Binance’s CZ Says France Has ‘Gone Downhill’

Changpeng Zhao, the former chief executive officer of cryptocurrency exchange Binance, recently made a pessimistic observation about France, claiming that the European Union’s second-largest economy has gone “downhill” over the last several years. 

Zhao has pointed to a wave of cryptocurrency kidnappings that have occurred in France over the past several years, as well as the controversial arrest of Telegram CEO Pavel Durov that took place last August. 

That said, Zhao hopes that things will get better for one of the leading EU countries. 

It is also worth noting that France also launched a probe into Binance in early 2025, according to Reuters.

Wave of crypto kidnappings 

France has repeatedly made headlines this year in crypto media due to a wave of cryptocurrency-related kidnappings. 

In January, Ledger co-founder David Balland was abducted from his home in central France, with his kidnappers demanding a €10 million ransom. Balland had one of his fingers severed during a kidnapping before being rescued by France’s elite security forces. 

In May, the father of a cryptocurrency millionaire was kidnapped before being rescued by the police. During the same month, the daughter of Paymium CEO Pierre Noizat was attacked by masked men together with her child. The masked attackers unsuccessfully attempted to force her into a van. 

Roughly 25 people connected to the troubling series of kidnappings have been charged by French authorities. New security measures tailored for crypto professionals have also been introduced. 

Notre-Dame’s towers reopened 

Zhao’s criticism of France comes after the reopening of Notre-Dame’s medieval twin towers. It took five years to reconstruct them following the devastating fire that occurred in April 2019.

“Hope it helps to make France a safer country (even if only in some small way),” CZ said.

France, Austria and Italy Urge Stronger EU Oversight of Crypto Markets Under MiCA

Market watchdogs in France, Austria and Italy want the European Union to tighten its approach to crypto regulation, warning that uneven enforcement of the bloc’s landmark MiCA legislation could leave investors exposed to risks that aren’t covered by the rules.

In a joint statement, France’s Autorité des Marchés Financiers (AMF), Austria’s Finanzmarktaufsichtsbehörde (FMA) and Italy’s Consob said the first months of MiCA’s rollout revealed “major differences” in how national supervisors apply the law. Without changes, they argued, firms may shop around for lenient jurisdictions, undermining both investor protection and Europe’s competitiveness in digital assets.

The regulators set out four proposals. Chief among them is handing direct supervision of the largest crypto-asset service providers to the European Securities and Markets Authority (ESMA). They also want to close loopholes allowing EU intermediaries to route orders to offshore platforms not bound by MiCA, a practice that leaves investors without regulatory safeguards.

The authorities also called for mandatory, independent cybersecurity audits before firms receive or renew MiCA licenses, citing the sector’s high exposure to hacks. Finally, they proposed a centralized filing system for token white papers to simplify cross-border offerings and ensure legal clarity.

While MiCA was designed to harmonize crypto oversight across the EU, the three regulators say swift adjustments are needed to align with international standards set by the Financial Stability Board and IOSCO. Without them, they caution, national regulators may be forced into emergency measures that risk fracturing Europe’s digital asset market.

Telegram CEO Pavel Durov Criticizes France Over ‘Absurd’ 2024 Arrest

Telegram CEO Pavel Durov called his arrest by French police “legally and logically absurd” on Sunday, exactly one year after being detained for four days over alleged criminal activity on his messaging platform.

In an X thread posted one year after his arrest at Le Bourget airport outside Paris, the 40-year-old tech mogul revealed he must still return to France every 14 days with “no appeal date in sight.” 

Since his release on €5 million (US$5.8 million) bail, Durov has been permitted to travel briefly to Dubai, where Telegram is headquartered, but remains under judicial supervision. 



Durov was initially detained on charges related to alleged criminal activity on his messaging platform, which prosecutors claimed he failed to moderate adequately.

“So far, the only outcome of my arrest has been massive damage to France’s image as a free country,” he tweeted Sunday.

“This legal action against a platform’s CEO over user actions highlights a fundamental tension between legacy legal frameworks and the core Web3 principle of individual sovereignty,” HashKey Group chief analyst Jeffrey Ding told Decrypt. 

The case prompts a “broader, global discussion” on the balance between innovation and “regulatory oversight” in the digital ecosystem, he said.

Durov’s arrest immediately impacted crypto markets, causing Toncoin (TON), the native token of The Open Network blockchain, closely affiliated with Telegram, to plummet as news broke. 

French authorities detained Durov on charges including complicity in distributing child pornography, narcotics sales, and organized fraud, saying Telegram’s encryption tools were being used without proper government authorization. 

The National Anti-Fraud Office accused the platform of refusing to cooperate with law enforcement requests and failing to moderate criminal content.

Durov’s detention drew condemnation from Tesla CEO Elon Musk and ex-NSA whistleblower Edward Snowden, compelling President Emmanuel Macron to defend France’s record on free expression.

However, Durov pushed back against these accusations, claiming the French police had made procedural errors that revealed their own incompetence, and “they could have learned the correct procedure simply by googling it or asking.”

The tech executive said Telegram was easy to reach, saying they have “always responded to every legally binding request from France.”

He added that his platform’s “moderation practices align with industry standards,” declaring “we’ll keep fighting—and we will win.”

Kadan Stadelmann, CTO at Komodo Platform, told Decrypt that “governments in Europe are waging an assault on privacy by coercing compliance from platforms that offer users encryption and user autonomy.” 

He noted that “Russia and Iran banned Telegram for not handing over surveillance keys,” pointing to a pattern where “governments want to scare developers out of developing encrypted technology that undermines their centralized control.”

Kick bans streamers involved in Jean Pormanove broadcasts as France vows “justice”

Kick has responded to the death of French streamer Jean Pormanove by banning co-streamers involved in his controversial broadcasts.

On August 18, 46-year-old Raphaël Graven, better known online as Jean Pormanove, died in his sleep while streaming on Kick.

In the days leading up to his death, he was reportedly subjected to “ten days and nights of torture” from fellow streamers Naruto and Safine. The alleged abuse included extreme violence, sleep deprivation, and forced ingestion of toxic products.

A day later, French authorities opened a judicial investigation. Clara Chappaz, France’s minister for digital affairs and AI, said Pormanove had been “humiliated and mistreated for months live on Kick” and criticized the platform’s lack of intervention.

Kick issues bans and launches social media review

Kick’s French account has now confirmed that all streamers who participated in the broadcasts have been banned while the company conducts its own internal investigation.

“We are committed to fully cooperating with the authorities in this process,” the platform said.

The company also announced it had ended its collaboration with its former French social media agency after facing backlash for posts that used images of Pormanove to promote merchandise. Kick says it is conducting a full review of its French operations to prevent similar incidents.

“Our priority is to protect creators and ensure a safer environment on Kick,” the statement concluded.

France promises justice after deadly Kick stream

The response has not silenced critics. Sarah El Haïry, France’s High Commissioner for Children, condemned Kick for failing to step in earlier.

“Platforms have an immense responsibility in regulating online content so that our children are not exposed to violent content,” she wrote on X.

Meanwhile, one of Pormanove’s accused abusers, Owen ‘Naruto’ Cenazandotti, has claimed he is now the victim of a “cyberbullying campaign.”

His lawyer announced that a complaint will be filed with the Paris Prosecutor’s Office’s cyberhate division targeting those who have harassed him since Pormanove’s death.

On August 20, Minister Chappaz echoed those statements and confirmed “an investigation is underway into the alleged actions of the streamers following reports by Mediapart, conducted by the Nice judicial police service under various charges.”

“Justice will carry out its work to advance this investigation and to clarify the tragic circumstances of Jean Pormanove’s death… All platforms have the legal responsibility to remove clearly illegal content of which they are aware,” she explained.

“The largest platforms also have the new responsibility to combat systemic risks such as the protection of minors, public health, or the safety of individuals. Investigations are underway regarding some of them.”

Kick star Adin Ross has called for “severe consequences” following Pormanove’s death. Ross also said he had spoken with rapper Drake, and together they will cover the streamer’s funeral expenses.

The situation has reignited long-standing concerns about Kick’s moderation policies. While the platform has made efforts to distance itself from controversial content in recent years, French officials are now demanding stronger safeguards in the wake of Pormanove’s death.
