Crypto Firms Invited To Serve 40 Million Users

Pakistan’s crypto regulator has formally invited large overseas exchanges and virtual asset service providers to apply for local licenses, opening a new chapter for the country’s crypto market.

According to PVARA, the call comes through an Expression of Interest process and it follows the passage of a new Virtual Assets Ordinance this year.

Pakistan: Expression Of Interest Launched

Based on reports, the Pakistan Virtual Asset Regulatory Authority (PVARA) is asking established crypto firms to submit EOIs if they want to operate in the country’s market.

The authority says it will accept applications from global exchanges and VASPs that meet the set rules. This move is intended to create a formal, supervised avenue for international players to serve local customers.

Eligibility And Compliance Rules

Reports have disclosed that applicants must already hold licenses in at least one recognized jurisdiction, such as the US, UK, EU, UAE or Singapore.

They are also expected to show strong anti-money laundering, counter-terrorism financing and KYC procedures as part of their submissions. PVARA has asked firms to provide company profiles, details of operations and security plans when they express interest.

Market Size And Numbers

Pakistan’s authorities estimate the country’s virtual-asset user base at about 40 million people, with annual trading volumes around $300 billion, figures that underline the scale of the opportunity and the challenge for regulators.

Those numbers are being cited by PVARA and several local outlets as part of the justification for bringing international exchanges into a supervised system.

Regulatory Background And Timing

The Virtual Assets Ordinance, which set up PVARA, came into effect earlier this year and gives the new authority powers to license and oversee virtual asset activity across Pakistan.

Central bank and finance officials have said the regulations aim to align local rules with global standards advocated by groups such as the FATF. The move follows months of planning that included talks about a possible central bank digital currency pilot.

Industry observers say regulated entry could attract established exchanges and help protect consumers, while also making it harder for illicit activity to hide in unregulated channels.

At the same time, companies face compliance costs and the need to adapt to local rules. Some experts point out that passing rules is one thing; enforcing them is another.

The quality of oversight will decide whether the licensing program meets its aims.

Esports Firm’s Stock Price Doubles After Bitcoin, Ethereum Treasury Investment

Allied Gaming & Entertainment, a Nasdaq-listed esports and gaming company, announced that it has invested in Bitcoin and Ethereum as part of a new “corporate treasury management strategy.”

In response, its stock, traded under the ticker AGAE, soared 105% to $1.87 earlier Friday and has since dipped to $1.65, according to TradingView—still up 71% on the day.

The company explained that this was just the “first step” to incorporating crypto into its balance sheet, as it plans for a broader embrace of the blockchain and teased real-world asset initiatives.

The exact figure of its Bitcoin and Ethereum investment was not stated in the release. Decrypt reached out to confirm the details, but did not immediately receive a response.



“We see cryptocurrency not only as a store of value, but also as a strategic building block for the future of our business,” Yangyang James Li, CEO of AGAE, said in a statement. “Integrating blockchain and digital assets into our ecosystem is a natural progression of our vision to connect people through gaming, entertainment, and innovative financial technologies.”

Allied Gaming & Entertainment is a company focused primarily on entertainment in the esports gaming scene. It owns and operates the HyperX Esports Arena, a 650-person capacity venue in Las Vegas that has hosted events like the 2019 League of Legends All-Stars match, as well as an event for Ethereum-based card battler Parallel just last year.

It went public in 2017, debuting at $9.54 and hitting an all-time high of $12.11 in October 2018, according to TradingView. Since then, the stock has been on a gradual downward grind. However, its latest crypto announcement has given it a much-needed boost, momentarily doubling its value.

Future initiatives for the esports company will include allowing for crypto payments, creating tokenization models for IP monetization, as well as integrating stablecoins and utility tokens within the “company’s digital ecosystem,” the release said.

The announcement is just the latest addition to the flood of publicly traded crypto treasury companies emerging in the U.S.

It first started with Michael Saylor’s MicroStrategy, now just Strategy, which pivoted from being a business intelligence software company to focus on acquiring Bitcoin. It now holds 638,460 BTC, or $73.6 billion worth of Bitcoin, and Saylor says it could acquire as much as 7% of the total supply.

Strategy’s raging success in the markets since its crypto pivot has led many others to follow suit.

Notably, SharpLink Gaming and BitMine Immersion Technologies have emerged as the leading Ethereum treasury companies, with BMNR holding $9.4 billion worth of ETH and SBET amassing $3.8 billion of ETH, per data from Strategic ETH Reserve—totalling 2.4% of the Ethereum supply between them.

It’s not just the big hitters, though. Crypto treasury companies also exist for Elon Musk’s favorite meme coin Dogecoin, Solana meme coin BONK, and altcoins Solana, XRP, and Sui.

The trend has led some industry observers to grow concerned that it could be the black swan event that drags crypto down this cycle, akin to the FTX collapse of the past. 

However, SharpLink Gaming’s co-CEO, Joseph Chalom, told Decrypt last week “absolutely not.” Rather, he said, the Ethereum treasury push will be a positive “white swan” event by educating institutional investors about the cryptocurrency.

Wall Street is showing a strong appetite for blockchain stocks. On Thursday, September 11, blockchain-based consumer lending firm Figure Technologies had a strong start on the Nasdaq. The company sold 31.5 million shares in its initial public offering, raising $787.5 million from investors.

Shares started public trading at $44, significantly higher than the $25 offering price, valuing the firm at $7.62 billion. Although the shares later stabilized at $31, the strong opening indicates significant interest in companies that leverage blockchain to solve real-world problems.

The company’s co-founder, Mike Cagney, stated that Figure is just one example of how blockchain can transform entire industries. He explains that the technology has the potential to lower costs by cutting the need for trusted intermediaries.

So if you think of something like the stock market, it’s an easy example. Seven parties sit in between buyers and sellers of every transaction. Blockchain has the ability to distill that down just to two, Mike Cagney, Figure.

Figure promises to transform home equity loans

Unlike some other crypto-related investments, Figure is not a speculative project. Instead, it is a business that solves a real problem in consumer lending. Notably, home equity loans are typically slow and costly to approve.

Figure claims that it can originate home equity loans in 5 to 10 days, compared to the U.S. average of 42 days. The firm uses blockchain to track key credit data, including credit scores, home equity, and property valuations, and to keep this information transparent. Still, using technology to solve a problem that usually requires trained professionals raises questions, and Figure still has to prove its track record in the long run.

UK Regulators Draft New AML Rules for Crypto Firms

The UK’s HM Treasury released a draft of proposed changes to current money laundering regulations this week that address loopholes and evolving risks, including stricter requirements for crypto businesses.

“[The updates aim] to deliver a more risk-based, proportionate regime that is robust against financial crime whilst remaining workable for industry,” according to the draft document.

“The government has also committed to improve sectoral guidance on AML/CTF compliance on a range of issues, and to publish separate guidance on the use of digital identity verification for AML/CTF purposes.”

AML and CTF are finance industry shorthand for anti-money laundering and counter-terrorist financing.

The release follows a public consultation in 2024, which highlighted weaknesses in the UK’s regime linked to pooled client accounts, trust registration, crypto business oversight and challenges in customer due diligence.

The risks are significant, according to the National Risk Assessment of Money Laundering and Terrorist Financing report published in July. It found the UK remains highly exposed due to its large and open economy.

Meanwhile, the Home Office’s Economic Crime Survey 2024 estimated that 2% of UK businesses—around 33,500—had experienced known or suspected money laundering in the prior year. The survey found that fraud, much of it cyber-enabled and linked to overseas actors, now accounts for more than 43% of all crime in England and Wales.

Within this landscape, crypto assets are increasingly a concern. A Financial Conduct Authority, or FCA, survey in 2024 found 12% of UK adults owned cryptoassets, and law enforcement has noted their growing role in laundering schemes, often through service providers outside the UK.

The new draft regulations propose several changes for crypto firms. The Financial Conduct Authority will apply a broader “fit and proper” test to firm controllers, replacing the current beneficial owner test, to ensure oversight captures complex ownership structures.

Other provisions will lower the threshold for change-in-control notifications from 25% to 10%, aligning with the Financial Services and Markets Act (FSMA) regime.

This means any party acquiring a 10% or greater stake — or significant influence — must notify the FCA.

Additional amendments cover customer due diligence, trust registration, correspondent banking restrictions and technical updates such as converting thresholds from euros to sterling.

The Treasury is inviting feedback on the draft until September 30, before finalizing the regulations for Parliamentary consideration in early 2026.

Marathon Digital Treasury Now 2nd-Largest Among Public Firms

According to a press release, MARA Holdings, Inc. now reports holdings valued at close to $6 billion, totaling 52,477 BTC. That level puts the miner among the largest public corporate Bitcoin holders, trailing only Michael Saylor’s Strategy in the public treasury rankings.

Mining Output And Treasury Growth

MARA produced a little over 700 BTC in August, and it kept an average pace of 22.7 BTC mined per day for the month.

Bitcoin’s price fell about 5% during the period; prices peaked near $124,400 mid-month before slipping toward $107,000. Based on reports, the company chose to add to its treasury rather than sell, buying the dip and increasing its Bitcoin reserve to the current level.

“Given the decline in Bitcoin price during the month, we took the opportunity to add to our treasury and currently hold over 52,000 BTC,” CEO Fred Thiel said.

Hashrate Gains And Site Progress

The firm said its energized hashrate edged up to 59.4 EH/s. All miners at MARA’s Texas wind farm are installed and connected, and the company says that site is on track to be fully operational by the fourth quarter of 2025.

Production momentum carried into the summer: block wins rose by 27% in July after recovery at the Ellendale site, lifting monthly output from 591 BTC in June to 692 BTC in July, before the 705 BTC recorded in August.

Position Among Public Holders

Reports have disclosed that MARA ranks second among public companies by Bitcoin holdings, with Michael Saylor’s Strategy still in the lead, holding about 636,505 BTC following a disclosed additional purchase worth $449 million.

Other firms listed near the top include Twenty One with 43,514 BTC, Bitcoin Standard Treasury Company with 30,020 BTC, and Bullish with 24,000 BTC.

Meanwhile, shareholders have seen a total return of 700% over the past five years. That long-term gain contrasts with more muted recent returns, as Bitcoin’s swings and high operating costs have weighed on performance.

Expansion Moves And Europe Push

MARA is also moving beyond mining. The company announced plans to buy a 64% stake in Exaion, a unit of French energy company EDF, with an option to boost ownership to one-third by 2027.

The stated goal is to pair MARA’s infrastructure with AI-driven edge solutions to lower costs and serve Europe’s growing AI needs.

MARA is building its place as one of the biggest Bitcoin holders. With 52,477 BTC worth almost $6 billion, the company has secured a leading spot among public firms.

U.S. SEC, CFTC Combine Forces to Clear Registered Firms’ Trading of Spot Crypto

Certain crypto assets can change hands with a stamp of approval from both of the U.S. markets regulators, according to a joint statement from the Securities and Exchange Commission and the Commodity Futures Trading Commission, which said that today’s registered trading platforms can do that business with the agencies’ blessing.

In a stark shift from the hesitant, risk-averse stance of the previous administration, the regulators appointed by President Donald Trump — an avowed advocate of the industry and a growing crypto magnate though his family’s business operations — have quickly cleared a wide path for digital assets to get into the existing financial regulator system.

The SEC, until last year run by crypto skeptic Gary Gensler, and the CFTC “are coordinating efforts to facilitate the trading of certain spot crypto asset products on registered exchanges,” according to the Tuesday statement. Under the SEC’s “Project Crypto” and the CFTC’s ongoing “crypto sprint,” their leaders are pushing to meet Trump’s orders to set up the U.S. as the world’s leading crypto hub.

The agencies argue their view that CFTC-registered designated contract markets (DCMs), foreign board of trade (FBOTs) and SEC-registered national securities exchanges (NSEs) “are not prohibited from facilitating the trading of certain spot crypto asset products.” The SEC and CFTC are inviting such entities to contact staff to figure out how to move forward.

“Market participants should have the freedom to choose where they trade spot crypto assets,” said SEC Chairman Paul Atkins, in a statement.

His counterpart at the CFTC, Acting Chairman Caroline Pham, called the joint statement “the latest demonstration of our mutual objective of supporting growth and development in these markets, but it will not be the last.”

The Tuesday statement didn’t detail specific cryptocurrencies beyond citing “certain spot crypto asset products.”

The markets watchdogs said they “are prepared to engage with trading venues about applying fair and orderly market principles as they seek to operate markets for participants to trade spot crypto asset products.”

As the agencies seek to use existing regulations and authorities to open the financial system to crypto, Congress has been working on a sweeping set of crypto market rules that the industry is counting on to fully establish it in the U.S. It’s unclear, though, how long the lawmakers might take getting that legislation to Trump’s desk.

One of the main holes in previous U.S. oversight of crypto has been the CFTC’s lack of authority to fully regulate firms trading on the crypto commodity spot market — where actual assets are directly changing hands.

Hex Trust CEO Sees Both Promise and Peril in Bitcoin Treasury Firms

Digital Asset Treasury (DATs) companies – firms that put bitcoin on the balance sheet – were the talk of the town during BTC Asia in Hong Kong.

But corporate adoption of Bitcoin can be a double-edged sword, says Alessio Quaglini, CEO and Co-Founder of crypto custodian Hex Trust. While treasury holdings put crypto on the balance sheets of public companies, he warns that leveraged strategies could turn adoption into a source of instability.

“It’s great for the adoption. It’s great because you have basically indirect bitcoin access to billions of people investing in local stock exchanges and Nasdaq,” Quaglini told CoinDesk during a recent interview on the sidelines of BTC Asia in Hong Kong.

But he drew a sharp line between healthy diversification and financial engineering.

“If this listing company exists for the sole purpose of holding crypto, well then, it’s a hedge fund that is publicly traded. It’s a financial engineering kind of exercise,” he continued.

Quaglini, like many others in the industry, is concerned about excessive levels of leverage. A recent report from Galaxy illustrates the risk, showing loan volumes at their highest since 2022 alongside a $1 billion liquidation wave, while Korean regulators have already stepped in to freeze new lending products as they grow concerned about leverage straining markets.

“If these companies deploy leverage, and they issue debt to buy Bitcoin with strong triggers, then it’s a big issue,” Quaglini said. In public markets, debt covenants are transparent, meaning traders can anticipate forced selling. “You might be in the situation of the prisoner dilemma… You can have this kind of spiral effect that brings more volatility to the industry.”

Even so, Quaglini sees today’s treasury players as a first step.

“The next step is that you have real companies that do have a lot of operating cash flow, and they’re sitting on huge amounts of cash, like Apple, Google, etc.,” he said. If those firms start allocating reserves into BTC, the shift would be “extremely positive.”

In the end, the real test of the viability of DATs isn’t whether small firms turn themselves into bitcoin proxies, but whether the world’s largest corporates are willing to put their cash piles on-chain.

Real Estate Firm’s Stock Spikes After Revealing First Publicly Traded Chainlink Treasury

Caliber, a publicly traded real estate asset management company, saw its stock price skyrocket Thursday after announcing that it has adopted a digital assets treasury strategy that will center on Chainlink (LINK).

The firm’s strategy was approved by its board of directors, allowing it to allocate a portion of its treasury to acquire LINK—the token that powers a Chainlink’s oracle network, which brings real-world data to blockchain apps. Caliber will use its balance sheet and existing access to capital to acquire LINK, though the firm has not shared how much it intends to acquire. 

“This strategy combines what Caliber already does best—raising and managing capital in private equity real estate funds—with one of the most promising financial technologies of our time,” Caliber CEO Chris Loeffler told Decrypt. 

“That technology, Chainlink, is directly applicable to our existing real estate business and it will help us to better automate our real estate value calculations (NAV automation), help better administer our funds, and it can help us potentially provide stronger liquidity options for our suite of private funds,” he added.



In addition to the digital asset treasury, the board of directors approved the creation of the Caliber Crypto Advisory Board—a group of crypto and blockchain experts that will help guide the firm’s digital asset treasury strategy. Loeffler told Decrypt that the board’s composition would be announced soon. 

Shares in Caliber (CWD) are up 59% since the opening bell on Thursday, now trading hands at $2.70. However, the stock has traded down nearly 4% in the last month and 78% in the last year.

As for why investors would choose CWD shares over buying LINK itself, Loeffler told Decrypt that “it’s a leverage play.” 

“We’re going to give them leverage through our consistent acquisition, through the staking process,” he said. “If they’re a big investor in Chainlink already and they want to take a position in Caliber to get sort of a levered play on that, that would be the way to think about it.” 

In the near future, it may not be eligible for trading on the Nasdaq, though. A filing with the SEC from Wednesday indicates that Caliber received a letter stating it was no longer in compliance with Nasdaq’s Stockholder Equity Requirement, and therefore has 45 days to provide a plan to Nasdaq which would satisfy that requirement. If it fails to do so, its stock could be delisted from the exchange. 

Chainlink (LINK) is up around 2.5% in the last 24 hours and more than 41% on the month.

On Thursday, the Department of Commerce announced it would team up with Chainlink’s decentralized oracle network to integrate macroeconomic data into the DeFi ecosystem.

Furthermore, the 13th largest crypto asset by market cap recently earned an ETF filing from Bitwise. Earlier this month, the team behind the network announced a new Chainlink Reserve funded via the network’s on-chain and off-chain revenues. 

Loeffler’s X account bio now notes that he’s a “new recruit to LINK Marines,” referencing a loose group of die-hard Chainlink investors that advocate for the asset across social media. He also celebrated Chainlink’s collaboration with the U.S. government for on-chain economic data.

“Couldn’t have timed it better, the federal government is a pretty good customer for Chainlink,” Loeffler posted on X.

Crypto Firms That Left U.S. Can Open Doors Here as Foreign Boards of Trade

The Commodity Futures Trading Commission — under its ongoing “crypto sprint” to open a wider path for U.S. crypto business — issued an advisory on Thursday that firms residing outside the U.S. that are willing to register with the agency as foreign boards of trade can deal directly with U.S. customers.

“American companies that were forced to set up shop in foreign jurisdictions to facilitate crypto asset trading now have a path back to U.S. markets,” said CFTC Acting Chairman Caroline Pham in a statement with the advisory, which didn’t make any changes to agency policy but was meant to serve as a “reminder” of a possible approach for such companies.

“Since the 1990s, Americans have been able to trade on non-U.S. exchanges that are registered with the CFTC as FBOTs. Starting now, the CFTC welcomes back Americans that want to trade efficiently and safely under CFTC regulations, and opens up U.S. markets to the rest of the world,” said Pham, who is holding the regulator’s leadership spot until a permanent replacement selected by President Donald Trump can be confirmed by the Senate.

She called the advisory, which was issued by the CFTC’s Division of Market Oversight, “another example of how the CFTC will continue to deliver wins for President Trump as part of our crypto sprint.”

The agency has been receiving increased interest in such registrations, the statement said, and the CFTC aims to make clear that firms eligible for FBOT status don’t have to register as U.S. designated contract markets (DCMs) in order to let U.S. clients directly access their electronic trading services. The firms do have to be rigorously regulated on their home turf, according to the CFTC regulations.

Trump had nominated Brian Quintenz, a former CFTC commissioner, to take over the chairman spot, but the White House paused his confirmation process before the Senate’s summer recess. He’s expected to return to that process as soon as next week, but if he’s confirmed, he’ll be the only member of what’s meant to be a five-person commission. Republican Pham has said she’s set to leave, and the commission’s only Democrat, Kristin Johnson, is exiting next week.

Meanwhile, Pham has been using much of her time atop the commission to pursue crypto-friendly initiatives.

Lifeline or Last Resort for Struggling Firms?

Corporate adoption of crypto in treasury management is growing rapidly. In the first half of 2025, the tally of public companies holding BTC nearly doubled, according to a report from K33 Research.

K33 revealed that between December 2024 and June 2025, the number of listed firms with Bitcoin (BTC) on their balance sheets climbed from 70 to 134, amassing a total of 244,991 BTC.

The trend is drawing comparisons to earlier waves of corporate gold adoption. “There are clear parallels, particularly around providing a means for investors to access an underlying asset which they may have previously struggled to access,” Mike Foy, chief financial officer at AMINA Bank, told Cointelegraph.

Foy said the movement’s sustainability hinges on market specifics and regulatory environments. “Time will tell if this becomes a sustainable trend, but it is clear that strategy has a first mover advantage,” he noted, adding that companies in jurisdictions with limited access to institutional crypto products stand to benefit the most.

Crypto treasuries: lifeline or last resort?

Notably, the crypto treasury trend is also fueling skepticism that struggling firms may be using digital assets as a reputational lifeline. Foy acknowledged that the temptation exists for firms under pressure.

Last month, biotech firm Windtree Therapeutics disclosed a $60 million purchase agreement with Build and Build Corp. to begin its BNB treasury plan, followed by a $500 million equity line of credit and a $20 million stock-purchase pact to expand its holdings.

The company briefly enjoyed a boost in mid-July when it announced the BNB treasury strategy, but shares have since fallen more than 90% from their peak.

On Tuesday, Nasdaq announced the biotech firm would be delisted for failing to maintain the $1.00 minimum bid price required under Listing Rule 5550(a)(2).

Foy suggested examining their behavior to spot firms using crypto treasury for short-term optics. He advised checking management’s risk expertise, leverage levels, focus on core business and insider share sales.

“If any of these seem strange or out of the ordinary, then this is possibly a sign that this isn’t a long term plan but rather a short term share price play,” he said.

Firms test Ether, altcoins in treasuries

While Bitcoin remains the dominant choice for treasuries, firms are beginning to experiment with Ether (ETH) and selected altcoins. The difference, according to Foy, lies in the potential for staking rewards and new collaboration opportunities with blockchain foundations.

Last month, Ray Youssef, CEO of NoOnes, said Ethereum’s hybrid appeal is drawing treasury managers. “Ethereum starts to look like a hybrid between tech equity and digital currency. This appeals to treasury strategists looking beyond passive storage,” he said.

Youssef said ETH’s staking yield, programmability and compliance-friendly roadmap have made the cryptocurrency appealing to “forward-looking companies, especially those already involved in the digital economy.”
