CRCL, COIN, MSTR Among Crypto Stock Rally as Powell Signals Possible September Rate Cuts

Crypto-linked stocks and digital assets surged on Friday after Federal Reserve Chair Jerome Powell signaled that the central bank could begin cutting interest rates as soon as September.

The tone marked a shift after weeks of growing investor doubt that the Fed would act before year-end.

Bitcoin BTC$115,897.19 and ether (ETH) both moved higher following Powell’s remarks, as did the S&P 500 and Nasdaq. Shares tied directly to the crypto sector posted some of the sharpest moves of the day.

At the time of writing, Circle (CRCL) led the pack with a 7% jump. eToro (ETOR) and Marathon Digital (MARA) each climbed 6%, while Coinbase (COIN) rose 5%. MicroStrategy (MSTR), which holds billions in bitcoin, gained 4%, and Robinhood (HOOD) advanced 3%.

The moves underscored how tightly crypto assets and equities remain linked to expectations for U.S. monetary policy. Lower interest rates typically ease financial conditions, encouraging risk-taking and increasing the appeal of speculative assets.

U.S. President Donald Trump has repeatedly called on the Fed to ease borrowing costs. Powell, however, emphasized that inflation risks remain and the labor market continues to show signs of strain.

Still, he suggested the calculus is evolving. “The balance of risks appears to be shifting,” Powell said, adding that while the jobs picture looks stable on the surface, “it is a curious kind of balance that results from a marked slowing in both the supply of and demand for workers.”

That cautious framing helped reassure markets that the Fed is potentially preparing to move to cut rates but not rushing into a decision. Investors had grown less confident about a September cut after a series of firmer-than-expected economic readings. Friday’s comments put the possibility back in play.

Circle (CRCL) Acquires Malachite to Power Its Upcoming Blockchain Arc

Stablecoin issuer Circle (CRCL) has acquired Malachite, the consensus engine that is set to underpin payments-focused blockchain Arc, from software development firm Informal Systems, according to a Monday press release.

Several people from Informal Systems will join Circle as part of the acquisition. The firms didn’t reveal details about pricing.

The deal comes as Circle, the company behind the $65 billion USDC (USDC) token, announced last week it’s building its own layer-1 blockchain designed for stablecoin finances, a recent trend among asset issuers aiming to capitalize on the booming sector. Stablecoins, a set of cryptocurrencies with prices tied to an external asset like the U.S. dollar, are projected to become a trillion dollar market and disrupt cross-border payments.

Malachite was built around the Tendermint consensus algorithm and was designed for flexibility and correctness in decentralized systems. Informal Systems developed it as a reusable foundation for blockchain infrastructure, with a focus on performance and security.

Malachite will remain open source under the Apache 2.0 license, leaving developers free to use and extend the technology, the press release said. Informal will continue supporting other use cases for Malachite and advance its other projects, including tools for distributed systems and cross-chain infrastructure.

ARK Invest Offloads Over $50M in Circle (CRCL) Shares as Stock Extends Rally

Cathie Wood’s ARK Invest trimmed its holdings on its sizable Circle (CRCL) position Monday, selling $51.8 million worth of shares, as the stablecoin issuer’s stock extended its rally.

ARK sold a total of 342,658 shares across three of its actively managed exchange-traded funds (ETFs), according to a daily email. The ARK Innovation ETF (ARKK) offloaded 196,367 shares, ARKW sold 92,310 and ARKF trimmed 53,981.

Circle, the issuer of the USDC stablecoin, rose 13% on the day, closing Monday in New York at $151.06. It has gained every day but two since it listed on June 5. The shares have climbed almost fivefold from their IPO price of $31.

ARK bought $373 million worth of Circle on its first day of trading on the NYSE.

Wood’s fund also recently trimmed positions in other crypto-linked firms like Coinbase (COIN) and Robinhood (HOOD).

Ripple’s Brad Garlinghouse Says CRCL IPO Signals U.S. Stablecoin Regulation Ahead

SINGAPORE – Brad Garlinghouse, CEO of crypto company Ripple Labs, stated at the XRP Ledger Apex, the Ripple (XRP) community conference in Singapore, that he remains bullish on stablecoins – a sentiment he said is reinforced by the recent blockbuster Circle initial public offering (IPO).

“Circle IPO’s clearly went very well. That’s a reflection of investor interest in crypto, both institutions and retail. The financial future will be blockchain-based,” Garlinghouse said at Apex.

Garlinghouse said that one factor in the success of Circle’s IPO is the market’s fundamental belief that the GENIUS Act – the U.S. stablecoin legislation – will pass.

As CoinDesk previously reported, the GENIUS Act, a stablecoin regulatory bill, is poised for imminent Senate passage with bipartisan support, potentially moving to the House and becoming law by August recess.

“Regulatory headwinds have now become tailwinds in the U.S., and that’s good for the global landscape,” Garlinghouse continued. “It’s not deregulation that we want, and we are asking for clear regulation, and progress is evident.”

Other jurisdictions have also recently passed stablecoin legislation, such as Hong Kong. Korea’s new administration is also said to be working on a stablecoin bill.

Garlinghouse declined to comment on a potential Ripple-Circle merger or acquisition.

Circle Stock Climbs: CRCL Quadruples IPO Price as Bitcoin Regains

USDC issuer Circle, which made its whirlwind of a New York Stock Exchange debut yesterday, has already topped the high it set on Thursday.

Around 1pm ET on Friday, CRCL reached a high of $123.51—just 49 cents shy of fully quadrupling its IPO price.  The stock is already trading 44% higher than its $83.23 close at a current price just shy of $120. It’s a strong follow after the company tripled its $31 IPO price on its opening day.

As of this writing, the company has reached an intraday market capitalization of $21.7 billion after closing the books on its IPO round with an $18.4 billion valuation.



CRCL’s continued rise on Friday comes as Bitcoin bounced back above the $105,000 mark in morning trading, after briefly diving below $101,000 on Thursday afternoon. Bitcoin is currently trading at $104,675, up 1% over the past day.

Dom Kwok, co-founder of the Web3 development tutoring app EasyA, said on X that retail investors should be wary of buying up CRCL shares after seeing its first-day performance. That’s because Wall Street analysts tend to price in an initial pop.

“Wait 90-180 days after IPO to invest,” he wrote, “not just to allow for price discovery, but because that’s typically when the lockup period ends.”

The lockup period refers to the time during which early investors and insiders are prohibited from selling their shares. When the period expires, there can be a sudden influx of selling pressure.

Kwok added that because virtually all of Circle’s revenue comes from interest earned on the cash backing its stablecoins, “When rates drop (which they will), Circle’s revenues will fall massively.”

Bitwise’s Juan Leon called Circle’s big splash a “moon landing” moment for stablecoins on Wall Street.

Macquarie analyst Paul Golding, meanwhile, said he’s optimistic about stablecoins—but for reasons that have nothing to do with the Circle IPO.

That’s because the GENIUS Act, which would create guidelines for stablecoin issuers that offer their tokens to U.S. investors, squeaked by with enough support from Democrats in a preliminary to advance to a final vote in the Senate.

“The GENIUS Act could accelerate the evolution of payments towards stablecoin as highlighted in Visa’s recent investor day,” he wrote, referring the company’s February meeting. “[Stablecoins], paired with Visa’s cutting-edge technology, hold the potential to revolutionize global financial systems, making payments more seamless and secure.”

As of this writing, Visa has processed $3.8 trillion in stablecoin transactions in the past month alone, and $249 trillion since it began tracking in 2019, according to the company’s tracker.

Circle Goes Public on NYSE with $CRCL Listing

Circle, the company behind the stablecoin USDC and other digital money products, is officially a public company. It is now listed on the New York Stock Exchange under the ticker $CRCL.

Circle offers USDC, EURC, Circle Payments Network, and more. The company says it is focused on pushing a future where exchanging money is easy and without friction. “We are not just building financial products. We are building the money layer of the internet,” Circle said in a statement.

Circle is now officially a public company, listed on the @NYSE under $CRCL.

The company thanked everyone who helped reach this milestone.

The announcement was met with enthusiasm on crypto Twitter. Lulo, known for its Stablecoin Savings App, tweeted: “INTERNET FINANCIAL MARKETS COMING TO MAINSTREAM.” 

A venture capitalist also shared their thoughts: “Exciting times ahead! Circle is setting the stage for a new era in finance. Building the money layer of the internet? That’s innovation at its finest. Can’t wait to see how this transforms the landscape.”

Circle’s debut on the stock market marks an important step for the company as it looks to expand its role in digital finance.
