The current crypto bull market has been powered by a combination of macro demand for scarce digital assets and growing regulatory clarity, two forces that are expected to continue to shape investor focus in the final quarter of 2025, asset manager Grayscale said in a report Wednesday.

According to Grayscale, the Federal Reserve’s decision to resume rate cuts in September, and its signal that one or two additional cuts could follow before year-end, should generally be considered supportive for digital assets.

Lower borrowing costs, Grayscale noted, reduce the opportunity cost of holding non-yield-bearing commodities such as bitcoin BTC$117,431.04 and can encourage broader risk appetite across markets.

At the same time, the analysts cautioned that a slowing economy or escalating geopolitical risks could dampen valuations. They also highlighted the possibility that an unexpected Fed pivot back to rate hikes would pose a clear downside risk.

On the regulatory side, Grayscale pointed to several potential catalysts that could continue to draw investor attention. These include the introduction of staking within crypto exchange-traded products (ETPs), the approval of new altcoin-based ETPs, and the potential passage of a market structure bill in the Senate.

While each of these developments would represent meaningful progress, Grayscale warned that markets have already priced in a fair amount of optimism.

Any setbacks, whether delays, political pushback, or outright rejection, could weigh on valuations, the report added.

According to a notice issued by the U.S. Securities and Exchange Commission on Sept.23, the agency has approved NYSE Arca’s request to shift the Grayscale Ethereum Trust ETF and its Mini Trust counterpart from a “non-generic” to a “generic” listing standard.

The rule change, filed by the exchange on Sept. 19 and made effective immediately, transitions the products from their initial, bespoke regulatory framework to a broader classification used for established commodity-based trusts. This administrative shift means the funds can now continue trading without needing case-by-case SEC approval for their continued listing.

Why the rule change matters

Last week, NYSE Arca argued the rule change is consistent with the Exchange Act, citing Section 6(b)(5), which mandates that exchange rules are designed to prevent fraud and manipulation, promote fair trading, and protect investors.

The exchange said the generic standard “will remove impediments to and perfect the mechanism of a free and open market.” Essentially, NYSE Arca contends that by eliminating redundant, case-by-case oversight for already-approved products, the market operates more efficiently, which ultimately benefits investors through enhanced competition and smoother operations.

The SEC agreed with this assessment, waiving the standard 30-day operative delay to the rule change to take effect immediately. Specifically, the regulator noted that the step was consistent with investor protection and the public interest, as it did not introduce any novel issues.

Still, the agency retained a safety valve. The SEC notice specifies that for the next 60 days, the agency retains the authority to “temporarily suspend such rule change” if it finds such action necessary to protect investors, safeguard markets, or further the purposes of the Act.

ETF specialists see the development as part of a broader shift. Bloomberg Intelligence analyst James Seyffart noted last week that the new standards could pave the way for a wave of spot crypto exchange-traded products, particularly altcoin ETFs that have been waiting on regulatory clarity.

The SEC has also invited public comment on the rule change, underscoring that the process is not finished. Interested parties have an opportunity to submit data, views, and arguments concerning whether the change is consistent with the Exchange Act.

The US digital currency asset management company, Grayscale, has filed an amended S-1 registration statement with the U.S. Securities and Exchange Commission (SEC) to convert its Dogecoin Trust into exchange-traded fund (ETF).

The move leverages recently approved, more lenient listing standards for crypto funds, potentially accelerating the regulatory path for the product. 

According to the filing, the proposed Dogecoin ETF would be listed on NYSE Arca under the ticker ‘GDOG.’ Grayscale has chosen Coinbase to be the fund’s prime broker and custodian for the fund, which aims to provide investors with a regulated vehicle for exposure to the popular meme coin.

NYSE Arca has also filed to change the classification of Grayscale’s Ethereum Trust ETF to meet the new listing standards. Grayscale’s attempt to reposition the Ethereum fund shows that the company has a bigger plan to make all of its products comply with the new rules. This might make their operations more efficient and attract more investors.

Grayscale’s filings highlight its argument that the Investment business Act of 1940 should not consider the Dogecoin trust to be a registered investment business. The company’s case is bolstered by the new SEC standards, which require a digital asset to have a futures market on a regulated exchange for a minimum of six months. Grayscale says that Dogecoin has already met this requirement.

The updated S-1 was signed by Barry Silbert, Chairman of the Board of Directors, along with other board members and Grayscale Chief Financial Officer Edward McGee, in accordance with the Securities Act of 1933, a regulation that pertains to securities issuances. 

An S-1 is a registration statement that a company files with the SEC in order to provide information about a fund’s structure, management, and investment strategy in order to initiate an ETF.

This latest action follows the recent launch of Grayscale’s multi-asset crypto index fund, which tracks a group of well-known cryptocurrencies like Bitcoin (BTC), Ethereum (ETH), Solana (SOL), XRP, and Cardano (ADA).

Earlier this year, Eric Balchunas, a senior analyst at Bloomberg, also stated in his X post that there is a 75% chance that Doge ETFs will be approved. The SEC’s getting friendlier, but it’s still a waiting game in the fast-moving crypto world.

Grayscale CEO Declares New Era Of Crypto Index Investing

Peter Mintzberg, CEO of Grayscale, emphasized the nature of this new launch, suggesting it heralds a new era of crypto index investing. 

In an interview with CNBC, he stated, “We are typically in the first mover position. Grayscale will continue innovating at scale for investors to access the fastest growing asset class of the last 10 years.” 

The increasing demand for diversified exposure to cryptocurrencies is evident among both institutional and retail investors amid rising prices. 

The movement towards mainstream acceptance of digital assets has gained momentum, particularly under the Trump administration, which facilitated the inclusion of cryptocurrencies in retirement plans and a new regulatory framework. 

The GDLC fund allocates approximately 70% of its assets to Bitcoin and 20% to Ether, and it has been trading in various forms since 2018, most recently in over-the-counter markets.

In 2025, Grayscale’s GDLC has already achieved major growth, surging over 40% as many cryptocurrencies reach record highs. Notably, the fund has outperformed Bitcoin by nearly 11% since June, thanks to the strong performance of its other constituent assets.

Analyst Predicts Over 100 New Crypto ETFs

Experts are optimistic that this new standard will streamline the process for launching similar products, potentially ushering in a wave of cryptocurrency exchange-traded funds. 

Eric Balchunas, a Senior ETF Analyst at Bloomberg, noted on social media that the last time a generic listing standard was implemented for ETFs, the number of launches tripled. He predicts a surge of over 100 crypto ETFs could enter the market in the coming year.

Supporters of this initiative argue that it could position digital assets on equal footing with traditional financial products, a goal that past SEC commissions have been hesitant to embrace. 

Greg Xethalis, General Counsel at MultiCoin Capital, commented on the SEC’s previous regulatory stance, noting that prior commissions often used regulatory frameworks as a means of imposing merit regulations on well-established product structures, despite the novelty of the underlying assets. 

He remarked, “As shown by the Bitcoin ETP launch, the market wants this product option, and this latest move both heeds that call and is a welcome return to normal course at the Commission.”

In addition to the GDLC launch, the SEC is reportedly on the verge of approving Bitwise’s BITW, an index fund that tracks the top ten cryptocurrencies by weighted market capitalization. 

Next month, the SEC is also expected to consider a series of individual spot crypto ETPs, including those focused on Ethereum staking, Litecoin (LTC), Solana, XRP, and Dogecoin (DOGE).

The fund mirrors an index curated by CoinDesk Indices and includes Bitcoin (BTC), Ether (ETH), XRP, Solana (SOL), and Cardano (ADA). Shifting from its earlier over-the-counter listing, this move marks a major step up in accessibility and liquidity for the established product.

A first-of-its-kind product with broad market reach

Developed by Grayscale Investments, the world’s largest digital-asset manager, GDLC tracks the five most liquid and widely traded assets and is engineered to provide concentrated exposure to the market’s established leaders.

According to data from CoinDesk Indices as of late August, this basket captures more than 90% of the entire cryptocurrency market capitalization, a figure calculated by excluding stablecoins and memecoins from the top 100 tokens. This offers a pure play on the core value drivers of the digital-asset ecosystem through a single, tradable security.

The launch represents a maturation in how institutional and mainstream investors can access crypto. Instead of navigating the complexities of multiple wallets and exchanges, investors now have a streamlined vehicle for a diversified crypto strategy.

“Grayscale CoinDesk Crypto 5 ETF has met the growing investor demand for diverse exposure to crypto for nearly a decade and investors are increasingly turning to the ETP wrapper for their crypto exposure. The long-awaited launch followed approval on Wednesday from the Securities and Exchange Commission (SEC) that allowed the digital asset manager to convert its Grayscale Digital Large Cap (GDLC) Fund into an ETF and allocate to various crypto assets.

In his tweet, Grayscale CEO stated that the launch was more than just another ETP, as it reflects Grayscale’s commitment to being first, moving fast and giving investors transparent exposure to the cryptocurrency market.

What’s happening?

Grayscale’s multi-crypto-asset ETP launch coincides with a growing appetite among institutional and retail investors for diversified crypto exposure.

The GDLC fund earmarks about 70% to Bitcoin and 20% to Ethereum and has existed in other forms since 2018, most recently trading over the counter.

GDLC has increased by more than 40% in 2025 as many cryptocurrencies hit record highs. GDLC has surpassed Bitcoin by nearly 11% since June, as the four other cryptocurrencies in the fund (Ethereum, XRP, Solana and Cardano) outperformed BTC.

The current altcoin ETF landscape

The backlog of pending altcoin ETF applications continues to grow. According to Bloomberg Intelligence analyst James Seyffart, there are now 92 crypto-related exchange-traded products awaiting regulatory decisions. Among them, SOL and XRP are drawing the strongest institutional demand, with eight and seven ETF applications pending, respectively.

Meanwhile, momentum is building for new products. On Sept. 8, the agency acknowledged a filing for the Canary Staked SEI ETF, officially starting the review process for what would be the first U.S.-listed SEI fund.

Grayscale filed paperwork with the U.S. Securities and Exchange Commission (SEC) on Tuesday for three crypto exchange-traded funds, expanding its roster of potential offerings as issuers jockey for regulatory approval.

The asset manager submitted an S-1 registration for a Litecoin LTC$109.19 ETF, a move that follows its earlier bid to convert the Grayscale Litecoin Trust into an ETF.

At the same time, it lodged S-3 filings for exchange-traded funds tied to Bitcoin Cash BCH$578.41 and Hedera HBAR$0.2127. If approved, the products would join a lineup that already includes spot bitcoin and ether ETFs launched last year.

The filings underscore Grayscale’s push to diversify its crypto-linked investment products while regulators weigh how far to open the door to such funds. Just a day earlier, the firm sought to convert its Chainlink LINK$22.77 Trust into an ETF, signaling a rapid pace of applications despite regulatory uncertainty.

Grayscale is not alone. Fidelity, VanEck and several other issuers have lined up proposals for digital-asset funds in hopes that the SEC will sign off on more products later this year. Industry executives say broader approval could help mainstream investors gain exposure to cryptocurrencies through regulated markets, while potentially easing concerns about custody and transparency.

For now, the SEC under Chair Paul Atkins has delayed decisions on a range of crypto ETF applications. A green light from regulators would give investors a way to trade crypto exposure alongside traditional securities in brokerage accounts.

Grayscale Launches Ethereum Covered Call ETF as Money Rushes Into ETH Funds

Grayscale, the world’s largest digital asset investment manager, has launched a new exchange-traded fund that ties into ether's (ETH) recent market momentum.

The Grayscale Ethereum Covered Call ETF (ETCO) began trading Thursday, offering exposure to ether with an options-writing strategy designed to generate steady income.

The launch comes as ether, the native token of the Ethereum blockchain, has outperformed bitcoin (BTC) in 2025, rising 34% year-to-date versus BTC's 20%

Behind the gains is renewed retail and institutional interest, evidenced in August by surging inflows into the spot ETH ETFs that dwarfed those which headed into the BTC funds.

Wall Street firms have increasingly adopted the blockchain to streamline processes in their trading and settlement systems, creating a flow of capital into the asset that has lifted demand across both spot and derivative markets.

ETCO aims to capture that interest while providing a buffer against volatility. The fund systematically sells call options on Ethereum-linked exchange-traded products such as the Grayscale Ethereum Trust ETF (ETHE) and Grayscale Ethereum Mini Trust ETF (ETH). The premiums generated from those options are distributed to shareholders on a bi-weekly basis, making ETCO an “income-first” strategy that may appeal to investors seeking cash flow.

“Grayscale Ethereum Covered Call ETF is designed to complement an investor’s existing Ethereum exposure by adding an income component,” said Krista Lynch, senior vice president of ETF capital markets at Grayscale.

Covered call strategies are common in equities, where they help investors monetize volatility while potentially reducing downside risk. Grayscale is applying the same logic to crypto markets, where ether’s price swings and liquidity create opportunities for option premiums.

The fund’s primary goal is generating current income, with a secondary aim of capturing ether-linked returns. By writing call options close to the spot price, ETCO seeks to turn the token’s volatility — which often deters traditional investors — into a source of yield.

This product joins a growing line of income-focused crypto funds at Grayscale, which already includes the Bitcoin Covered Call ETF (BTCC) and the Premium Income ETF (BPI).
