Citi Sees Bitcoin (BTC) Hitting $181K in 2026 as ETF Flows Drive Crypto Higher

Citi (C) sees crypto heading into the new year with modest but meaningful momentum, projecting upside for both bitcoin BTC$120,417.90 and ether ETH$4,541.08 into year-end and beyond, the Wall Street bank said in a report on Wednesday.

For year-end 2025, Citi now expects to peg bitcoin at $133,000, a slight trim from its prior $135,000 forecast, and ether at $4,500, up from $4,300.

The bank’s scenarios still span wide ranges: bitcoin could finish as high as $156,000 if equity markets rally and flows accelerate, or as low as $83,000 under recessionary conditions. Ether’s upside bull case stands at $6,100, while its bear case remains considerably lower.

Bitcoin was trading around $119,550 at publication time, while ether was at $4,407.

Looking 12 months out, Citi sets a bitcoin target of $181,000, with the call entirely premised on sustained inflows, particularly through exchange-traded fund (ETFs). The bank expects ether to hit $5,400 in a years time.

Citi says bitcoin is better positioned to capture new inflows thanks to its scale and “digital gold” narrative, while ether may benefit from staking and DeFi-linked yields

Favorable regulation, particularly in the U.S., should act as a tailwind, but Citi cautions that macro risks such as recessionary pressures could still derail the bull case.

SEC silent on Canary Litecoin ETF Amid Uncertainties

Canary Capital’s spot Litecoin exchange-traded fund is in limbo after the US Securities and Exchange Commission took no action on Thursday, the original deadline for it to make a decision.

The SEC’s silence has left the crypto community uncertain about how the regulator will function amid a federal government shutdown and how its new generic listing standards would affect the timelines of dozens of crypto ETF applications awaiting approval.

Bloomberg ETF analyst James Seyffart and FOX News reporter Eleanor Terrett noted that the old 19b-4 deadlines for crypto ETF applications may no longer be relevant, as the SEC has asked applicants to withdraw them, leaving the S-1 registration statement as the sole document requiring regulatory approval.

However, overshadowing that is another layer of uncertainty surrounding the government shutdown.

In August, the SEC posted an “Operation Plan” in the event of a government shutdown, stating it would “not review and approve applications for registration.” This includes new financial products, self-regulatory organization rule changes, and reviewing or accelerating the effectiveness of registration statements.

It is unclear whether the SEC’s silence on Canary’s spot Litecoin ETF is solely due to the government shutdown or whether it is also a result of the new generic listing standards, which would render the 19b-4 deadline irrelevant.

Canary withdrew its 19b-4 last week, complicating the matter

Canary withdrew its 19b-4 application on Sept. 25 at the SEC’s request, which may have been a contributing factor to the SEC not deciding on Thursday. It is unclear what impact the 19b-4s will have on applicants who haven’t withdrawn that document.

Cointelegraph reached out to the SEC and Canary for comment, but didn’t receive an immediate response.

SEC still open, but in limited capacity

In light of the government shutdown on Wednesday, the SEC stated that it would continue to operate, but with a “very limited” number of staff members available. 

The SEC said its Electronic Data Gathering, Analysis and Retrieval (EDGAR) database would remain operational.

Altcoins look to add to $75 billion spot crypto ETF market in US

The market has been bracing for potential approval of several new spot crypto ETFs — including LTC and Solana (SOL) to XRP (XRP), Avalanche (AVAX), Cardano (ADA), Chainlink (LINK) and Dogecoin (DOGE).

Any approval would add to the US spot Bitcoin (BTC) and Ether (ETH) ETFs currently available, which have attracted $61.3 billion and $13.4 billion in inflows since their launch last year.

Despite the setbacks, Bloomberg ETF analyst Eric Balchunas said on Monday that the SEC’s new listing standards have bumped the odds of some spot crypto ETF approvals to 100%.

The listing standards are expected to streamline the process under Rule 6c-11, significantly reducing approval timelines, which typically take up to 240 days.

SEC Chair Paul Atkins said the new listing standards will reduce barriers to accessing digital asset products and offer investors more choice.

Nasdaq has filed paperwork with the US Securities and Exchange Commission to list the BlackRock iShares Bitcoin Premium Income ETF, a product designed to generate income by selling options on bitcoin-linked holdings.

The proposal was submitted on September 30, 2025, and the SEC has opened a comment period as part of its review.

Trust Holdings And Structure

According to the Nasdaq filing, the Trust will hold primarily bitcoin, shares of BlackRock’s iShares Bitcoin Trust (IBIT), cash, and the premiums earned from written options on IBIT or on indices that track spot bitcoin ETPs.

The product is described as an actively-managed exchange-traded product that the sponsor intends to be treated as a publicly-traded partnership for US federal tax purposes.

The filing also sets a minimum of 80,000 Shares required to be outstanding at commencement, and lists trading hours from 4:00 a.m. to 8:00 p.m. ET. BlackRock’s move follows a wider push by asset managers to offer income-style crypto products.

Reports have disclosed that the new ETF would collect premiums by writing covered calls, a strategy meant to produce regular distributions for investors who want yield rather than pure price exposure.

Analysts quoted in market coverage say the approach limits upside in strong rallies but can smooth returns when bitcoin moves sideways or down.

How The Covered-Call Strategy Works

Covered calls are straightforward in concept but not without risk. The Trust would hold IBIT and bitcoin while selling call options against those holdings to collect premiums.

If the calls are exercised early, the filing says IBIT shares may be delivered out to the options clearer; certain OTC options would be cash-settled.

That mix of physical holdings and options income is intended to create a yield-focused product that behaves differently from a spot ETF.

Market watchers note this is not BlackRock’s first bitcoin product. Based on reports, IBIT has already become a major vehicle for US investors since its launch, reaching large asset levels quickly and helping to normalize bitcoin exposure inside regulated funds.

That track record likely makes it easier for BlackRock to pitch a second, income-focused offering to both retail and institutional audiences.

Regulatory Steps

The next steps are procedural but important. The SEC’s notice solicits public comments and will consider whether the proposed listing satisfies Nasdaq’s Rule 5711(d) and investor-protection standards.

If the SEC requires changes — for example on disclosure around OTC options or daily NAV dissemination — Nasdaq and BlackRock would have to respond before trading can begin.

The daily timeframe chart shows that the HBAR price formed a double-bottom pattern at $0.2050, its lowest level on Sept. 5 and 26. This pattern had a neckline at $0.2552.

Most importantly, the coin has formed a falling wedge pattern, which often leads to a strong bullish breakout. The lowest point of this wedge is between the 50% and 61.8% Fibonacci retracement levels. This wedge is also part of the second phase of the Elliott Wave pattern. The first wave happened between June 24 and July 26, when the token jumped by 140%.

Therefore, the coin will likely move to the third phase, which is usually the longest and the most bullish.

The first target will be the year-to-date high of $0.3065, which is about 40% above the current level. A move above that level will point to more upside, potentially to last November’s highest point at $0.4000.

The bullish HBAR price forecast will become invalid if the coin drops below the double-bottom point at $0.2050.

HBAR to benefit from the crypto ETF season 

Eric Balchunas, the senior ETF analyst at Bloomberg, believes that the crypto ETF season is starting as the Securities and Exchange Commission prepares to approve or deny more than 70 applications.

The agency has already provided listing standards for these ETFs, raising the possibility that many of them will be approved soon.

Hedera is one of the cryptocurrencies that will benefit from the ETF season, as the SEC has been reviewing the Grayscale Hedera ETF since 2024, and the final deadline will be in November.

Chances are that the approval will happen earlier than that, especially if it approves other ETFs whose deadline is coming up soon. HBAR will likely continue rising ahead of the ETF approval as investors anticipate more demand from American investors.

ETF Inflows Support Bitcoin, But Uptober Needs More Fuel

Top analyst Axel Adler noted that institutional flows remain one of the strongest factors supporting Bitcoin’s price at current levels. Over the last couple of days, ETFs recorded inflows of $947 million, a sizable addition of fresh capital that has provided critical support for the market. These inflows demonstrate that institutional demand for Bitcoin remains robust, even as broader liquidity indicators, such as stablecoin flows, show signs of weakness.

Adler emphasized, however, that while ETF inflows are encouraging, they are not yet sufficient to power a full-fledged Uptober rally. Historically, October has been one of Bitcoin’s strongest months, often marked by outsized gains and aggressive breakouts. But for that momentum to unfold again, Adler argues that the market needs broader confirmation, including stronger spot flows and renewed liquidity entering exchanges. Without that added layer of support, rallies risk losing steam against persistent resistance levels, such as the $117,500 zone that has capped upside moves since the summer.

The timing adds to the importance. With Q4 now underway, investors are looking ahead to what could be a defining stretch for Bitcoin’s bull trend. A breakout above resistance, paired with sustained inflows, would fuel optimism of retesting all-time highs. On the other hand, failure to gather momentum could prolong consolidation and keep traders cautious.

Bitcoin Tests $117,500 Resistance as Q4 Begins

Bitcoin is trading around $116,200, showing strength after recovering from lows near $112,000 earlier this month. On the 3-day chart, price action reveals a series of rebounds that continue to press against the $117,500 resistance zone, highlighted in yellow. This level has been a defining barrier since July, repeatedly rejecting attempts to break higher and marking it as the key level to watch heading into Q4.

The structure still reflects consolidation within a broad range, with $110,000 acting as a firm support base. Meanwhile, the 50-period moving average (blue) is providing short-term guidance, showing Bitcoin holding above it for the first time since the September pullback. The 100-period (green) and 200-period (red) averages remain comfortably below spot price, reinforcing the long-term bullish trend.

For momentum to continue, Bitcoin must decisively clear $117,500 and hold above it, which could open the path toward $120,000 and eventually retests of the summer highs near $125,000. Failure to break out, however, risks extending the consolidation phase, with downside targets at $112,000 and $110,000 once again coming into play.

Spot XRP, Dogecoin ETF Approval Odds Hit 100%: Bloomberg Expert

Bloomberg Intelligence senior ETF analyst Eric Balchunas says the odds of spot ETFs for XRP and Dogecoin winning US approval are now 100%, arguing that last week’s rule change to adopt generic listing standards has rendered the old approval clock irrelevant and left only registration statements awaiting a final sign-off from the SEC’s Division of Corporation Finance.

“Honestly the odds are really 100% now. Generic listing standards make the 19b-4s and their ‘clock’ meaningless. That just leaves the S-1s waiting for formal green light from Corp Finance,” he wrote, adding that applicants for Solana ETFs have already filed another round of amendments, a sign the process is in its final stages. “The baby could come any day. Be ready.”

Balchunas’ call follows a flurry of developments triggered by the SEC’s September 18 approval of “generic listing standards” at NYSE Arca, Nasdaq and Cboe. That decision allows exchanges to list certain commodity-based ETPs—including crypto spot products that meet the criteria—without submitting a separate rule change under Exchange Act Section 19(b).

In effect, the long, deadline-driven 19b-4 process that governed coin-by-coin approvals is no longer required for qualifying products; instead, the remaining gating item is the effectiveness of an issuer’s S-1 registration. The agency framed the change as bringing commodity ETPs onto a more streamlined path, while Commissioner Hester Peirce emphasized that, once an ETP fits the standard, an exchange can list it without prior 19(b) approval.

What This Means For Spot XRP And Dogecoin ETFs

The near-term catalyst for XRP and DOGE specifically emerged from reporting by Eleanor Terrett, who said the SEC has asked issuers of proposed spot ETFs for Litecoin, XRP, Solana, Cardano and Dogecoin to withdraw their pending 19b-4 filings because those forms are no longer needed in the “post-GLS” regime.

“SCOOP: The SEC has asked issuers of LTC, XRP, SOL, ADA, and DOGE ETFs to withdraw their 19b-4 filings following the approval of the generic listing standards, which replace the need for those filings. Am told withdrawals could start happening as soon as this week,” Terrett posted.

She later added, “More context for those asking whether withdrawal is a bad thing: the short answer is no… when the SEC approved the generic listing standards two weeks ago, it eliminated the need for exchanges to file 19b-4 forms to list individual token ETFs, simplifying and speeding up the process.”

Balchunas endorsed that interpretation, calling Terrett’s report a “nice scoop” and noting that analysts had anticipated this shift once generic standards were finalized. “This was something we thought could happen. It makes sense as you don’t need 19b-4s in the post-GLS world. Just not sure how the launch schedule will work yet,” he wrote, suggesting timing is now primarily an issuer and Corp Fin coordination question rather than a statutory countdown.

Evidence that S-1s are indeed the remaining lever is visible on EDGAR. In recent days multiple Solana spot ETF applicants, including VanEck and 21Shares, submitted fresh S-1/A amendments—VanEck’s docket shows an “Amendment No. 4” filed late last week, while 21Shares likewise posted Amendment No. 4—consistent with the end-game polishing typical before effectiveness. While those updates are for Solana, the same filing pathway would apply to any spot XRP or DOGE product under the new standards.

However, none of this guarantees immediate launches or provides a definitive timetable. The operative question now is not whether the SEC can approve such funds under its own rules—it can—but when Corp Fin will declare the S-1s effective and how exchanges and issuers will choreograph first-day listings under the new regime.
