or the governing association,” he said in his statement.

On Feb. 6, Czech President Petr Pavel signed a “landmark” cryptocurrency legislation into law, providing Czechia with regulatory clarity on digital assets that are aligned with broader European Union laws. 

The new legislation simplifies crypto tax rules and implements the EU’s Markets in Crypto-Assets (MiCA) regulation “in a way that supports innovation and development of the entire industry.”
