SEC Chair Atkins Says Few Crypto Tokens Are Treated as Securities

On Tuesday, August 19, 2025, U.S. Securities and Exchange Commission (SEC) Chair Paul Atkins said that a very small percentage of crypto tokens are treated as securities. Speaking at the Wyoming Blockchain Symposium, Atkins emphasized that the SEC is taking a fresh approach to digital assets, saying most tokens are not necessarily securities, financial instruments regulated under U.S. law.

“From the SEC’s perspective, we will plow forward on this idea that just the token itself is not necessarily a security,” Atkins said. “Very few, in my mind, tokens that are securities, but it depends on the package around it and how it’s being sold.”

Atkins’ comments mark a major shift from former SEC Chair Gary Gensler, who labeled the “vast majority” of crypto assets as securities under the Howey test, a legal standard used to determine if an investment qualifies as a security. 

Gensler resigned on January 20, 2025, paving the way for Atkins’ appointment, with Commissioner Mark Uyeda serving as Acting Chair in the interim.

Congress Pushes Crypto Market Rules

The remarks come as Congress moves to create clearer rules for digital assets. The House of Representatives passed the Digital Asset Market Clarity (CLARITY) Act in July 2025, a law designed to define and regulate U.S. crypto markets clearly. 

Senate Banking Committee Chair Tim Scott indicated bipartisan support for market structure legislation when the Senate returns from recess on September 2, 2025, noting as many as 18 Democrats could join Republicans in backing the bill.

Atkins also touched upon the Project Crypto initiative of the SEC, which is supposed to create regulatory frameworks to govern companies that trade in blockchain-based tokens, protecting investors without stifling innovation in the crypto market.

This direction is an indicator of a more discriminatory regulatory approach to digital assets, which gives clarity to businesses and investors who are trying to navigate the emerging U.S. crypto market.

Game Science reveal Black Myth: Zhong Kui, a new action-RPG that aims to catch Wukong players “off guard”

Black Myth: Wukong developers Game Science have revealed Black Myth: Zhong Kui, another single-player action-RPG steeped in Chinese mythology. It casts you as a ghost-hunting god who wanders between hell and Earth. Here’s a CG short from Gamescom’s Open Night Live 2025, which shows the fearsomely bearded Zhong Kui himself riding an extravagantly sized tiger.

In a Q&A on the official site, the developers call the game a “tentative first step – to build more distinct game experiences, to challenge ourselves with bolder features, and to bring fresh ideas to our world and narrative design”. They want Wukong players to feel “right at home” while “catching them off guard in the best way”. That said, for now the new game remains “little more than an empty folder”, with no release date and little sense in the CG trailer of how Zhong Kui fights, compared to Wukong. I’m guessing that tiger is a useful ally, though.

We quite liked the original Black Myth, with bygone reviews editor Ed Thorn (RPS in peace) calling it “a refreshing adventure after Elden Ring’s knotty DLC”. We were less keen on the mildly draconian PR messages to certain streamers, cautioning them to avoid “feminist propaganda”, “politics” and discussion of the Chinese games industry.

These gamergatory memos followed a lengthy report from IGN about alleged workplace sexism at Game Science. The devs refused to say anything to Ed about this when he asked at a preview event. If we’re invited to preview Zhong Kui, we’ll give it another shot.

The White House now has a TikTok account

The White House has joined TikTok, the social media app that President Trump wanted to ban during his first term. Its first post shows clips of Trump in various events with Kendrick Lamar’s track playing in the background. The New York Times notes that it references a popular video edit of Creed, a boxing movie starring Michael B. Jordan, on the app. In the TikTok post, Trump could be heard saying “I am your voice,” while the caption reads “America we are BACK! What’s up TikTok?”

Trump’s administration believes TikTok helped him win over young voters in the 2024 Presidential election, with the account he used to campaign having over 15 million followers. “President Trump’s message dominated TikTok during his presidential campaign, and we’re excited to build upon those successes and communicate in a way no other administration has before,” White House press secretary Karoline Leavitt said in a statement.

The president wasn’t always fond of the platform. He once vowed to ban the app in the US and signed an executive order to outlaw any transaction between the app and its China-based parent company ByteDance for national security reasons. TikTok’s “data collection threatens to allow the Chinese Communist Party access to Americans’ personal and proprietary information — potentially allowing China to track the locations of Federal employees and contractors, build dossiers of personal information for blackmail, and conduct corporate espionage,” the executive order read.

After taking office earlier this year, however, Trump quickly put a pause on the law that was supposed to ban TikTok in the US. He even delayed the ban a couple more times to give ByteDance more time to sell its US business. Trump previously claimed that a “very wealthy” group is poised to buy TikTok, but the administration has yet to reveal the identities of the people in it.

Everything We Saw At Gamescom Opening Night Live 2025

This year’s Gamescom has officially kicked off. That means that today, we were treated to a trailer-laden showcase known as Opening Night Live, straight from Cologne, Germany and featuring none other than Geoff Keighley.

ONL was pretty packed this year, with some solid trailers and reveals of many awesome-looking games. As always, we’ve rounded up everything that caught our eye. It was a dense show, so read on!

Hollow Knight: Silksong

While we didn’t get a firm release date of the ever-elusive sequel to Hollow Knight, Geoff Keighley took to the Gamescom stage to officially declare that the game is coming out this year and to show off some new gameplay. A more in-depth presentation from developer Team Cherry is coming on Thursday.

Call of Duty: Black Ops 7

The world is in a bad place in 2035 according to Black Ops 7, so it’s a good thing you’ve got a gun and a willingness to shoot people. I mean, that’s the premise for all these kindsa things, but at least the level design looks surprisingly batty! I’ll take it. I will not take this version of Metallica’s “Master of Puppets,” though.

But that’s not all, as Monster Hunter Wilds is also bringing some of its magic to FF14 with battles against epic monsters and maybe even a Palico?

Fallout Season Two

Fallout‘s TV adaptation was a smash hit, and while we didn’t see much footage from the upcoming new season, we did get some thoughts from the show’s talent on what to expect from the crew’s trip to New Vegas, along with a brief teaser. And yes, Mr. House is there…and yes, that was Kyle MacLachlan in a suit of power armor. Shit, now I’m gonna have to catch up on that first season…

Indiana Jones and the Great Circle: The Order of Giants

Indiana Jones’incredible video game adaptation from last year, The Great Circle, is getting a story expansion. Do we want more of the game’s excellent immersive sim gameplay and puzzles? Hell yes. Also, The Great Circle is coming to Switch 2 in 2026.

John Carpenter’s Toxic Commando

With a trailer showing off some satisfyingly clanky guns, zombie hordes, explosive action, and some slamming electronic music, Toxic Commando definitely looks worth checking out.

Death by Scrolling

The premise here is that you’re in Purgatory and you gotta endlessly scroll your way through looting and fighting to escape the Grim Reaper, who’s a lady this time! Girl power! It’s a pretty neat concept that looks like it’ll be hard to put down, and it comes from the mind of Monkey Island creator Ron Gilbert.

Zero Parades

Things might be a little complicated for fans of Za/Um, the developer behind Disco Elysium. But today we got a look at its upcoming CRPG, Zero Parades.

The Darkest Files

With a bold and urgent political message about the increasingly frail state of our democracy, the Gamescom Cares segment was devoted to showing off The Darkest Files, a game with painful lessons about how the freedoms we all benefit from are increasingly at risk in ways that demand we actually do something about it. So go do something about it.

Today’s look at Ninja Gaiden 4 was predictably action-packed, with some thrillingly bloody-looking swordage and elegant combat moves.

Today’s look at Silent Hill f‘s gameplay is a promising preview of what we can expect from the latest entry in this classic horror series when it arrives in September. The game looks satisfyingly grim, gloomy, and disturbing. It’s absolutely on my must-play list for 2025.

The Outer Worlds 2

Today’s narrative trailer really doubled down on the survival element of survival horror, showing off what feels like an inverse of an escort mission. Requiem‘s protagonists look sufficiently vulnerable for this kind of genre. I am so here for this game.

Black Myth: Zhong Kui

Not yet, Snake, it wasn’t over yet. Closing out ONL, we got a look at the follow-up to Black Myth: Wukong, featuring a new protagonist.

Wyoming Becomes First US State To Launch Its Own Stablecoin: Introducing ‘FRNT’

Shortly after President Donald Trump signed the GENIUS Act into law, providing a new regulatory framework for dollar-pegged cryptocurrencies, Wyoming officially introduced the Frontier Stable Token (FRNT), becoming the first US state to issue its own blockchain-based stablecoin.

The Wyoming Stable Token Commission announced the initiative on Tuesday, aiming to provide users of the new stablecoin with secure, transparent, and efficient digital transactions.

Wyoming’s Stablecoin Issued On Seven Blockchains

Governor Mark Gordon, who chairs the Wyoming Stable Token Commission, emphasized Wyoming’s commitment to financial innovation and the integration of crypto into everyday transactions, stating: 

For years, Wyoming has been the leading state on blockchain, cryptocurrency, and digital asset regulation, passing over 45 pieces of legislation since 2016…The mainnet launch of the Frontier Stable Token will empower our citizens and businesses with a modern, efficient, and secure means of transacting in the digital age.

The Frontier Stable Token is designed to be fully backed by US dollars and short-duration treasuries, held in trust for the benefit of token holders. To enhance its stability, FRNT has a legislatively mandated overcollateralization of 2%. 

FRNT was developed in partnership with industry experts. It will leverage blockchain technology to facilitate instant transaction settlements, reduce fees, and enhance accessibility for a diverse range of users.

In a strategic collaboration with token issuance partner LayerZero, the Commission has ensured that FRNT will be available across multiple blockchain networks. 

This decision follows encouragement from the Wyoming Select Committee on blockchain, which supports the stablecoin’s issuance on seven distinct blockchains, including Arbitrum (ARB), Avalanche (AVAX), Base, Ethereum (ETH), Optimism (OP), Polygon (POL), and Solana (SOL). 

LayerZero, Fireblocks, And Others Collaborate

The launch of the FRNT stablecoin was made through what the commission calls a “thorough and transparent procurement process,” engaging various partners to ensure transparency and efficiency of the new cryptocurrency. 

These partners include LayerZero for token issuance, Fireblocks for blockchain infrastructure, Franklin Advisers for reserves management, Inca Digital for open-source intelligence, and The Network Firm for financial audits and monthly attestations.

In the coming days, FRNT will be available for purchase on the Solana blockchain via US-based cryptocurrency exchange Kraken, based in Wyoming. Additionally, users will be able to access FRNT through Rain’s Visa-integrated card platform on the Avalanche blockchain. 

Beyond Wyoming’s Stable Token Commission’s recommendations for the safe usage of the newly issued token, the Treasury department called on Monday on public input to combat illicit activities involving these assets under the GENIUS Act. 

As reported by Bitcoinist, the department is especially focused on collecting public input regarding various crypto technologies that may improve the capacity to recognize and reduce risks linked to stablecoins.

Radiant Capital hacker doubles $53M stash via ETH trading

The hacker behind last year’s $53 million Radiant Capital exploit has nearly doubled the value of the stolen funds through a well-timed Ethereum trading strategy.

According to on-chain analyst EmberCN’s Aug. 19 X post, the hacker had earlier sold 9,631 Ethereum (ETH) at an average of $4,562 for 43.9 million Dai (DAI), only to buy back 2,109.5 ETH for $8.64 million DAI once prices pulled back to $4,096.

The wallet now holds 14,436 ETH and 35.29 million DAI, a portfolio worth $94.63 million. This represents a gain of more than $41 million over the initial value of the stolen funds. Blockchain analytics firm Lookonchain noted that the decision to keep most of the assets in ETH during its rally played a major role in the increased balance.

From $53 million heist to $94 million stash

The October 2024 breach of Radiant Capital, a multi-chain decentralized finance protocol, was one of the most damaging attacks of the year. By compromising the multisignature wallet of its core team through a macOS-specific malware called INLETDRIFT, the attacker siphoned tokens from lending pools on Arbitrum (ARB) and BNB (BNB) Chain. 

At the time, the stolen assets were quickly converted into 21,957 ETH, then valued at about $53 million when Ethereum was trading near $2,500. Rather than liquidating the holdings, the hacker held ETH as its price climbed. In recent weeks, the attacker executed several trades to increase exposure. 

Radiant Capital hack attribution and ongoing risks

The attack has been linked by some blockchain security experts to North Korea’s AppleJeus group, known for targeting exchanges and DeFi protocols. Radiant Capital worked with the FBI, Chainalysis, and Web3 security firms like SEAL911 and ZeroShadow after the hack, but recovery prospects remain slim as the funds continue to move through Ethereum-based trading activity.

The October incident marked the second breach of Radiant in 2024, following a smaller $4.5 million flash loan exploit earlier that year. It underscored persistent security risks in DeFi, which has already seen significant losses in 2025.

With over $94 million now under control, the attacker’s next move will be closely watched by analysts and security teams.

The teams behind two of Dawn of War’s big overhaul mods are working to update them for the Definitive Edition

One of the low-key most exciting changes in Dawn of War: Definitive Edition is the shift to a 64-bit exe, which makes it a more stable platform for modding. Dawn of War is beloved for its sense of scale, and being able to expand that even further with massive numbers of enemies on screen and even more factions is the promise of mods like Unification.

If you’re all keyed-up to install Unification right away, however, maybe hold off on that a minute. You might encounter a few problems, like not being able to pan the screen left or right with the cursor, or graphical issues with the Unification campaign map. Over on the Unification Discord, a modder called Kekoulis, Shogun of Unification, has explained the team is waiting for the Definitive Edition to be patched before releasing an update for the mod.

The schedule for that has moved forward, however. Relic had communicated that the Definitive Edition’s second patch, planned for September, would be the one to wait for. Now it’s looking like the first major patch will include the fixes modders are waiting on, “So we will wait for that to test and see if we can release earlier than the 2nd major patch”, Kekoulis writes. “We have already made some progress on updating the UI as well as the rest of the elements, so the patch is proceeding as planned.”

Back in the day, my preferred wide-scale overhaul for Dawn of War was the Ultimate Apocalypse mod, which is also having some issues with the Definitive Edition—in particular with the UI. Its maps also look rough compared to the upscaled originals. Fortunately the team currently in charge of that mod is also working on a compatibility update.

The same can’t be said for the Crucible mod. Its creators have put together a lengthy document detailing their issues with the Definitive Edition, and said on their Discord that, “Right now there are only a few minor positives to moving to DE, and multiple major negatives, so on balance we will continue modding legacy DOW until DE is up to scratch.”

Finally, since apparently enough people have been asking the Unification team about the recently announced Dawn of War 4 that they’ve had to post a reply. Kekoulis, Shogun of Unification, has made it plain they won’t be adapting Unification to the next game in the series. “Aside from the fact we do not even know the state of that game and how it will be, you are asking us to redo 10+ years worth of work in a new game,” Kekoulis writes, “which will be less known and will have different aspects. The home of Unification is DOW1, especially with DE.”

Devcom Developer Conference will be renamed Gamecom Dev starting from October 2025.

The name change, announced on the conference’s Keynote Stage on August 19, 2025, “firmly integrates the event into the Gamescom brand family and strengthens its presence in the international gaming industry,” an accompanying press release said.

“I am delighted about Devcom’s upgrade in positioning and its inclusion among the key Gamescom sub-brands,” said Stephan Reichart, managing director of game events GmbH and organiser of the Devcom Developer Conference.

“We’ve had an incredible, exciting, and at times very challenging journey with Devcom over the years.

“Right from the start, people kept asking, ‘So you’re the game developer side of Gamescom?’ That is why we decided to add the subtitle, ‘The official game developer conference of Gamescom.’ Now, everyone gets it – everything related to developer content happens at Gamescom Dev.

Established in 2017, Devcom Developer Conference is the official developer conference of Gamescom, organised by game events GmbH, a subsidiary of the German Games Industry Association (game).

The main Devcom Developer Conference takes place in Cologne, Germany, with this year’s event running from August 17 to August 19, ahead of Gamescom’s official start on August 20.

This year’s conference has featured panel discussions, talks, keynotes, fireside chats, roundtables, and workshops on topics including community management, game design, mental health, and more.

AI is a big topic at this year’s event, with a pre-Devcom survey revealing the conference’s speakers have “mixed attitudes” towards the technology.

Following the end of the main conference, from August 20 to August 22, there will be a Devcom booth in Gamescom’s B2B area.

“The Devcom Developer Conference has rapidly grown into one of the world’s most important events for game developers,” said Felix Falk, managing director of game and co-organiser of Gamescom.

“It has become a key pillar of the Gamescom family. By renaming it Gamescom Dev, we aim to create greater synergies with the other Gamescom formats and tap into new opportunities through closer integration with the Gamescom brand world. This will take our success story to the next level.”

Gemini Teasing New XRP-Related Program

Cryptocurrency exchange Gemini has teased an XRP-related rewards program. 

Earlier this Tuesday, the exchange posted a letter-capitalization riddle that mentions the Ripple-linked token.

Past animosity 

Gemini, despite being one of the oldest cryptocurrency exchanges, used to refuse to list the XRP token. 

The snub would irk many members of the community, who believed that Gemini was intentionally biased against the top altcoin. 

As reported by U.Today, Gemini co-founder Tyler Winklevoss had a bitter spat with some members of the XRP community after the exchange listed Chainlink (LINK) and kept ignoring the Ripple-linked token.

In its complaint, the U.S. Securities and Exchange Commission (SEC) mentioned that Ripple was attempting to pay $1 million for listing the XRP token on the exchange, but Gemini refused the offer. 

Mending ties 

Following Ripple’s victory against the SEC, Gemini finally added support for the XRP token in August 2023, which was seen as a breakthrough moment for the token. 

However, XRP holders are not seemingly ready to fully mend ties with the popular exchange just yet. 

In March, as reported by U.Today, Winklevoss urged the members of the XRP community to sign up for a Gemini card. His social media post ended up backfiring, with many members of the community recalling past hostility.  

Ripple’s credit line 

As reported by U.Today, it was recently revealed that Gemini had secured a credit agreement with Ripple ahead of the exchange’s initial public offering (IPO). 

Gemini will be able to borrow up to $75 million, but this cap could be increased.

Black Ops 7’s co-op campaign culminates in a DMZ-like ‘Endgame’ activity for 32 players in an open-world map, plus it has unlockable weapon camos

Call of Duty is aiming for its next campaign to be a part of the “connected” experience of the overall live-service game, starting with Black Ops 7.

During a media briefing event last week, Treyarch revealed that the BO7 campaign is playable for up to four players in co-op, played over 11 standard, explosive set-piece missions. Not only that, but you will be able to unlock campaign-specific weapon camos (including four Mastery camos), reticles, player cards, and other cosmetics, all while earning XP to progress your overall level and even individual battle passes. There will even be daily and weekly challenges to complete.

The campaign stars David Mason and his Spectre One team, including Mike Harper, Eric Samuels, and newcomer Leilani Tupuola, with support from BO6 character Troy Marshall who is now several decades older in this story. Some sort of red, hallucinogenic gas seems to be the main catalyst for weird visions and trippy missions, given what little gameplay I was shown.

Once that story’s 11 standard missions are completed, however, a new “Endgame” experience will unlock, featuring an open-world Avalon map for up to 32 players to explore and fight enemies in. Gamers will be able to fly into the battle royale map-like zone to fight AI soldiers and robots, complete missions, and rank up their operators with new abilities and a level-up system called Combat Rating.

Increasing your Combat Rating (max level 60) will give players access to higher-tier areas of the map, but here’s the catch: if you die, you wipe and have to start all over again, similar to games like Modern Warfare II’s DMZ mode or Escape From Tarkov. That’s right, wiping as a squad will reset your progress for that operator.

Each individual, playable operator also has their own abilities and skill specializations that can be unlocked and leveled up, such as a Grapple Hook, Mega Jump, or Drone Charmer that spawns quad-rotor drones to take down enemies.

Treyarch says that Endgame will be the “final proving ground where all of your campaign progress is tested in a new environment.” Progress is tied to “shutting down Guild activities” as you “move into the hardest regions.”

A lot about Endgame is still being kept secret for now, but players looking to expand their BO7 experience and unlock everything it has to offer may find some real fun in this new co-op experience to play alongside multiplayer and Zombies modes.

BO7 launches for PlayStation, Xbox, and PC later this year.
