Philippines Turns to Blockchain After Mass Protests Over Corruption

The Philippines has launched a blockchain-based transparency system for its Department of Public Works and Highways after mass protests over alleged corruption in flood-control projects worth billions.

Integrity Chain, developed by BayaniChain Ventures, was unveiled on Wednesday as a platform to record DPWH contracts and project milestones on a tamper-proof ledger.

The goal is to turn “government records into digital public assets that are immutable, verifiable, and openly validated,” BayaniChain CEO and co-founder Paul Soliman told Decrypt.

Once expanded from the DPWH to other agencies, the initiative could later help “protect the entire annual budget of the Philippines,” estimated at roughly $98 billion, he said.



The project is part of a broader effort “to reshape accountability across every department and every peso spent,” making accountability “permanent, measurable, and unavoidable,” Soliman said.

“Public trust will be rebuilt not on promises, but on cryptography, open validation, and a system where citizens themselves can verify outcomes,” he added.

The rollout comes in the wake of mass protests drawing an estimated 130,000 people on September 21, which marked the 53rd anniversary of martial law declared by former President Ferdinand Marcos Sr., father of the current president. The declaration is remembered for widespread human rights abuses, censorship, and corruption.

Protests demanded accountability after revelations of overpriced contracts, substandard construction, and ghost projects in the country’s flood-control program under the DPWH’s oversight.

Over $33 billion was allocated to flood-control projects across 15 years, according to the Australian Institute of International Affairs.

On-chain civic accountability

Similar to an earlier implementation at the Department of Budget and Management, Integrity Chain ingests data directly from DPWH systems, minting each contract, budget release, and project milestone as a digital public asset.

Prismo, the orchestration layer, manages data handling, encryption, and validation. The platform runs on Polygon’s Proof-of-Stake network, an Ethereum-compatible scaling solution that serves as its consensus and transparency layer.

The records are then cryptographically time-stamped and anchored on-chain before reaching independent validators, so that “any attempt to withhold or manipulate information becomes visible rather than hidden,” Gelo Wong, chief growth officer and co-founder at BayaniChain, told Decrypt.

Validators include independent civic organizations, non-governmental organizations, universities, and media groups, among other sectors. These validators would review and attest to the entries, with their own actions logged as public records to maintain accountability.

Keys for validators are “hardware-secured, rotated periodically, and assigned to reviews through randomization,” with each validator action “recorded on-chain as its own public asset, ensuring that misconduct or bias is transparently logged,” Wong explained.

Asked about safeguards, Wong pointed to the framework’s one-organization-one-vote model, which prevents any sector from dominating the process. More than 40 non-governmental organizations participated at launch, providing a “wide and diversified base of civic accountability,” he added.

The Mass Effect Show Deserves Better Than Rehashing The Past

Amazon is working on a Mass Effect show while what remains of BioWare works on the upcoming fifth game in the sci-fi RPG series. We still know almost nothing about whatever Amazon is doing with the show, but now we have some idea of the characters it will feature. That’s thanks to Hollywood insider Daniel Richtman, who published five character descriptions that were included in the show’s casting calls. Those descriptions are vague enough that they don’t give us much sense of what the series will entail, but some of them sound similar enough to existing characters from the games that fans think the show might be a direct adaptation of the original 2007 release. I sure hope that’s not the case, because it would be a huge mistake on a few fronts.

The listings call for a male lead from ages 30 to 39, described as a “young Colin Farrell;” a female alien character that will require prosthetics; a 40 to 60-year-old male actor that can pull off a “creature or character actor like Doug Jones;” a male lead with a “wrestler-type physicality;” and a female aged 30 to 49 for a parallel story set on Earth while everyone else is up to intergalactic hijinx. Most of those sound like they could easily map onto characters from the first game. The “Colin Farrell” type could easily be a male Commander Shepard; the female alien with prosthetics sounds like an asari, the blue-skinned, monogendered alien race that includes the series’ pseudo-mascot Liara T’Soni; and an older male actor capable of playing the types of creatures Doug Jones is known for could be for Saren Arterius, the rogue Turian Spectre. The Earthbound woman, however, doesn’t neatly fit onto anyone, as the Mass Effect games didn’t go to Earth until Mass Effect 3. 

All that said, these descriptions are just generic enough that they don’t necessarily point to a live-action adaptation of Shepard’s story at all. But as people try to pick apart what little information we have, anything that even vaguely hints at a “Mass Effect trilogy retelling” is a red flag for a lot of longtime fans, both because adapting a choice-based RPG and inevitably writing specific choices and relationships into the story needlessly complicates the series’ legacy, and also because this is one of the video game universes that’s big enough that there’s no need to do something so creatively bankrupt.

 

Video game adaptations are all the rage right now, and some of the most successful ones have not been direct recreations of a previous story. The Mario and Sonic movies remix old stories and arcs, but they also put an original spin on established characters, rather than sticking their fingers in players’ pies. Amazon retreading Shepard’s story would not only be a boring waste of time and money, but would place the writers in a field of rakes just waiting to be stepped on. How do the Kaidan stans react when live-action Shepard leaves him behind on Virmire? What are Tali fans to think when she is sidelined as a love interest in favor of Liara? Do Renegade players have to just grin and bear it when Shepard is made into a Paragon Boy Scout? All of these are questions and discourse we could suffer through when Amazon puts out this show, but considering how much more of the Mass Effect universe there is to explore, it would be an unforced error.

The original trilogy and even the fourth game, Mass Effect: Andromeda, are so focused on humanity’s experience that it often feels like the rest of the galaxy is neglected in that limited, human-centric view of the universe. In the games, players are meant to approach this mysterious new world with fresh eyes and fumble their way through galactic politics and culture from a human’s perspective. A focus on the human experience is just as core to those games as space flight and synthetic cephalopods, but this live-action series doesn’t have to stick to that rule. Amazon has a unique opportunity to abandon that tunnel vision and tell stories far more specific to the world BioWare has made. Tell me stories of the Quarian nomads flying around the galaxy on their Migrant Fleet, or the early days of the Krogan genophage sterility plague. I don’t need to see some Shepard imposter making the opposite decisions as me when all that effort could go into something fresh and original, drawing new players to the games as we head into Mass Effect 5, whenever the hell that is.

Mass Effect TV series casting calls leak, sparking speculation Male Shepard is canon

Casting details for Amazon’s forthcoming Mass Effect TV series have leaked, with fans speculating on which characters from the games will be included.

As shared by entertainment insider Daniel Richtman, five casting calls have leaked. These are: a young Colin Farrell-type male (30-39) with open ethnicity; a female co-lead alien character requiring prosthetics (34-39); a female human providing a parallel narrative from Earth; a Doug Jones-type male villain (40-60); and a male wrestler-type soldier (30-49).

Amazon has provided no details on the show’s story, so it’s unclear if it will be based on BioWare’s original Mass Effect trilogy or if it will focus on entirely new characters in the same universe.

Still, these vague character descriptions have provided enough for fans to speculate on. In particular, the female co-lead alien seems primed to be fan-favourite blue alien Liara T’Soni.

However, the Colin Farrell-type male could prove the most controversial. Fans have guessed this could be a male Commander Shepard, protagonist of the original trilogy – but this would assume MaleShep is canon over the female option.

Many fans prefer FemShep due to the performance of voice actor Jennifer Hale, so Amazon needs to tread carefully with the TV show if it’s following the games and intends to cement certain story decisions – Shepard’s gender especially.

The female human on Earth is an interesting prospect, considering the only similar character in the games would be Captain Anderson in Mass Effect 3. Some fans have suggested journalist Emily Wong could be an alternative, while one proposed FemShep could still exist in the same universe like the twins in Andromeda.

Saren from Mass Effect 1 would fit the bill for a Doug Jones-type villain (the actor is known for his non-human roles in The Shape of Water and Hellboy), while the male wrestler-type soldier certainly describes James Vega. But most importantly of all: in this scenario, who’s playing Garrus?!

Of course, this could all be entirely incorrect if Amazon chooses a story separate to the games, though you’d surely anticipate the team leaning on familiarity with the games at least for marketing purposes.

Back in July, it was revealed the Mass Effect series would be helmed by many of the team behind Amazon’s Fallout show. That’s proven particularly successful – and notably takes inspiration from the games without following them directly.

Amazon’s Mass Effect TV adaptation was officially announced in November last year. At the start of this year, Eurogamer spoke with Jennifer Hale who stated the game’s original cast should return for the TV series, even if just for cameos.

“I think they’d be really smart to pull as much of the original cast into the show in cameos and Easter eggs and recurring and regular [roles] as possible,” she said. “I think that would be an absolutely genius move.”

Ethereum Rare Mass Slashing Event Linked To Operator Issues

Ethereum experienced a rare slashing event on Wednesday, with 39 validators penalized, according to blockchain explorer Beaconcha.in.

The validators were tied to the SSV Network, a distributed validator technology (DVT) protocol that decentralizes staking infrastructure by splitting validator keys across multiple operators.

Despite the scale of the incident, SSV founder Alon Muroch emphasized that the protocol itself was not compromised. Instead, the penalties stemmed from operator-side infrastructure issues involving third-party staking providers using SSV.

One cluster of slashed validators was tied to Ankr, a liquid staking provider. According to Muroch, routine maintenance on Ankr’s systems triggered the event. A second slashing involved a validator cluster that had migrated from Allnodes two months earlier. Investigators believe a secondary validator setup caused the duplicate signing that led to penalties.

In total, 39 validators were slashed, making this one of the largest correlated slashing events since Ethereum’s transition to proof-of-stake. Each validator slashed faces an immediate ETH penalty and could face inactivity leaks, compounded losses. One validator, backed by a 2,020 ETH stake, lost around 0.3 ETH, or about $1,300 at today’s prices, in the process.

While slashing is built into Ethereum’s design as a deterrent against malicious or negligent behavior, it remains exceedingly rare. Fewer than 500 validators out of more than 1.2 million active have been slashed since the Beacon Chain went live in 2020. Most incidents, including this one, have been traced to operator issues rather than deliberate attacks.

Mass slashings are particularly notable because correlated misbehavior increases the severity of penalties. Ethereum’s protocol enforces additional inactivity leaks when groups of validators are slashed together, amplifying the financial impact.

For Ethereum’s staking ecosystem, the latest wave underscores a familiar but critical lesson: validator safety hinges as much on infrastructure and operator diligence as on the protocol itself. Even when the underlying software is uncompromised, operational errors can have costly and very public consequences.

Blizzard’s Diablo Developers Vote To Unionize After Mass Layoffs

This week, the Communications Workers of America (CWA) announced that more than 450 developers of Blizzard Entertainment’s Diablo team have voted to unionize under the CWA. The successful outcome of this effort means workers will now be represented by CWA Local 9510 in Irvine, California; Local 1118 in Albany, New York; and Local 6215 in Austin, Texas.

The newly formed union will represent a wide range of jobs across Blizzard, including designers, engineers, artists, and support staff. Microsoft, Blizzard’s parent company, has officially recognized the union. This unionization campaign is not an isolated event at Blizzard, as earlier this month, the studio’s Story and Franchise Development team also voted to unionize.

“With every subsequent round of mass layoffs, I’ve witnessed the dread in my coworkers grow stronger because it feels like no amount of hard work is enough to protect us,” said Diablo producer and organizing committee member Kelly Yeo (via Game Developer). “This is just the first step for us joining a movement spreading across an industry that is tired of living in fear.”

Workers also shared personal experiences that illustrate the atmosphere of uncertainty and instability driving the union effort. “The day after the third round of mass layoffs, I walked into the office, and when I tried to open the door to the cafeteria, my badge was denied. For a moment, I wondered if getting breakfast was how I’d find out I was part of that round,” added designer Ryan Littleton. While Littleton’s situation ended up being just a technical glitch, it doesn’t help the overall cloud of uncertainty. “None of us should have to live with that constant worry that we might be let go at the drop of a hat.”

Senior software engineer Nav Bhatti framed the initiative as a response to long-standing industry challenges, saying this sort of stress puts people in a fight-or-flight mode, but the union helps them to be able to “stand our ground in the industry.”

CWA Local 9510 president Jason Justice pointed to California’s growing role in labor movements. “What’s happening here is part of a much larger story about turning the tide in an industry that has long overlooked its labor,” he said. “Entertainment workers across film, television, music, and now video games are standing together to have a seat at the table.”

BioShock 4 Hit With Mass Layoffs After A Decade Of Spinning Its Wheels

The other shoe has dropped at Cloud Chamber. Following an internal delay and management shakeup, the studio making BioShock 4 has now laid off 80 people, Bloomberg reports. Originally, the sequel had supposedly been targeting a late 2026 release, but it will likely take longer now as significant aspects of the game, including the story, are reworked.

Layoffs announced on Tuesday amounted to about a third of the staff at the roughly 250-person studio. According to Bloomberg, the next BioShock has gone through multiple studios and leadership teams over the last decade, with problems arising at Cloud Chamber in part due to the need to create a new studio while also meeting sky-high expectations for the franchise. One of the stumbling blocks was reportedly its rapid growth and the game’s shift to the newest version of Unreal Engine.

“While we’re excited about the foundational gameplay elements of the project, we’ve made the decision with studio leadership to rework certain aspects that are core to a BioShock game, and in doing so are reducing the size of the development team to focus on this work and give the game more time in development,” 2K Games president David Ismailer wrote in a memo to staff this week that was shared with Kotaku.

Bloomberg reported earlier this month that BioShock 4’s latest stumble occurred following a negative internal review with executives, with particular concern about the game’s narrative. Publicly, 2K Games has said that the new BioShock is good but not good enough. “Some of our competitors have realized maybe a little late in the day that consumers are not okay with okay,” Strauss Zelnick, CEO of 2K parent company Take-Two, told IGN in a recent interview. Industry veteran Rod Fergusson is now leading the project, the second time he’s been tasked with clawing a BioShock game out of development hell.
