Visa Pilot Lets Banks Use Stablecoins for Global Payouts

Visa has launched a pilot allowing banks and financial institutions to pre-fund cross-border payments using stablecoins.

Announced at SIBOS 2025, the Visa Direct stablecoin pilot enables select partners to use Circle’s USDC (USDC) and EURC (EURC) as pre-funded assets to facilitate near-instant payouts, according to a Tuesday announcement.

“Cross-border payments have been stuck in outdated systems for far too long,” said Chris Newkirk, president of commercial and money movement solutions at Visa.

The goal is to reduce the need for capital to be parked in advance and modernize treasury operations. “Visa Direct’s new stablecoins integration lays the groundwork for money to move instantly across the world, giving businesses more choice in how they pay,” Newkirk added.

Visa pilot lets banks use stablecoins for global payouts

The pilot is designed for banks, remittance services and financial institutions seeking to optimize liquidity. Instead of tying up fiat currencies across multiple corridors, participants can fund Visa Direct with stablecoins, which Visa treats as cash equivalents for the purpose of initiating payouts.

Stablecoin pre-funding is expected to unlock working capital, reduce exposure to currency volatility and improve predictability in treasury flows, especially during off-hours or weekends when traditional systems are inactive.

Visa says it has settled over $225 million in stablecoin volume to date, though that remains a small fraction of its $16 trillion in annual payments. The pilot is currently limited to partners that meet Visa’s internal criteria, with plans for a broader rollout in 2026.

Cointelegraph reached out to Visa for comment, but had not received a response by publication.

Swift to build blockchain for cross-border settlements

Visa’s move to use stablecoins for cross-border payments came a day after Swift announced it was collaborating with Ethereum developer Consensys and over 30 financial institutions to build a blockchain-based settlement platform aimed at enabling 24/7 real-time cross-border payments.

Crypto payment firms have also seen growing attraction. Last week, stablecoin payments startup RedotPay reached unicorn status after raising $47 million in a strategic round led by Coinbase Ventures, with support from Galaxy Ventures and Vertex Ventures.

During the same week, stablecoin infrastructure startup Bastion raised $14.6 million in a round led by Coinbase Ventures, with backing from Sony, Samsung Next, Andreessen Horowitz and Hashed.

Singapore and the United Arab Emirates have climbed to the top of recent crypto adoption lists, with different reports placing the city-state and the Gulf federation among the most digital currency-friendly places on earth.

According to Henley & Partners and surveys compiled by industry trackers, Singapore holds the number one spot in some indexes, while the UAE posts some of the highest ownership rates recorded.

Based on reports, about 24.4% of Singapore’s population is estimated to own crypto, and the UAE shows about 25.3% ownership — figures that are far above the global average.

Singapore’s Position And Policy Mix

Singapore’s lead is tied to its mix of clear rules and strong finance infrastructure. Regulatory sandboxes, licensing for exchanges, and a banking system that works with digital currency firms are often cited as factors.

Meanwhile, the ApeX Protocol study shows that nearly a quarter of Singaporeans—24.4%—own digital assets, a figure that has more than doubled from 11% the year before.

This surge is also mirrored online, with the country generating about 2,000 crypto searches per 100,000 people, the highest level seen anywhere in the world.

UAE’s Tax Edge And Rapid Uptake

The UAE is pushing hard to attract users and companies. Based on reports, the country scored a perfect 10/10 on tax-friendliness in one index, and its zero-tax stance on trading, staking, mining, or selling bitcoin across many emirates is a major draw.

Dubai’s Virtual Assets Regulatory Authority (VARA) and other local initiatives have created licensing paths and special zones for digital asset firms.

Henley & Partners lists the UAE among the top jurisdictions for crypto wealth, often placing it in the top five for investor-friendly climates. Those policies appear to help explain why roughly a quarter of people in the UAE are reported to hold crypto assets.

Ownership Numbers And What They Mean

Reports place the global number of crypto users in the hundreds of millions — around 562 million by some counts — but that figure hides big differences. Some countries show high ownership because many people treat crypto as an investment.

In others, crypto is used more for payments or savings. Methodologies differ: some studies count any wallet with activity, others rely on surveys asking people if they own crypto.

Trump Demands Microsoft Fire Head of Global Affairs

Donald Trump has issued his latest challenge to test corporate America’s fealty to his administration. On Friday, the President decided to wade into the personnel decision of Microsoft and called for the company to fire its President of Global Affairs, Lisa Monaco, over her previous work under the Obama and Biden administrations—a warning shot fired apparently at the advice of far-right activist Laura Loomer.

Trump called Monaco, who previously served as the deputy attorney general during the Biden administration and Homeland Security Advisor to President Obama, “Corrupt and Totally Trump Deranged,” He also claimed that because of her ties to the previous administrations, she is “a menace to U.S. National Security, especially given the major contracts that Microsoft has with the United States Government”—a statement that likely doesn’t not read like a threat to review and potentially revoke lucrative federal procurements that Microsft has landed.

“It is my opinion that Microsoft should immediately terminate the employment of Lisa Monaco,” Trump wrote.  Microsoft did not respond to request for comment about the President’s statements.

Why the President issuing opinions on an employee who doesn’t even appear on Microsoft’s leadership team page? It appears that it’s because Laura Loomer got in his ear again. Back in July, Loomer took aim at Monaco, tying her to Microsoft’s decision to use engineers in China to help provide tech support to the Defense Department. The connections take some red string and corkboard to make, but Loomer went ahead and connected the dots.

On Friday, she took credit for the President following suit and calling for Microsoft to dismiss Monaco. “After I alerted President Trump to the fact that Microsoft has hired Lisa Monaco to be their new President of Global Affairs, he has just called on Microsoft to terminate her employment,” she wrote on X. (For what it’s worth, Monaco was hired in May, and Loomer didn’t mention her until July, so apparently it takes a while for her alerts to get to Trump’s desk.)

In the post, she also tagged Microsoft CEO Satya Nadella and asked, “Are you going to comply?” which certainly has some echoes of Federal Communications Commission head Brendan Carr telling ABC, “We can do this the easy way or the hard way” in regards to punishing Jimmy Kimmel over a monologue that conservatives didn’t like. It sure feels like an attempt to compel corporations to capitulate to the wishes of the administration—though, at least in Loomer’s case, she doesn’t have any formal power.

If anything, Trump may be better off with Monaco stuck in a corporate office somewhere rather than back in legal waters serving as cop on the beat. Under Biden, Monaco was involved in the creation of the National Cryptocurrency Enforcement Team, which led crackdowns on crypto scams similar to the ones the President and his family have profited from. Prior to that, she served as a member of the Justice Department’s Enron Task Force and was involved in the prosecution of five former Enron executives.

A source within a participating bank indicated the project is a multi-month endeavor, characterizing it as a precursor to a significant technological transformation for the interbank payments industry.

The selection of ConsenSys’ Linea was reportedly driven by its emphasis on privacy through advanced cryptographic proofs, a feature deemed critical for meeting stringent bank compliance standards.

SWIFT’s blockchain path was years in the making

Last year, SWIFT announced that live trials for digital asset and currency transactions across its network were slated for 2025. The current project with Linea appears to be the foundational technical work necessary to make those live trials feasible, moving the cooperative beyond theoretical research and into practical implementation.

Before this announcement, SWIFT published results from a series of trials that tested the movement of tokenized assets across both public and private blockchains. SWIFT’s research demonstrated that its existing secure messaging infrastructure could potentially function as a universal “interoperability layer,” connecting different distributed ledger technologies without requiring banks to undertake massive and costly systems integrations with each new platform.

The Linea project takes this concept a step further, exploring what happens when SWIFT’s own messaging core is migrated on-chain, potentially creating a more native and efficient settlement layer.

For banks, the implications are significant. SWIFT’s system links more than 11,000 institutions, yet it has long been criticized as cumbersome and overly dependent on intermediaries. A successful blockchain integration could mean faster settlement times, reduced costs, and a more resilient architecture for cross-border payments.

Garantex Evades Sanctions, Continues Global Crypto Operations

Garantex, a cryptocurrency exchange with ties to Russian banks, has continued operating through new platforms despite sanctions from the U.S. and EU. The U.S. sanctioned it three years ago, and the EU followed, pointing to the exchange’s connections with Russian cybercrime networks and terrorist groups.

The exchange was charged with stealing $22 million from a US-based blockchain platform. It was also involved in illegal money laundering. Following that, in March 2025, the U.S. Secret Service, Department of Justice, and international law enforcement took over Garantex’s digital systems.

As per the reports, they charged the firm’s operators, Aleksej Besciokov and Aleksandr Mira Serda. Besciokov, a Lithuanian living in Russia in his mid-40s, was arrested in India while awaiting extradition to the U.S. He died of a heart attack on August 31 in Delhi’s Tihar Jail, according to his lawyer, Ashish Panday. The charges were filed by Indian jail officials and the U.S. Attorney’s Office in Virginia. 

Sanctions blocked Garantex from global financial systems, forcing it to move operations to Grinex, a Kyrgyzstan-based platform. A June Financial Times report revealed that Grinex handled billions in crypto transactions, including a ruble-linked stablecoin called A7A5, despite the sanctions. Following this, the U.S. Treasury’s OFAC sanctioned Grinex, Exved, Garantex figure Sergey Mendeleev, and the A7A5 creator. The U.S. State Department also offered a $5 million reward for information on Aleksandr Mira Serda’s location.

A Transparency International Russia report explained that Exved converts Russian rubles into Tether’s USDT stablecoin and sends funds through payment processors in countries like Hong Kong, Thailand, and the UAE to hide their source and destination. 

Garantex successors use Telegram to evade sanctions

Researchers, posing as a Hong Kong electronics exporter, discovered Exved’s signup process on Telegram. Exved’s Russian agent, Paysol LLC, works with Feilian, a Hong Kong company run by Sergey Antipov, to facilitate these transfers.

A Paysol compliance officer admitted they use tailored documentation to avoid sanctions checks, often to help import restricted goods into Russia.

Blockchain analysis showed that a cryptocurrency wallet provided by Paysol was linked to a sanctioned Garantex wallet and processed over $112 million in transactions. Leaked Garantex documents from 2021 to 2024 revealed MKAN Coin, a Telegram-based service that helps Russians convert crypto to cash for moving money overseas. 

Operating in countries like Kyrgyzstan and Spain, MKAN Coin, run by a former Garantex CEO, uses similar tactics to Garantex, creating a global network to bypass sanctions and avoid detection.

Cloudflare is launching its NET Dollar stablecoin to serve as the fundamental payment layer for autonomous AI agents, enabling them to execute microtransactions at internet scale and speed.

The company’s rationale hinges on the belief that legacy banking systems and even first-generation crypto payments are too slow and costly for the emerging machine-to-machine economy.

A stablecoin built for the AI agent economy

Cloudflare believes its global network, which already accelerates and secures a significant portion of internet traffic, is the ideal foundation for a payment system that must operate across countless currencies, geographies, and time zones without friction.

“By using our global network, we are going to help modernize the financial rails needed to move money at the speed of the Internet, helping to create a more open and valuable Internet for everyone,” Cloudflare CEO and co-founder, Matthew Prince, said.

According to the company, NET Dollar will enable instant, automated settlements for everything from paying an API for real-time flight bookings to compensating a supplier as quickly and reliably as the data is transmitted.

Prioritizing the AI-driven internet is a direct response to what Prince calls the limitations of the old web’s business model. He argues that decades of reliance on ad platforms and slow bank transfers have stifled innovation for creators and developers.

The company sees the rise of autonomous agents as the catalyst for a fundamental shift toward a pay-per-use internet. In this model, value is exchanged in tiny, incremental payments for specific services, a model legacy financial rails are structurally incapable of supporting due to speed and cost constraints.

Eyeing the bigger picture

Cloudflare is not operating in a vacuum. Its strategy acknowledges that interoperability is paramount. The company has announced it is contributing to open standards such as the Agent Payments Protocol and x402.

This places it alongside other major infrastructure players, notably Google, which is pioneering its own Agentic Payments Protocol (AP2). The parallel development of these protocols underscores a broader industry consensus: the agentic web requires a universal payment layer.

Google’s recent demo with Coinbase and Lowe’s, where an AI agent managed a complex home improvement purchase from consultation to stablecoin payment, serves as a proof-of-concept for this very future.

The Main Driver Behind BTC’s Break From Global M2, According to Raoul Pal

Raoul Pal, founder of Global Macro Investor, has drawn attention to a widely circulated chart that compares bitcoin’s (BTC) movements with global M2 money supply.

The chart shows that since early 2023, bitcoin has tended to track global M2 money supply with a consistent 12-week lag, implying that changes in liquidity conditions filter through to crypto markets with a three-month delay.

Based on that model, bitcoin would still be on track to approach $200,000 by the end of 2025 if the correlation were to hold.

However, since July 16, this relationship has broken down. While global M2 has continued to trend higher, reflecting ongoing monetary expansion globally, bitcoin has stalled, moving sideways through the summer despite its historically tight connection to liquidity.

TGA refill plays spoilsport

Pal argues that the break is not a failure of the model but rather the result of actions by the U.S. Treasury through its Treasury General Account (TGA). The TGA is the government’s operating account at the Federal Reserve, used to receive taxes, bond sale proceeds, and other inflows while also funding federal expenditures.

When the Treasury seeks to rebuild this account by issuing more bonds than needed to cover immediate obligations, it effectively drains liquidity from the system, reducing the pool of capital available to risk assets. According to Pal, since July, the Treasury has issued about $500 billion in bonds to replenish the TGA, pushing its balance near $800 billion, a multi-year high.

This large-scale withdrawal of cash has hit liquidity-sensitive assets like crypto the hardest, explaining bitcoin’s sideways action despite rising M2.

Importantly, Pal believes the TGA is now sufficiently replenished, meaning the liquidity drain is likely over and should fade completely by the end of the month. If that happens, liquidity conditions will normalize, and bitcoin’s braoder rally could resume following its M2-driven trajectory upward.

However, to counter Pal’s argument, it is worth noting that tech stocks and gold have continued to set new all-time highs, suggesting that broader risk appetite remains intact.

While the TGA replenishment may have weighed heavily on crypto, the sharper impact could also reflect heavy selling pressure from long-held coins, which helps explain the deviation between bitcoin and global M2.

The roadmap has six main goals. First,  the group said it will put an eight-figure ADA amount into stablecoin projects in order to improve the on and off ramps of Cardano users. In addition to this, it’s going to support Defi adoption on Cardano.

The foundation also revealed that it’s going to expand its Web3 teams. Two new members will be added and they will focus more on helping Cardano connect with more apps, exchanges, and real-world assets.

The third goal will focus on strengthening the “Cardano Venture Hub”. This is a program that helps provide support for startups and businesses that want to build on Cardano. The foundation said it will commit 2 million ADA to the hub by 2026 and will continue partnerships with Draper U, Techstars, and CV VC to support entrepreneurs.

Furthermore, the foundation is stepping further into real-world assets (RWA). Following the recent launch of $10 million in RWA with MembersCap, the Foundation confirmed that it is working with the Masumi Network to bring in the x402 payments framework.

The fifth goal shared is to aggressively promote cardano. The promotion budget for next year has been increased by 12%. This means there will be more events, ads and global programs. This includes event booths at TOKEN2049, Consensus, and the Africa Tech Summit 2026, along with training programs like the Cardano Academy and global summits.

The last goal is about building strong governance. The foundation plans to delegate 20 million ADA to 11 new Delegated Representatives (DReps) while reducing its own voting power to 80 million ADA. The group also confirmed that after five years of supporting Stake Pool Operators, it will phase out its SPO delegation program to focus on wider ecosystem growth.

The Cardano Foundation said it will continue to operate with transparency and adjust its strategy as the industry develops.

Crypto Heavyweights Join CFTC’s Global Advisory Panel – Details

The US Commodity Futures Trading Commission (CFTC), announced new appointments to its Global Markets Advisory Committee and the Digital Asset Markets Subcommittee on September 19, 2025. The move brings fresh faces from both crypto and Wall Street firms into roles intended to advise the agency on digital asset issues.

New Leadership And Who They Are

Reports have disclosed that Scott Lucas, Managing Director and Head of Markets Digital Assets at J.P. Morgan, and Sandy Kaul, Executive Vice President at Franklin Templeton, will serve as co-chairs of the Digital Asset Markets Subcommittee.

In addition, the CFTC named several industry figures to the panel, including Katherine Minarik of Uniswap Labs, Avery Ching of Aptos Labs, James J. Hill from BNY Mellon, and Ben Sherwin of Chainlink Labs. The appointments were announced by Acting Chair Caroline D. Pham.

The list includes eight new members overall. Some come from traditional banks and asset managers. Others come from decentralized finance and infrastructure projects.

Why This Matters Now

Based on reports, the appointments arrive as the CFTC pushes to play a larger role in how crypto markets operate in the US.

The agency has recently signaled that it will explore allowing spot crypto trading on registered futures exchanges — an initiative that could change which regulator oversees certain crypto products. That initiative was described in agency statements and industry coverage earlier this year.

Acting Chair Pham has also framed the advisory group as a bridge between market practice and rulemaking. She said the committee “provides invaluable expertise” that helps the agency weigh market structure and the regulatory treatment of digital assets.

Balance Of Interests In The Room

Bringing JPMorgan and Franklin Templeton together with Uniswap and Chainlink highlights a core tension. Market firms want clear rules that let them operate here.

Consumer groups and some regulators want stronger safeguards. Advisory committees do not make law; they advise. Still, their views can shape what rules are written next.

Some coverage also notes a practical reason for leaning on advisory bodies: the agency still has leadership gaps. Reports say several commissioner seats remain unfilled, which puts more weight on staff and outside advisers while those appointments are pending.

The appointments mark another step in a wider push to fold crypto more firmly into US markets. Whether that leads to faster approvals for new trading venues, or to stricter rules, will depend on how the committee’s recommendations are used by regulators.
