US Senate Banking Updated Market Structure Bill

The US Senate Banking Committee has now released an updated version of the crypto market structure bill. This particular legislative bill, titled the “Responsible Financial Innovation Act 2025,” now includes new provisions centered on developers, bankruptcy, among others, which are vital to the broader crypto industry.

Updated Crypto Market Draft Reveals Protection For Blockchain Developers

US digital asset regulation took a major step forward on Friday as the amended crypto market structure bill advanced out of the House Banking Committee. The bill, which seeks to clearly define the line between digital asset securities and commodities, among other goals, now heads to the Senate for another hearing, though with some modifications.

Most notably, the Responsible Financial Innovation Act now shields blockchain developers from being treated as financial institutions under existing securities laws. Therefore, activities such as providing interfaces or creating wallets are not regulated as securities dealings. However, developers are still accountable under anti-fraud, anti-manipulation, and anti-money laundering laws, and protection does not apply if someone takes custody of users’ funds or exercises central control over a system.

The bill also creates a safe harbor for non-fungible tokens (NFTs), clarifying that unique digital tokens representing art, memberships, tickets, or collectibles are not securities just because they can be resold or may rise in value. Interestingly, secondary sales are safe too, as long as the resale doesn’t raise new capital for the original promoter. But NFTs that are mass-produced, fractionalized, or structured as financial claims remain subject to securities laws. 

Meanwhile, a change to the Bankruptcy section of the act allocates digital commodities and ancillary assets to the same categories as cash and securities in bankruptcy rules. Therefore, when a firm goes bankrupt, customer claims are not limited to cash or traditional securities but now explicitly cover crypto and related digital assets as well.

SEC & CFTC To Set Up Joint Advisory Committee On Digital Assets

In other important news, the updated Responsible Financial Innovation Act 2025 proposes a Joint Advisory Committee on Digital Assets, jointly run by the US Securities and Exchange Commission (SEC) and Commodity Futures Trading Commission (CFTC).

Unlike the earlier version of the bill that tilted oversight of crypto markets more heavily toward the SEC, this framework pushes both regulators to work together to study digital assets and provide nonbinding recommendations on rules, oversight, and regulatory harmonization.

The body will include up to 14 non-government members from across the industry, academia, and user base, alongside input from the National Institute of Science and Technology in a non-voting role.  Meanwhile, the total crypto market cap is now valued at $3.76 trillion

SEC, CFTC Propose Making US Financial Markets 24/7 to Keep Up with Crypto

The heads of America’s two top financial regulators floated several more aggressively pro-crypto proposals Friday, including one that would bring traditional finance markets online “24/7” in a bid to adapt the U.S. economy to the cadence of the digital asset market. 

SEC chair Paul Atkins and CFTC acting chair Caroline Pham announced the considerations in a joint statement focused on heralding “a new beginning” for both agencies, as markets for securities and non-securities, long held to vastly different regulatory standards, “increasingly converge.”

The chairs, in that vein, today proposed a “24/7 Markets” policy that would bring securities exchanges online constantly. In the 154 years since continuous trading debuted on Wall Street, such markets have always followed a strict schedule, which since 1985 has kept markets open only during certain business hours on weekdays. 

Today, however, Atkins and Pham said that policy may need to change, to keep up with continuously active markets like crypto, gold, and foreign exchanges. 

“Further expanding trading hours could better align U.S. markets with the evolving reality of a global, always-on economy,” they said.

The chairs added the caveat that expanded trading hours “may be more viable in some asset classes than others,” and that the agencies may not ultimately adopt a one-size-fits-all approach. 

The announcement follows a similar joint statement made Tuesday by both agency heads, proposing that spot crypto assets be allowed to trade directly on U.S. securities and commodities exchanges.



Today’s announcement just highlights the gaps in the agency heads’ prior statement, Amanda Fischer, policy director at consumer advocacy nonprofit Better Markets, told Decrypt. 

Today the chairs also proposed easing the ability for “innovators” to list event contracts on prediction markets, and allowing perpetual derivatives contracts, which are common in offshore crypto markets but currently heavily restricted in the United States, to trade freely across securities and commodities exchanges. Another proposal would create “innovation exemptions” for DeFi protocols offering spot crypto and perpetual derivatives contracts trading.

The chairs said the proposals are all in line with a report released in July by the Trump administration directing the agencies to loosen numerous restrictions on crypto trading in the United States.

Fischer, who previously served as chief of staff to former SEC chair Gary Gensler, said the proposals outlined today will likely take years to implement, given their complexity. But she maintained that these reforms, if enacted, would be “extremely dangerous” and “will give crypto native firms an edge over TradFi in all markets.”

“The idea of a super app where customers trade securities, spot crypto, leveraged futures, [and] event contracts is not going to end well,” she added.

The SEC and CFTC said they plan to jointly discuss the proposals outlined today at a roundtable on September 29.

Today’s announcement marks only the latest push by financial regulators, under the second Trump administration, to allow U.S. companies to deal in vastly different types of assets, long licensed and regulated separately, under one roof. SEC chair Atkins has come to refer to such companies as “super-apps”, and has frequently used crypto to justify the need for their existence.

During a speech at the Trump-aligned America First Policy Institute in July, Atkins hailed super-apps as a “key priority” of his chairmanship. 

“A broker-dealer with an alternative trading system should be able to offer trading in non-security crypto assets alongside crypto asset securities, traditional securities, and other services, like crypto asset staking and lending, without requiring fifty-plus state licenses or multiple federal licenses,” Atkins said at the time.  

Crypto leaders universally hailed the announcement as a massive boon for the industry and its positioning relative to traditional finance in years to come.

Ether can flip Bitcoin, BitMine chairman Tom Lee says

The Ethereum/Bitcoin rivalry is real, according to Tom Lee, chairman of BitMine and co-founder of Fundstrat.

Lee, a key Ethereum stakeholder whose market influence stems from his institutional investments and public advocacy, claims that ETH can reach $60,000 in five years and has a 50% chance of flipping Bitcoin.

However, while Ether has been performing undoubtedly well this past summer, topping Bitcoin is a hot take.

Summary

Crypto influencers tend to argue, on X, that Ethereum earns extra praise when Bitcoin is down. A closer comparison between the two cryptocurrencies show that, in the long run, Ethereum is gradually going down against Bitcoin. 

Ether was at its peak price against BTC in February 2018 at 0.13 BTC per Ether. In the spring and the fall of 2021, when Bitcoin was trending higher, the peak Ether prices were in the 0.08–0.09 BTC range.

Fast-forward to 2025: at 0.04 BTC per ETH, one Ether is worth 4 million sats — fewer than before. In other words, after the spring of 2021, Ether’s price saw no serious spikes against Bitcoin.

While Ether has gained price against Bitcoin since April — its price rising from 0.019 to 0.04 — in BTC terms, each unit of ETH is cheaper than it was in 2021 or 2017. 

Therefore, despite Ether’s current price of $4,280 (a 92.5% rally from last year), Bitcoin maintains its position as the dominant cryptocurrency. As Jeff Embry of Globe 3 Capital put it:

“ETH has too high a hill to climb to surpass BTC, and the drivers of what creates value for both should keep BTC in the lead.”

Ether competition

Spot ETFs for Ether rivals are on the horizon, and treasury holdings in other digital assets could challenge Ether’s dominance. For example, Tron’s low-cost transactions may gain traction as stablecoins expand.

While Ether could outpace Bitcoin, it remains far below its 2017 highs, and its uncapped supply limits its potential to surpass Bitcoin.

Lee’s bold predictions come as BitMine Immersion Technology (BMNR) strategically shifts its focus to building a large Ethereum treasury.

Meanwhile, Michael Saylor’s Bitcoin-focused Strategy is facing challenges, having been recently sued by investors and snubbed from the S&P 500.

Ethereum: the bullish case

As of Sept. 6, Bitcoin’s market cap is over $2.2 trillion. Ether’s market cap is $515 billion. But, in April, the market cap of Ether was below $180 billion, so it grew considerably in the summer months.

Ethereum co-founder Joseph Lubin says it’s only a matter of time before his brand of crypto closes the gap.

“ETH will likely 100x from here,” he posted to X on Aug. 30. “Probably much more.”

Before June, Ether struggled amid criticism of large sales by the Ethereum Foundation, which contributed to price declines.

Solana eventually surpassed Ethereum as a leading platform for memecoins. And this past spring, ETH was trading below $2,000.

By July, Ether gained over 60% while Bitcoin gained only around 10%. Ethereum dominance doubled between May and August, going from 7% to 14%.

The summer of 2025 saw a lot of factors contributing to Ether’s bull run:

  • BitMine’s Ether pivot.
  • Massive Ether ETF inflows and intensifying stablecoin race.
  • The European Union plans to use Ethereum for a digital euro.

    Under Lee, BitMine Immersion Technology turned into the second-biggest digital asset treasury in the world and the top corporate ETH holder. As of Aug. 25, it owns 1.71 million Ether units. The company aims to buy 5% of the Ether supply. At the current stage, it owns nearly a third of the needed amount. 

    Lee isn’t the only one who cares about BitMine’s success. Big-name investors like Peter Thiel, Cathie Wood, and Bill Miller III now hold large stakes in the company. The company announced its plans to issue $20 billion worth of BMNR stock to raise capital for further increase of ETH holdings.

    ETFs

    Spot Ethereum ETFs have outpaced Bitcoin ETFs, signaling strong institutional demand. In July, Ethereum ETFs saw $1.8 billion in inflows versus $70 million for Bitcoin ETFs. This surge in 2025 followed Circle’s successful IPO, the GENIUS Act enabling stablecoin issuance, and growing stablecoin competition, with Ethereum supporting roughly half of the stablecoin market.

    On Aug. 22, the European Central Bank reportedly considered using Ethereum and Solana to issue a digital euro, potentially placing Ethereum at the core of a major economy. That same day, Fed Chair Jerome Powell’s Jackson Hole remarks hinted at a possible September rate cut, boosting liquidity. Combined, these developments propelled Ether near $5,000 for the first time on Aug. 29.

    Institutional investors are draining the Ether supply while drastically increasing demand for it. The amount of ETH held on exchanges has reached the lowest point in around ten years. These factors may contribute to the ETH price ascension.

Spot Ether ETFs Shed $952M Over 5 Days as Recession Fears Grow

Spot ether exchange-traded funds (ETFs) logged their fifth straight day of outflows this week, shedding $952 million in total and over $787 million in the four-day week alone.

The withdrawals followed a record-setting August when spot ether ETFs pulled in $3.87 billion even as bitcoin ETFs saw $751 million in net outflows, according to SoSoValue data.

Friday accounted for the sharpest decline, with $446.71 million leaving these ETH-linked funds. Spot bitcoin ETFs, in contrast, posted $246.4 million in net inflows over the past week. The contrast is notable, as funds investing in the flagship cryptocurrency saw $751.1 million in net outflows last month.

Ether has climbed more than 16% over the past month, though it slipped 1.8% in the last week now trading just below $4,300. The cryptocurrency has been benefitting from the GENIUS Act passing into law, which restricted stablecoin issuers from paying interest and provided clarity which could lead to greater institutional investment.

Its recent drawdown is likely related to a broader return from risk assets. That came after weak U.S. jobs data furthered expectations the Federal Reserve will cut interest rates later this month, along with growing fears of a recession.

Traders are now weighing an 89% chance of a 25 bps rate cut, and an 11% chance of a 50 bps cut according to the CME’s FedWatch tool.On Polymarket, odds of a 50 bps rate cut are at 12%.

The cooling data , coupled with growing concerns surrounding economic uncertainty and geopolitical risks, has also seen the price of gold top the $3,600 mark for the first time.

Offshore Crypto Exchange’s Won’t Use FBOT Framework To Do Business in US

The recent Commodity Futures Trading Commission (CFTC) advisory on offshore exchanges serving US residents under the Foreign Board of Trade (FBOT) framework won’t bring offshore crypto exchanges back to the US, according to Eli Cohen, general counsel at real-world asset (RWA) tokenization company Centrifuge.

Cohen told Cointelegraph that settlement, clearing, and other regulatory requirements designed for the traditional financial system, required to serve US clients under the FBOT framework, are not tailored for crypto exchanges and will be difficult or impossible to fulfill. 

The CFTC’s guidance also stipulated that only Licensed Futures Commission (FCM) exchanges, which are broker-dealers for futures contracts, and other highly regulated entities, are qualified to apply under the FBOT framework, Cohen said. He added:

“The main problem is that only regulated exchanges outside the United States can apply for the FBOT. Many exchanges choose to set up businesses in Seychelles or other unregulated jurisdictions to avoid such a framework in the first place, Cohen added.

The best way to provide clarity for crypto exchanges is to pass a crypto market structure bill in Congress, codifying crypto regulations into law, and creating lasting change that does not shift from administration to administration, Cohen said.

The CFTC’s “crypto sprint” is an initiative to overhaul crypto regulations to fulfill US president Donald Trump’s agenda of making the US the global leader in crypto.

Several policy recommendations were proposed in the Trump administration’s crypto report, which was published in July, including giving the Securities and Exchange Commission (SEC) and the CFTC joint oversight over crypto.

Both regulatory agencies have proposed several collaborative policy efforts, including the potential for financial markets to become perpetual, creating a 24/7 trading cycle across asset classes.

The proposed change would be a significant departure from legacy financial markets, which currently do not operate on nights or weekends and close during certain holidays.

Santiment’s Take on Bitcoin, Ethereum and Dogecoin

Crypto analytics platform Santiment said on Friday that several well-known assets captured the most attention in online discussions this week, with BTC, ETH, DOGE, USDT and EGLD leading the list.

According to Santiment, BTC dominated conversation as users debated its role as “digital gold,” its long-term investment appeal and the significance of growing government and institutional involvement. The firm noted that discussion also emphasized self-custody and the use of nodes as a way to secure the network.

ETH also featured prominently. Santiment observed that ETH was frequently referenced in promotional materials for short-lived tokens marketed as easily transferable and spendable, suggesting ether continues to play a role in how new products are presented to crypto audiences.

DOGE’s surge in attention came from two developments, Santiment said. Rex-Osprey is preparing to launch what would be the first U.S.-listed Dogecoin exchange-traded fund, while Trump-backed Thumzup announced an expansion of its mining operations with the purchase of 3,500 rigs.

Tether drew interest over its strategy to invest more heavily in the entire gold supply chain, Santiment reported. The firm said Tether executives described the metal as “natural bitcoin,” underscoring how the stablecoin issuer is broadening its portfolio beyond digital assets.

Finally, Santiment said discussion around MultiversX centered on concerns about dilution from an increase in EGLD supply. Users expressed worries about projects leaving for other chains such as Sui, though some noted ongoing work on services like xPortal and xMoney.

Crypto Boom Soon? Major Banks Predict At Least 2 Rate Cuts After Weak Labor Data

The crypto market has been quite excited about the possibility of the United States Federal Reserve cutting interest rates in the remaining months of the year. This display of emotions could be seen in the last crypto market rally on the back of a positive Jackson Hole speech by Fed Chairman Jerome Powell.

A different reaction was felt across the cryptocurrency market after a weaker-than-expected Non-Farm Payroll (NFP) data was released on Friday, September 5. However, the general consensus seems to be that this latest weak job data release could be rather positive in terms of interest rate cuts.

Weak Labor Data Increases Likelihood Of Rate Cuts: Major Banks

The US labor market data released on Friday was weaker than expected, as only 22,000 jobs were added to the economy in August, falling short of the 75,000 job expectations. Major banking firms have now come forward with how this new report could impact the outcome of the Federal Open Market Committee (FOMC)’s meetings in the coming months.

According to a Bloomberg report, Bank of America analysts have softened their stance on no interest rate cuts in 2025 as a result of Friday’s labor data release. The analysts now expect the Fed to cut rates at least twice before year-end—two 25 basis points (25BPS) cuts in September and December 2025.

Meanwhile, analysts at investment banking behemoth Goldman Sachs are projecting three 25BPS cuts before the year runs out. The first interest rate cut is expected to occur in September, with two additional cuts anticipated in October and November.

In a separate Reuters report from June, Citigroup had always expected three 25BPS cuts in the remaining months of the year. However, unlike Goldman Sachs, the banking titan projects these interest rate cuts to September, October, and December.

How Successive Rate Cuts Could Catalyze Crypto Bull Run

Lower interest rates have always been viewed as a positive macroeconomic indicator for the risk assets, including the crypto market. With fixed-income assets becoming less attractive, investors tend to have a risk-on attitude towards the riskier assets.

Hence, periods of low interest rates or rate cuts have often been associated with an increase in crypto prices and sustained bullish runs. Meanwhile, higher rates tend to lead to a decline in crypto liquidity, as investors are less incentivized to enter the market.

According to data from CoinGecko, the total crypto market capitalization stands at around $3.09 trillion, reflecting an over 1% decline in the past day.

What is the LINEA token?

Distributed by Swiss nonprofit the Linea Association, LINEA is the native token of the Ethereum layer-2 network of the same name. The network was developed by Ethereum software development firm, Consensys, and Linea is described an “extension” of the established layer-1 network. Unlike other layer-2 network tokens, LINEA will not act as the native gas token for the Linea network. Instead, Linea will use ETH as its gas token to pay transaction fees. The LINEA token also differentiates itself from other layer-2 network tokens, as it does not have any governance powers and it is subject to a buyback and burn mechanism. 



In other words, using a portion of the ETH revenue it earns from transaction fees, the network will buy LINEA and subsequently burn it, or effectively remove it from the circulating supply. 

The token will maintain a total supply of 72,009,990,000 LINEA, or 10 times the initial circulating supply of Ethereum. 

When is LINEA dropping?

The LINEA token generation event (TGE) will take place on September 10, at which point any eligible airdrop participants can begin the claim process. 

Eligible parties will have up to 90 days to claim their LINEA tokens. After that time, any unclaimed LINEA tokens will be added to the ecosystem fund and subsequently distributed by the Linea Consortium. 

Who will get the LINEA airdrop?

The LINEA token will be distributed in three major buckets: early users, ecosystem participants, and the Consensys treasury. 

10% Early Adopters

Early users of Linea’s network that earned points via the Linea Voyage and Linea Surge campaigns are eligible to claim their respective share of around 10% of the LINEA supply. In order to be eligible, campaign participants must have achieved at least 2,000 points in the Voyage campaign and 15,000 points in the Surge campaign. 

This criteria and the elimination of around 800,000 sybil wallets, or those who tried to game the system to earn the token, left around 750,000 eligible wallets to split 9.3 billion LINEA tokens. 

A further 1% of the early adopters bucket is set aside for strategic builders in the Linea ecosystem, but those tokens will be directly distributed and will not be claimed as part of the airdrop.

An airdrop eligibility checker was released by Linea on September 3. 

75% Linea Ecosystem Participants

The largest chunk of LINEA tokens, 75% of the total supply, will be awarded to active participants within the Linea ecosystem and distributed by a collective body of Ethereum-aligned entities dubbed the Linea Consortium. 

Made up of firms like publicly traded Ethereum treasury SharpLink Gaming, ENS Labs, Eigen Labs, and Consensys, the consortium is mandated to distribute the ecosystem fund to those helping propel the Linea network and Ethereum. 

“It’s users, it’s builders, it’s liquidity providers, it’s institutions, it’s creators… anything or anyone that’s going to help make Ethereum and Linea successful,” Head of Linea Declan Fox told Decrypt in July. 

Small portions of the 75% have already been approved for distribution by the consortium, including 4% at TGE for liquidity providers during the Linea Surge event. Distribution of a further 1 billion LINEA tokens was approved as part of Linea Ignition, a liquidity bootstrapping event running through October 26. 

15% Consensys Treasury

The final 15% of the LINEA supply is set aside for Consensys, the development firm that incubated the layer-2 network. All 15% of the tokens set aside for the software firm are locked up for five years.

Litecoin trades technicals for taunts, amid influencer feud

What started as a chart debate between Litecoin and analyst Benjamin Cowen spiraled into a meme war of market caps and a receding hairline joke—with even rival Dash jumping in.

This prompted Cowen, CEO of ITC Crypto, to respond with a price chart showing LTC’s declining performance.

The conversation then descended into personal discussion when Litecoin shared a picture of Cowen’s receding hairline with the description, “the quiet part.”

Personal attacks replace Litecoin technical analysis

The conversation took a turn when Litecoin dropped market-based arguments and attacked Cowen’s physical appearance.

Cowen responded with humor and claimed he “lost all my hair trying to convince Litecoiners to convert to Bitcoin. A small price to pay for the greater good.”

The exchange continued with increasingly absurd comparisons. Litecoin commented that “Your head reminds me of the great recession,” prompting Cowen to counter that “Your marketcap reminds me of the great recession.”

The back-and-forth concluded with Litecoin suggesting Cowen “could use a cap.”

The Dash (DASH) cryptocurrency’s official account joined the back-and-forth, posting: “Price chart instantly means you’ve lost the argument.” In other words, market performance trumps rhetoric.

The analyst fired back at Dash, noting the cryptocurrency is “down 99% against Litecoin” and suggesting they “sit this one out.”

Litecoin’s history of Twitter/X feuds

This incident occurred following a wave of aggressive social media behavior from cryptocurrency projects. Litecoin also recently engaged in a confrontation with XRP (XRP) communities.

That began with a post comparing the token to comet smells and escalated to mockery of Ripple’s institutional adoption claims.

The Aug. 29 post that sparked the XRP feud described comets as smelling like “rotten eggs, urine, burning matches, and almonds” before comparing this to XRP being sold to retail investors.

The post referred to Ripple CEO Brad Garlinghouse as “Brad Garlicmouse” and dismissed XRP’s banking narrative as an unfulfilled illusion.

These feuds suggest cryptocurrency projects are adopting increasingly controversial marketing strategies to maintain relevance in a crowded market.
